Job Description

Project Context and Scope

IOM has been operating in Sierra Leone since 2001. During its inaugural years, IOM Sierra Leone has supported the Government of Sierra Leone through the implementation of life-impacting projects including the demobilization and rehabilitation of ex-combatants as well as the registration and resettlement of refugees to third countries. IOM’s activities have since expanded reflecting emerging and changing needs related to mobility and migration management in the areas such as development of human capital and strengthening of institutional capacity; health and border management; emergency response including the Ebola outbreak and flood/mudslide disasters; diaspora engagement; counter trafficking; disaster risk reduction (DRR); Assisted Voluntary Return and Reintegration (AVRR).


IOM Sierra Leone is currently implementing a project on Migrant Protection, Return and Reintegration Programme for Sub-Saharan Africa (MPRR-SSA), funded by the European Union (EU). This project aims to facilitate migrants voluntary return in their countries of origin, to assist returned migrants with sustainable reintegration with emphasis on protection and MHPSS support through strengthened partnerships with the Government of Sierra Leone, civil society organizations and private sector.


Under the overall supervision of the Programme Coordinator and direct supervision of the Monitoring and Evaluation Officer, the Enumerator/reintegration support will support the MPRR -SSA Programme with quality data collection on migrants to inform project reporting, program development and partnerships on the different challenges and experiences that may have an impact on the sustainability of the reintegration process. In addition, the Enumerator/reintegration support will provide documentation and field related support to the reintegration team.

Responsibilities

Tasks to be performed under this contract
  1. Attend and participate in mandatory training and assessments.
  2. Conduct data collection based on need and workload.
  3. Uphold data collection standards, and accurate handling and management of data according to IOM data protection principles.
  4. Safely maintain and return all tools, equipment and/or assets provided by IOM for use during the survey (tablets, chargers, sim cards, vests).
  5. Complete all required forms and documentation i.e. enumerator time sheets, equipment forms etc. within the stipulated timeframes.
  6. Attend and participate in fieldwork progress meetings and debriefing sessions.
  7. Support in the preparation of individual reintegration plans
  8. Support the documentation of AVRR files for further processing
  9. Participate in handover of beneficiaries’ grants and collect relevant documentation.
  10. Conduct field visits, as and when necessary
  11. Perform any other duties as may be assigned

Qualifications

Education
  • Be enrolled in a university degree program and (preferably at final year) or holder of a university degree, within one year of graduation
Experience
  • Persons with proven experience in Kobo data collection for UN agencies, NGOs, public institutions and or private sector.
  • Persons with previous experience working with IOM is similar role is preferrable
Skills
  • Excellent communication skills
  • Excellent interpersonal skills.
  • Literacy in computer skills (Preferably Microsoft word, Excel)
Languages
  • Fluency in English is required (oral and written).
  • Knowledge of Krio or another local language is an added advantage.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
