Job Description
Responsibilities
In close coordination with the Regional PM&E Officer (RPMEO), CCMD regional programme coordinators and country Project Focal Points, support the development and regular updating of M&E frameworks, plans, tools, and data collection methods for CCMD activities implemented in MENA region, ensuring alignment with IOM’s Strategic Results Framework (SRF) and proper use of PRIMA.
Support the verification and analysis of monitoring data received from MENA Country Offices, and assist in preparing periodic updates, progress reports, and internal briefs.
Participate in the planning and implementation of project reviews, lessons learned and evaluations for the MENA components of CCMD, including contributing to reviewing ToRs, coordinating with evaluators, and facilitating data collection processes with Country Offices.
Provide inputs for drafting management responses to evaluation recommendations and assist in tracking follow-up actions at the regional and country levels.
Support the documentation of lessons learned, good practices and M&E findings from the MENA work package and contribute to ensuring that feedback and monitoring processes strengthen accountability to affected populations (AAP), where relevant.
Review monitoring plans and indicator performance at the MENA level, identify data quality gaps, and bring issues or delays to the attention of the RPMEO and regional CCMD Programme Coordinators.
Participate in field monitoring visits to MENA Country Offices, as assigned, to support quality control, verify reported progress, and identify areas where additional technical support may be required.
Support information flow on CCMD M&E between MENA Country Offices, the Regional Office, and the global project management team; contribute to discussions on project data, lessons learned, and emerging trends in appropriate fora.
Keep abreast of developments in IOM’s Evaluation and Monitoring and Results-based Management (RBM) functions to ensure compliance with IOM strategies and institutional monitoring and reporting requirements, including for the SRF, the IQ, PRIMA and other M&E frameworks and planning tools.
Contribute to ongoing knowledge management processes at the RO and COs in the Region, including sharing thematic related information between the COs and RO.
Perform such other duties as may be assigned.
Qualifications
EDUCATION
Bachelor’s ’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution with two years of relevant experience; or,
- Master’s degree in the above fields.
EXPERIENCE
Significant experience in monitoring, evaluation and reporting in the UN or international organizations;
Significant experience in application of IOM/UN rules, regulations and procedures;
Experience in designing and administering digital data collection tools (e.g., KoboToolbox, ODK, SurveyCTO);
Experience in supporting project development and logframe/indicator drafting;
Experience in data analysis and data quality verification;
Experience with data analysis and visualization tools (e.g., Microsoft Excel, SPSS, STATA, R, Power BI, Tableau);
Experience conducting field monitoring or assessments.
SKILLS
Strong reporting, writing and research skills, preferably related to M&E;
Excellent communication and analytical skills;
- Demonstrated knowledge of development of data collection tools, their administration and evaluation techniques and practices;
- Ability to design, test and manage data collection tools;
- Ability to clean, validate, and analyse datasets;
- Proficiency in data analysis and visualization software;
- Good understanding of RBM and M&E methodologies.
- Strong interpersonal and teamwork skills; and,
- Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
Languages
IOM’s official languages are English, French, and Spanish.
REQUIRED
For this position, fluency in English and Arabic is required (oral and written).
DESIRABLE
Working knowledge of French is an advantage.
