Job Description

The International Organization for Migration (IOM) is an intergovernmental organization established in 1951 and is committed to the principle that humane and orderly migration benefits both migrants and society. IOM is pleased to announce the launch of a new project named ‘Creating Pathways for Safe, Orderly and Responsible Migration for Ensuring Social Sustainability in Sugar Supply Chain in Maharashtra, India (COSMOS)’ with the support of The Coalition for Responsible Sugarcane India (CRSI), a collaborative multi-stakeholder initiative that aims to embed and promote responsible and sustainable business practices across India’s sugar value chain. Project seeks to address the root causes of migration directly within the district of origin of sugarcane farm workers, strengthening social safeguards and support systems. The project takes a proactive approach by bringing solutions to migrant workers in the sugarcane supply chain, thereby improving their circumstances at the grassroots level. Through Migrant Resource Centers (MRCs) designed specifically for migrant sugarcane farm workers, the project aims to raise awareness on safe migration (pre-departure onboarding), and provide access to services such as public welfare schemes, financial literacy, women healthcare, and livelihood opportunities.

 

As the project takes a focused approach in understanding the issues that influence safe and informed migration, particularly from the perspective of migrant labourers and create solutions at the districts of origin which work on well-rounded solutions that include migration mapping, responsible recruitment practices, effective grievance redressal mechanisms, enhanced community engagement on issues of safeguarding and promoting child well-being, IOM is looking for an experienced State Coordinator - Consultant, to assist in implementing the project

Responsibilities

  1. Work with and engage migrant workers and the targeted communities 

  2. Liasson with the sugar mill and sugarcane field owners

  3. Support in data collection - related activities, develop and facilitate training and workshops, conduct programme outreach, strengthen grassroots relationship building exercises, and coordinate with implementing partners and stakeholders of the project.

  4. Support the establishment and operations of local Migrant Resource Centers in key districts. 

  5. Programme implementation with deliverables related to migration mobility, and micro-enterprise.

  6. Work on financial inclusion and explore linkages with financial institutions.

  7. Developing mechanisms/systems to track, monitor and record grievances and connect with the government grievance redressal platforms

  8. Setting up psychosocial support system

  9. Draft regular progress reports, project updates, talking points, and briefing materials related to beneficiaries and stakeholder’s capacity building and private sector engagement as needed.

  10. Support the M&E of the project, with field level presence, regular report writing and timely submission. 

  11. Strengthen and diversify the outreach and impact of the project in the targeted areas, using local experience and knowledge. 

  12. Liaison with local counterparts, non-governmental organizations, government and other relevant stakeholders. 

  13. Facilitate the translation of training modules, technical reports and proofread translated materials to ensure alignment with original version(s).

Qualifications

Education
  • Bachelor’s degree in the field of Social Sciences, Human Rights, migration/mobility or a related field from an accredited academic institution with at least THREE years of relevant professional experience; or 

  • Completed High School degree from an accredited academic institution, with six years of relevant professional experience. 

Experience
  • Possess basic understanding of Migration, displacement, labour mobility, workers’ engagement in sugarcane farm work and sugar mills, ethical recruitment and grievance redressal mechanism

  • Proven experience in monitoring and evaluation.

  • Solid understanding of management principles.

  • Proven experience of research/study on displacement, migration issues;

  • Experience in drafting regular status and progress report.

  • Experience working with Government counterparts, UN agencies and/or non-governmental organizations is considered an asset.

Skills
  • Strong quantitative business analysis skills, attention to detail, and high level of accuracy.

  • Strong communication and interpersonal skills.

  • Proficiency in Microsoft Office, especially Excel, for data analysis and reporting.

  • Ability to work independently and in a team-oriented environment.

  • Willingness to travel frequently for fieldwork.

  1. Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable.
  2. IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  3.
