Position Summary

The Policy and Communications Consultant will support the coalition’s policy and communications work, with a focus on developing policy messages and resources, identifying and supporting policy engagement and influencing, developing written content, and positioning our issues and work with external audiences. This role requires a strategic thinker with strong policy and writing skills, and a good understanding of global health, UHC and digital health. This is a part-time consultancy (50%) and the initial contract will be for six months with the possibility of extension.

 

Key Responsibilities

The Consultant will work closely with Transform Health’s Policy and Communications functions. 

A. Policy engagement (25%)

    • Write statements, talking points, briefs and other policy related documents to position our issues and support engagement around key meetings, processes and other influencing opportunities.
    • Contribute to and lead the development of policy positions, messaging and asks to position Transform Health’s issues.
    • Develop influencing tools and other materials necessary to support the coalition and its partners (particularly our national coalitions) to engage key audiences and influence national, regional and global agendas.
    • Identify influencing opportunities to advance our policy work and support with engagement to help position Transform Health and the coalition’s policy priorities. 
    • Support thought leadership for the coalition, particularly on health data governance, AI for health, digital health investment, and harnessing digital health for UHC. 
    • Support the Roadmap to 2030 implementation, including around key product launches and moments such as World Health Day, Digital Health Week etc. 

B. Content development (20%) 

    • Draft blogs, articles and thought leadership pieces.
    • Plan and write bi-monthly newsletter content. 
    • Draft video scripts, post-event reflections and spotlight pieces.
    • Support content development for the annual report. 
    • Develop stories, narratives and other compelling content to showcase progress across our work, including our national impact, campaigns, policy advances and youth engagement.
    • Ensure and manage regular website content updates, including blogs, event listings, resources and multimedia. 

C. Media engagement and public relations (5%)

    • Maintain an active media and outlet list and develop/manage journalist relationships.
    • Lead proactive pitching to secure coverage in key outlets (e.g. to support policy agendas and around events and campaign peaks).
    • Draft and distribute press releases, media advisories and op-eds.
    • Develop press kits for campaigns and events.
    • Coordinate joint media efforts with partner organisations and national coalitions.

 

Profile and experience 

    • Experience in a policy and/or advocacy role, including in developing and delivering influencing strategies and activities.
    • Excellent written and verbal communication skills with demonstrable experience writing statements, blogs, briefs and reports.
    • Experience developing policy positions and conveying policy messages effectively to a range of audiences in a clear, accessible and compelling way.
    • Experience producing compelling content to communicate an organisation’s mission, vision, and impact. 
    • Experience analysing policy and policy developments, making relevant recommendations, and designing and implementing policy and influencing actions in response.
    • Good understanding of the policy landscape and discussions (both at global and national levels) around the digital transformation of health systems, health data governance, and UHC. 
    • Proven track record of building relationships and influencing external stakeholders and agendas.
    • Experience working in a coalition and/or partnering with organisations and stakeholders to deliver joint objectives and plans.
    • Highly organised with the ability to plan effectively, balance competing priorities, meet challenging deadlines and be flexible to change.
    • Experience leveraging social media and other communications tactics to support advocacy. 
    • Fluency in English and proficiency in one or more other languages (e.g. French, Spanish, Swahili) preferred.

Contract Terms

Location: Remote 

Reports to: Deputy Director and Policy Lead

Capacity: Part time (50%)

Contract: Six-month consultancy with possibility to extend

Remuneration: Based on experience (please submit your proposed daily rate with your application). The range for this consultancy is between USD350-500/day depending on relevant experience.
