The Position:

The consultant will work under the overall guidance and supervision of the Deputy Representative.

 

The consultancy will be conducted from 19 January 2026  - 29 May 2026

  • Office working hours

          08:00 am – 5:00pm (Monday – Thursday)

          07:30am – 13:30pm (Friday)

Job Purpose:

The overall objective of the consultancy for the Sexual and Reproductive Health (SRH) is to support the implementation of  initiatives in the integrated sexual and reproductive health team; including those related to maternal health and family planning, while integrating human rights and disability inclusion into the work of UNFPA Tanzania Country Office (TCO).

 

The  SRH Consultant collaborates with team members across all Units in the Tanzania CO (integrated SRHR Unit; Gender Equality and Human Rights, and Population and development),  to support initiatives  geared towards achieving universal access to sexual and reproductive health, including by promoting policy and programmatic commitments, and domestic financing for long-term sustainability of SRHR.

You would be responsible for:

 

  • Participate in strategic meetings in Dar Es Salaam as needed, to advocate for the development and implementation of policies, plans, programmes and strategies for the realization of SRHR in line with Tanzania’s national, regional, and global commitments;
  • Analysing SRH-related policy papers, strategy documents, and national development plans, preparing briefs and inputs for policy advocacy dialogues.
  • Assessing implications of new policy and strategy developments on SRH, including the maternal health programme, and ensuring their integration
  • Establish collaborative relationships with implementing partners, experts, government counterparts, and other UN agencies to facilitate the timely and efficient delivery of the projects
  • Organize, participate, and support coordination of relevant international, national, and subnational fora, including technical working groups, steering committees, etc, enhancing UNFPA mandate on SRH, Family planning, Midwifery, and Maternal and Newborn health in general 
  • Provide technical inputs and feedback on SRH documents and products, including SRH financing brief, Investment Case for Family Planning, National report for FP2030,  thematic fact sheets, and others;
  • Provide leadership, technical inputs, and feedback on maternal health documents and interventions under the Midwifery Programme; Maternal Health Trust Fund; 10 Million Safer Births project, SMIT project, Gates Foundation project, SSC-China, and others. 
  • Draft briefing notes, talking points, statements, and other requested documents to advance the SRH agenda
  • Support the development and implementation of  the Country office’s advocacy  strategy and impact pathway to advance the MNH  agenda
  • Contribute to the development of resource mobilization proposals, ensuring alignment with donor priorities, national needs, and UNFPA’s strategic plan.
  • Prepare high‑quality documentation, including donor profiles, conference papers, speeches, talking points, briefing notes, and statements to advance the SRHR agenda.
  • Promote and support the integration of digital health solutions, innovation, and technology‑enabled approaches to improve SRHR service delivery and data systems.
  • Identify and scale innovative practices that enhance access, quality, and equity in SRHR services.
  • Support integration of SRHR into emergency preparedness, response, and climate resilience planning.
  • Implement knowledge management strategies to capture lessons learned, best practices, and innovations in SRHR, ensuring systematic documentation and dissemination within the Country Office and with partners.
  • Provide technical support to the SRH team in the development implementation, monitoring and reporting  of the 2026 workplans, including inputs on high impact maternal health and family planning interventions to be supported by the TCO;
  • Share information and knowledge on cross cutting dimensions related to SRHR within the TCO team, and with key partners including civil society, government and donors to ensure full integration of issues into capacity development processes and health sector institutional reforms through a rights based approach;
  • Develop a thought piece to advance the transformative results on ending unmet need for family planning/ending preventable maternal deaths;
  • Organize and provide  technical inputs to facilitate  planned global and regional technical missions aimed at strengthening health systems including supply chain management;
  • Perform any other tasks as required by the supervisor.

    The Consultant is expected to deliver the following: 

  • Four month workplan with timelines for delivering the various results outlined in the TOR;
  • Monthly report detailing the deliverables achieved by the SRH consultant;
  • Thought piece developed to advance transformative results on ending unmet need for family planning or /ending preventable maternal deaths;
  • Evidence of substantive inputs provided  in the development of at least two SRH resource mobilization proposals;
  • Feedback provided from a quality assurance review of the implementing partner progress reports submitted to TCO;
  • Evidence of technical guidance to enhance implementation of the interventions in the  Integrated SRH portfolio, including the maternal health and family planning portfolios;.
  • Reviewed and quality‑assured SRHR documents at TCO, including: SRH financing brief, Investment Case for FP, FP2030 national report inputs, and Thematic fact sheet
  • Concept note or technical brief on digital health or innovation opportunities for SRHR.
  • Evidence of  reviewed  and quality‑assured IP workplans, budgets, and progress reports for Q1 2026.
  • Evidence of inputs towards the development of the MNH Strategic impact pathway

     

Monthly reports detailing the deliverables achieved by the SRH consultant;

 to be submitted as follows:

  • 30 January 2026
  • 25 February 2026
  • 25 March 2026
  • 24 April 2026
  • 25 May 2026

The consultant will provide weekly updates to the Deputy Representative on progress/challenges in the delivery of various tasks covering the MH/FP portfolio. 

The consultant is required to support monthly reports outlining the deliverables achieved in the respective month in line with the responsibilities in the TOR.

At the end of the contract the consultant will be assessed

 

No  substantive travel outside of Dar Es Salaam is anticipated. However, should the exigencies of duty require travel outside of Dar Es Salaam, this will be assessed on a case-by-case basis.

 

Qualifications and Experience: 



The national consultant should possess the following qualifications and experience:

 

  • At least five years of professional experience, preferably programme management in reproductive health / maternal health and implementing health programmes in the context of health sector SWAPs.
  • Demonstrable technical expertise in SRHR;
  • Demonstrated results orientation, with proven experience in using results-based management tools
  • Familiarity in communicating in a clear and articulated manner, technical and/or complex issues to different types of audiences. 
  • Demonstrated ability to write robust proposals and mobilization of resources.
  • Demonstrated experience in networking, coordination and liaison with government counterparts, NGOs, UN agencies, private sector, development partners and CBOs.
  • Possess excellent interpersonal, negotiating, intercultural communication skills, and political acumen.
  • Experience using Microsoft Office software packages, Cloud applications and web-based ERP management systems;
  • Strong analytical orientation and sound judgment, initiative, culturally sensitive and, resourceful
  • Dedication to the United Nations principles and demonstrated ability to work harmoniously in team and with persons of different nationalities

Education:  

  • Advanced degree in public health, social/health policy and planning, health systems, or other related social sciences including development studies and related disciplines;



 

Languages: 

  • Fluent in written and spoken English and Kiswahili.
