Job Description

Project Context and Scope

Central Asia is recognized for its substantial labour migration within the region due to its local employment opportunities and historically low wages. This mobility is critical to its economy as it provides employment opportunities, decreasing pressure on local labour markets that are not able to absorb new entrants and contributes to poverty reduction through remittances. However, mobility in the region is characterized by high levels of informality, with workers frequently finding employment through social networks rather than through formal channels, with negative consequences for migrants. While remittances from labour migration have contributed significantly to poverty reduction in Central Asia, low levels of financial inclusion and limited financial literacy limit the potential value of remittances to promote sustainable development and livelihood planning for migrants and their families.   

The Mobility Tracking Matrix (MTM) is implemented to track migration trends in Tajikistan. The MTM in Tajikistan is implemented within the framework of “Regional Evidence for Migration Analysis and Policy (REMAP)” project, funded by the European Union and “Labour Migration Programme – Central Asia” project, funded by the Swiss Agency for Development and Cooperation (SDC). The overall objective of the REMAP project is to increase the effectiveness of humanitarian and development efforts on migration and displacement in Afghanistan, Bangladesh, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan. The regional project Phase I “Labour Migration Programme – Central Asia”, funded by SDC aims to contribute to enhancing labour migration governance to better respond to employer and labour market needs while ensuring protection of migrant workers and enhancing development impacts in both countries of origin and destination.

MTM is adapted to the context in Tajikistan based on IOM’s Global Displacement Tracking Matrix (DTM) methodology. MTM is a system that tracks and monitors displacement and population mobility. It is designed to regularly and systematically capture, process and disseminate information to provide a better understanding of the movements and evolving needs of various mobile populations, whether on site or en route. Quantitative data is collected on a regular basis every quarter throughout the country. 

Collection of critical multi-layered information on the mobility, socioeconomic situation of migrants will improve understanding of the migration dynamics, drivers, modalities and vulnerabilities of migrants in Tajikistan. Collected baseline and field survey information will be utilized to inform government counterparts and stakeholders.

Responsibilities

Tasks to be performed under this contract

1. Conduct Focus Group Discussions (FGDs) 

  1. Conduct focus group discussions with active community leaders, religious leaders, diaspora representatives, hospital and school directors, and returned migrant groups.

  2. Ensure the data for accuracy, completeness and conduct direct observation.

  3. Conduct follow-up interviews as necessary to obtain missing or incomplete data. 

  4. Develop at least two success stories on migrant’s best practices and submit with the narrative report at the end of data collection. 
  5. Submit good-quality photos from the process of Focus Group Discussions (FGDs).

2. Ensure compliance with IOM guidelines and code of conduct during data collection 

  1. Focus Group Discussions (FGDs) shall be conducted in the interviewers’ native language to the extent possible, directly at target or remote locations as determined by the accessibility, safety and security situation for each particular location. 

  2. Focus Group Discussions (FGDs) are expected to ensure confidentiality and security of data compliance with IOM principles and guidelines.

  3. Participate in enumerators training before each data collection to ensure the understanding of methodology and questionnaire and get familiarized with the IOM principles and guidelines 

  4. Respect the privacy and rights of the individuals being surveyed, ensuring informed consent.

3. Other tasks

  1. Develop and submit fieldwork plans and transportation costs with identification of locations before each round of data collection. 

  2. Coordinate with field supervisors and team leaders to plan the daily schedule and target areas for data collection.

  3. Ensure all necessary equipment (tablets, phones, paper forms, etc.) and resources are prepared before the field visit.

  4. Establish good relationships with community focal points (CFPs), ensuring respectful and professional interaction.

  5. Ensure the accuracy and completeness of the collected data.

  6. Validate information by cross-checking with multiple sources when required.

  7. Keep detailed records of daily activities and completed interviews.

  8. Assist in documenting challenges or issues encountered in the field.

  9. Submit completed survey forms into KOBO and ensure that data is correctly uploaded or delivered to the data management team.

 
Performance indicators for the evaluation of results
  • Quality and timely completion of deliverables.
  • Daily reports to the MTM team on the number of collected data and uploaded into KOBO system.
  • Final narrative and transportation reports approved by IOM.
  • Compliance with IOM Data Protection Principles. 

Qualifications

Education
  • Minimum high school or diploma – completed university degree is an advantage;

  • Other formal education relevant for the assignment.

Experience
  • At least 2 years of experience in conducting community and household assessments and survey; 

  • Knowledge and understanding of the migration issues;

  • Experience in working with international organizations and UN agencies is an advantage.

  • Experience in working with local government is advantage.

Skills
  • Good knowledge of the migration & development concept;

  • Familiarity with IOM’s mandate;

  • Good interpersonal skills, solid judgment/decision making, initiative and creativity;

  • Cultural and gender sensitivity

Languages
  • Good command of oral and written in Tajik, Russian; and Uzbek is an advantage.

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
