The programme contributes directly to MoH National Action Plan 2015-2019, objective 1) increasing the health status of society and; 2) increasing the responsiveness and protection to society towards social and financial risks related to health and Outcome 2 of the UNDP country Programme for Indonesia (2016-2020), which are aligned with the Indonesian Government Health Sector's Objectives, commitment to Universal Health Coverage, SDG3 Ensure healthy lives and promote wellbeing for all at all ages (target 3.8 in particular) and other Sustainable Development Goals. Among the critical components of the partnership between UNDP and the Ministry of Health is towards supporting and strengthening the access for affordable health technology, leveraging UNDP international procurement capacity as well as streamlined the standardized processes through integrated information management system.
Based on the Grand Design of SILNAS (2023) and the mandate of the Director General of Public Health (HK.02.02/B/865/2022), as approved by the Global Fund, UNDP will facilitate the Ministry of Health to develop an Integrated National Health Laboratory Information System (SILNAS), under the C19RM grant funds. This system is a critical pillar in the digital transformation of Indonesia's health system, aiming to integrate and interconnect all health laboratories across the country with the National Health Information System (SIKN/Satu Sehat). The success of this critical national project hinges on robust technical architecture, advanced security protocols, and seamless integration of existing systems.
The M&E Associate will serve as a crucial member of the Project Management Unit (PMU), responsible for developing and implementing the M&E framework, tracking project milestones against the detailed timeline, and ensuring accurate reporting to both MOH and Global Fund stakeholders. This position will work closely with technical teams to monitor system development, implementation progress, and user adoption.
Duties and Responsibilities
The direct supervision for this position is the IT Analyst for SILNAS. S/he will work closely with SILNAS project team based in the MOH and should build and maintain regular coordination/partnership with MOH Takel-PKP Labkesmas team, TTDK, and Pusdatin for monitoring activities on SILNAS project. S/he will also liaise with FMTA project team, and other projects in HEART related to core & C19RM grants; to provide Technical Assistance and advice regarding the implementation of SILNAS and regular M&E reporting to both UNDP and the government office. S/he will also have responsibility to have good communication with operations units, and programme staff in the country office - to ensure adequate exchange of information.
Under the supervision of the FMTA Technical Analyst, and the guidance of the National Health IT Expert, and the M&E Associate will be responsible for:
M&E Framework Development and Implementation:
- Develop and maintain the comprehensive M&E framework for SILNAS implementation, aligned with project objectives and Global Fund requirements
- Create data collection tools and methodologies, including questionnaires for laboratory assessments, user satisfaction surveys, and system performance metrics
- Establish key performance indicators (KPls) covering system development milestones, user training outcomes, and laboratory adoption rates
Progress Monitoring and Reporting:
- Monitor project progress against the detailed implementation timeline (Combined Timeline sheet), tracking delivery of 11 core modules, 3 supporting modules, and 5 integration modules
- Prepare regular M&E reports for MOH-GF funding and UNDP Quarterly Progress Reports (QPRs)
- Conduct periodic field monitoring visits to pilot laboratories to verify implementation progress and identify challenges
- Monitor the cascade training program effectiveness and user competency development across 10 regional laboratories
Data Analysis and Evaluation:
- Analyze M&E data to assess project performance, identify bottlenecks, and recommend corrective actions
- Conduct baseline assessments and periodic evaluations to measure system impact on laboratory efficiency and data quality
- Support the analysis of UAT (User Acceptance Testing) results and system performance metrics
- Prepare data for the surveillance module {US) integration evaluation with SATUSEHAT

Support capacity building and facilitate knowledge building and sharing on monitoring, evaluation and results-based management in CO.
- Organize learning, training, and capacity building activities on monitoring and evaluation, RBM, data collection and survey methods, gender mainstreaming project personnel.
- Support the identification, synthesis, documentation, and dissemination of key lessons learned and good practices derived from monitoring and evaluation activities on what works, what does not work, revised theories of change to identify innovative ideas for their scaling or replication.
- Provide sound contributions to local and global knowledge networks, communities of practice, and other knowledge management mechanisms.
- Contribute to the implementation of Evaluation Knowledge Management and Learning Strategy.

Required Skills and Experience
Education:
- Secondary education is required.
- A university degree (bachelor´s degree) in Public Health, Statistics, Information Management, Social Sciences, or related field will be given due consideration but is not a requirement.
Experience:
- Minimum 7 years (with Secondary Education) or 4 years (with Bachelor´s degree) of relevant experience in health information systems or public health projects.
Required skills and competencies:
- Advance knowledge of spreadsheet/excel and database packages, Microsoft words, power point, outlook, etc.
- Proven experience in developing M&E frameworks, data collection tools, and reporting systems.
- Experience in conducting field monitoring and evaluation activities.
Desired additional skills and competencies:
- Experience with health management information systems (HMIS) or laboratory information systems.
- Familiarity with Global Fund M&E requirements and reporting mechanisms.
- Strong analytical skills and proficiency in data analysis software (Excel, SPSS, STATA, or similar).
- Experience in questionnaire development and survey methodology
- Experience in designing and managing databases for M&E purposes
- Solid experience in data management and reporting with attention to detail and accuracy.
Required Languages:
- Fluency in Bahasa Indonesia and English is required.
