Organizational Context and Scope

IOM is committed to supporting regional institutions and Member States to reduce exposure and vulnerability to risks, enhance communities’ resilience and augment the capacity of crisis response agencies. The Humanitarian response and Recovery unit in IOM’s Regional Offices provide direct support to the Organization’s crisis-related work, including emergency preparedness, response, risk reduction and support to recovery, transition, and peacebuilding processes. IOM supports capacity building and long-term risk reduction efforts in order to strengthen national responses and assure the operational presence required for rapid reaction and scale-up during sudden onset disasters or manmade conflict. This enables life-saving responses, the ability to provide real time displacement monitoring, support for recovery efforts and the identification and establishment of durable solutions for affected communities. 

The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is one of the 6 IOM Regional Offices (RO) that oversees and provides strategic and technical support to IOM activities. A Regional Crisis Support Facility (RCSF), will be established in the IOM’s Regional Office for Asia and the Pacific (ROAP), to strengthen operational agility and enable rapid support to Country Offices in Asia Pacific facing sudden-onset or escalating crises. The RCSF will be operated in close coordination with IOM’s Global Rapid Response Team (RRT) mechanism and the Global Surge initiative to ensure alignment with institutional priorities, global standards, and quality programming. A core component of the Facility is the Regional Emergency Surge Team, which delivers immediate operational reinforcement in crisis coordination, programme management, logistics, and related functions. 

Under the overall supervision of Deputy Regional Director for Operations and the direct supervision of the Regional Thematic Specialist (Humanitarian response and Recovery), and in close coordination with the Regional Resource Management Unit, the Regional Emergency Surge Officer – Regional Crisis Support Facility will coordinate IOM’s emergency operations and emergency surge operations in countries in the region affected by crisis. The successful candidate will also be expected to deploy and coordinate the surge team during deployment, in coordination with with RO Bangkok Humanitarian response and Recovery unit, other RO, HQ and the Chief of Mission of the country of deployment.

Responsibilities

1. Coordinate IOM emergency action with a view to help ensure that it is principled, timely, effective and efficient, and contributes to longer-term recovery.
2. Manage all operational, financial and administrative aspects of the emergency programs including coordinating the recruitment of new staff and contributing to the expansion of the emergency portfolio. 
3. Contribute to the development of the overall direction and strategy of the emergency response in the country of deployment, in coordination with Department of Humanitarian Response and Recovery (DHRR) Regional Office and Program Managers
4.  Implement a comprehensive emergency response including good and effective coordination of emergency projects activities:
• Participate in the development of a common strategic vision for operations;
• Organize coordination meetings to facilitate and promote inclusive and effective response efforts;
• Support resource mobilization efforts to contribute to the adequate and timely funding of the programmes; overseeing IOM’s sector support functions and emergency response programs; and,
• Liaise with programme managers, sector coordinators, relevant sectors and humanitarian acts to facilitate timely, safe and unimpeded access by emergency programmes to populations in need.
5. Work in close collaboration with the COM to ensure that all the components of the emergency response and the regular recovery and development activities operate in a coherent and mutually supportive manner.
6. Monitor and evaluate project activities to ensure they are implemented in accordance with Standard Operating Procedures (SOPs), manuals, guidance notes, Monitoring and Evaluation (M&E) tools and methodologies.  
7. Coordinate adequate information management and reporting on project activities including raising IOM’s visibility. Provide regular updates and prepare summaries, press releases and other relevant materials. Ensure compliance with IOM and donor regulations and obligations as indicated in the funding agreements, project documents, work plans and budgets, with emphasis on timely and accurate reporting. 
8. Develop and maintain strong partnerships and regular liaison with IOM programs partners such as key Government institutions, UN agencies, private sectors and NGOs aiming at enhancing coordination of humanitarian activities, facilitating the implementation of ongoing activities and implementation of joint activities. 
9. Liaise with donor representatives and periodically brief them on current and planned programs to facilitate understanding and support for programme activities.  Contribute to mobilizing financial resourced by sharing relevant information in line with organizational priorities. 
10.  Identify opportunities for emergency response programmes and develop new project proposals in line with IOM humanitarian response strategy and in coordination with the CoM, Project Development Unit, relevant Regional Thematic Specialists and Project Managers.  Prepare informational materials to keep donor representatives informed of current and planned programs in order to contributie to mobilizing necessary financial support.
11. Represent IOM in humanitarian partner meetings and ensure the adequate liaison with other relevant stakeholders as requested.
12. Provide supervision, guidance and direction to all staff in the emergency response. 
13. Undertake frequent and regular duty travel to the field to monitor emergency programs and to identify bottlenecks and implement solutions.
14. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Political or Social Sciences, International Relations, Humanitarian Affairs or a related field from an accredited academic institution with five  years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in emergency settings and complex environments:
  • Experience in programme management with strong knowledge of IOM/UN project life cycles; 
  • Experience in liaising with government authorities, inter-governmental institutions, other national and international institutions and national and international NGOs;
  • Experience in Camp Coordination and Camp Management, ES/NFI, Shelter, DTM and socio-economic recovery;
  • Familiarity with IOM/UN administrative and financial management

Skills

  • Excellent leadership, coordination and information management skills
  • Sound judgment, ability to extract, interpret, analyse and format data and make decision rapidly to resolve operational problems. 
  • Capacity to work effectively in high-pressure, rapidly changing environments
  • Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook).

Languages

IOM’s official languages are English, French, and Spanish. 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russia, and Spanish) is an advantage.
