The position is located in the Programme Office in Iraq (POIRQ), Regional Office for the Middle East and North Africa (ROMENA), Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC) in Erbil, Iraq. The incumbent will work under the direct supervision of the Project Coordinator, Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch, Division for Treaty Affairs (DTA), based Vienna, and the overall substantive guidance of the Senior Programme Coordinator in Iraq and Regional Representative for the Middle East and North Africa, as well as policy guidance from the Chief of HTMSS. Responsibilities
The Crime Prevention and Criminal Justice Officer will work in collaboration with the operations, programme and project staff in the Iraq Programme Office to exchange information and ensure consistent service delivery. Within assigned authority, the incumbent will be responsible for the following specific duties: • Coordinate the implementation of the Action with respect to specific outputs relating to capacity building, mentoring of criminal justice practitioners, and promoting international cooperation in judicial matters. • Provide technical assistance to law enforcement, prosecutors and judiciary on addressing trafficking in persons (TIP) and smuggling of migrants (SOM), including through financial investigations, rights-based interviewing, and the use of special investigative techniques. • Design and deliver high-quality training programmes and operational mentoring on countering TIP and SOM, with a focus on gender-responsive, victim-centred, child-friendly and trauma-informed approaches. • Strengthen cooperation and coordination between Federal Iraq and the Kurdistan Region of Iraq (KRI) counterparts, including relevant Ministries, Judicial Councils, Asayish, and other criminal justice actors. • Contribute to the development of Standard Operating Procedures (SOPs), guidance notes, and institutional capacity development tools for practitioners involved in the detection, investigation and prosecution of TIP and SOM. • Support the development and delivery of capacity-building programmes on intelligence gathering and analysis, including the use of open-source intelligence (OSINT), surveillance, and criminal intelligence software. • Facilitate regional and international cooperation in the areas of mutual legal assistance and joint investigations related to TIP and SOM cases. • Assist in advancing legal and policy reform through technical support to the development and adoption of national action plans, amendments to legislation, and implementation frameworks in alignment with UNTOC and its Protocols. • Contribute to enhancing institutional frameworks and inter-agency cooperation through assessments, advocacy, and support to coordination mechanisms. • Develop and maintain partnerships with relevant stakeholders, including international organizations, national institutions, and civil society organizations. • Prepare timely and accurate reports, presentations and visibility content related to capacity-building and international cooperation under the Action. • Support monitoring and evaluation activities, contribute to risk mitigation strategies, and ensure sustainability of capacity development efforts. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in law, criminology or related disciplines is required. A first-level university degree in similar fields in combination with two additional years of experience may be accepted in lieu of the advanced degree.

Work Experience
A minimum of five years of relevant, progressively responsible professional experience at the national and international levels in the fields of criminal intelligence, law enforcement, and criminal justice system reform is required. Work experience in delivering and managing capacity-building programmes on trafficking in persons (TIP) and smuggling of migrants (SOM) for criminal justice and law enforcement practitioners is required. Work experience providing advisory support on legislation, investigative techniques , intelligence processes, law enforcement and prosecutorial strategies related to TIP/SOM is required. Work experience in fostering and facilitating cooperation between law enforcement, prosecutorial or judicial authorities including through joint training and inter-agency coordination efforts is required. Work experience in developing and delivering technical trainings in criminal intelligence analysis methodologies (such as ANACAPA), financial crime investigations, strategic and operational analysis, or use of specialized software (e.g., i2 Analyst’s Notebook, Sentinel Visualizer) is desirable. Work experience in liaising with relevant government counterparts and criminal justice institutions in Iraq and the Middle East region is desirable Experience working within the United Nations system or a comparable international organization is desirable.
