The World Food Programme (WFP) in Bolivia seeks to strengthen, expand, and diversify its partnership base to enhance collaboration with funding partners across humanitarian, development, and resilience-building initiatives. In alignment with WFP’s global and regional strategies, the Bolivia Country Office aims to position itself as a key partner in addressing food insecurity, nutrition challenges, and climate-related vulnerabilities within the country.
The purpose of this assignment is to support the Bolivia Country Office in the formulation and implementation of a comprehensive partnership and resource mobilization strategy, ensuring effective engagement with private sector actors, and other stakeholders. The incumbent will contribute to WFP’s positioning with external partners to attract financial resources, technical expertise, and innovative solutions that advance WFP’s mandate in Bolivia. This includes providing donor intelligence, strategic guidance, and advice to senior management and the partnerships team to consolidate and grow a diversified portfolio of partners that supports WFP’s operations and long-term objectives in the country.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Formulate and implement the work plan for Bolivia Country Office to identify, develop and strengthen quality partnerships that supports Country Strategic Plan and contribute to national priorities a of WFP strategic objectives.

2. Proactively manage the Bolivia partnerships portfolio, including partner profiling, funding trends analysis, and outreach activities, with the aim to maximizing resources and leveraging policy and technical support for WFP’s operations; ensure partner visibility and compliance with agreed conditions.  

3. Use data and context specific analysis to propose options for expanding support from existing partners and to identifying new partnerships opportunities, guided by programmatic needs and Bolivia context, to enhance the impact of WFP’s work and diversify the resource base.

4. Gather and share partner intelligence (including forecasting), using WFP key information systems (e.g. Salesforce, WINGS, WFPGo) and ensure timely updates for decision-making.

5. Coordinate with other functional units; to collect inputs; conduct analysis and draft high-quality briefs to support outreach and engagement opportunities.

6. Formulate the partnerships strategies, including the development of Partnership Action Plans; prepare quality proposals and donor reports by engaging with internal teams and external stakeholders.

7. Contribute to the preparation of strategic agreements, joint strategies and MOUs with government institutions, IFIs UN agencies, private sector, and other actors in order to promote the SDGs and Zero Hunger on the national, regional and global agenda, ensuring mutually beneficial outcomes.

8. Facilitate corporate dialogue and networking with partners, sharing relevant information and proactively highlighting strategic issues to senior management; propose actionable recommendations to strengthen trust and foster partnership growth.

9. Contribute to emergency preparedness and risk management actions, providing technical recommendations and monitoring defined risks related to partnerships and resource mobilization.

DELIVERABLES AT THE END OF THE CONTRACT:

1. High-quality development briefs, reports, proposals and other material to support the Bolivia Country Office in maintaining, growing, and diversifying the partnership and donor portfolio, aligned with the Country Strategic Plan and national priorities.

2. Identification of new partnership opportunities within Bolivia, including government institutions, private sector, international cooperation, and other stakeholders.

3. Capacity strengthening of the Bolivia Country Office partnership team in all the related partnership activities, including guidance in the use of corporate tools (e.g., Salesforce, WINGS), and best practices for resource mobilization and reporting.
