Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
ORGANIZATIONAL CONTEXT AND SCOPE:
As part of the United Nations Country Team (UNCT) in Thailand, the International Organization for Migration (IOM) works with key stakeholders to maximize the potential of migration to achieve sustainable development outcomes for migrants and communities in Thailand, in line with the Thailand National Strategy (2018–2037) and the 13th National Economic and Social Development Plan.
Within IOM Thailand, the Labour Mobility and Social Inclusion (LMI) unit covers a broad range of topics, including business and human rights, skills development, migrant empowerment, and access to social protection and support services.
Building on IOM’s engagement since 2017, including through the Corporate Responsibility in Eliminating Slavery and Trafficking (CREST) project, IOM implements its regional Migration, Business and Human Rights in Asia (MBHR Asia) programme to ensure that migrant workers within supply chains in Asia experience full respect of their human and labour rights , in line with the “Protect, Respect and Remedy” framework of the United Nations Guiding Principles on Business and Human Rights (UNGPs) and 2030 Sustainable Development Agenda. IOM Thailand serves as the managing mission MBHR Asia, providing programme coordination and consolidation support for regional implementation.
Under the overall supervision of the Head of LMI and the direct supervision of the Partnerships and Programme Coordinator, the successful candidate will support programme implementation, coordination and knowledge functions under IOM Thailand’s MBHR portfolio, including coordinating inputs and collaboration with participating missions for multi-country activities managed by IOM Thailand.
Responsibilities
Assist in the coordination and monitoring of the operational, administrative and financial aspects of the MBHR Asia managed by IOM Thailand in accordance with IOM policies and practices as well as donor’s requirements.
Provide regular updates on the status of project implementation; identify gaps and suggest actions to improve implementation.
Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures.
Coordinate the collection, verification and analysis of data and background information relevant to MBHR (e.g., fair and ethical recruitment, business and human rights, human rights due diligence); support the timely delivery of regional MBHR deliverables managed by IOM Thailand, in line with approved workplans (e.g., research, knowledge products and policy dialogue) – by consolidating inputs, maintaining trackers, and supporting quality assurance; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.
Support knowledge management and internal coordination by facilitating information-sharing with relevant IOM units and compiling inputs from country missions for regional initiatives managed by IOM Thailand.
Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements, including consolidation of inputs from participating missions as needed.
Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.
Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums.
Participate in the preparation of project proposals and a diverse range of communication products, concept notes, project budgets and other planning documents.
Supervise and provide training and technical guidance to project staff.
Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
Perform other related duties as required.
Qualifications
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
- Master’s degree in the above-mentioned fields
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
- Sound knowledge of key issues, frameworks and stakeholders relevant to the MBHR portfolio, including labour migration governance, business and human rights, ethical/responsible recruitment, and human rights due diligence;
- Strong project management and coordination skills, including the ability to plan, prioritize and manage multiple tasks and deadlines in a fast-paced environment, and to maintain accurate documentation and tracking against workplans and deliverables;
- Excellent analytical, writing and communication skills, including the ability to draft and edit high-quality reports, briefs, presentations and other technical or advocacy-oriented documents;
- Demonstrated ability to support coordination and information-sharing with diverse counterparts (including across IOM missions and units), and contribute to effective knowledge management;
- Good understanding of the UN system and working methods, and familiarity with donor compliance and reporting requirements (including results-based approaches, visibility and documentation standards);
- Strong interpersonal skills, including the ability to build and maintain effective working relationships with a wide range of stakeholders (government, private sector, workers’/employers’ organizations, civil society, UN agencies and donors);
- High level of organization, attention to detail, discretion and professionalism; ability to work independently with minimal supervision while contributing proactively to team objectives;
- Knowledge of UN and bilateral donor programming; and
- Knowledge of IOM financial rules and regulations desirable.
- For this position, fluency in English and Thai is required (oral and written).
