Details of work required: Transform Health is recruiting a consultant to lead in testing the national application of a digital health investment taxonomy in four countries. This will involve taking forward a testing approach already developed by Transform Health across different countries. 

Expected duration: This work should be carried out between March 2026 and April 2026.

Background

Transform Health is a global coalition of more than 215 organisations dedicated to achieving universal health coverage (UHC) by 2030 by harnessing digital technology and the use of data. We bring partners and networks together, leveraging our shared experience and expertise, to shape policy agendas, influence decision makers, develop tools, provide technical support to governments and others, and conduct research and analysis to deliver health for all in the digital age. 

One of our coalition objectives is to ensure more and better coordinated, aligned and prioritised funding for the digital health transformation. Digital health is increasingly recognised as an important enabler and accelerator of UHC. However, insufficient, uncoordinated and poorly aligned and prioritised investment is undermining that enabling potential. One of the challenges is an obscure funding landscape, in part due to a lack of routine or standardised definitions or tracking of digital health investment. 

It is against this backdrop that Transform Health, UNICEF, OECD, the World Bank and Global Fund are working together to develop a digital health investment taxonomy, which aims to establish standardised definitions of investment, to support better transparency, tracking, coordination and alignment of investment. 

Scope of work

A draft digital health investment taxonomy has been developed based on an extensive landscape scoping review and expert and stakeholder guidance and feedback. The next phase of this work is to test the applicability of the  taxonomy at national level by looking at its practical application and use in national budgeting and the costing of national digital health strategies/roadmaps/blueprints. The outcome of this exercise will provide concrete feedback to further shape and refine the taxonomy, to ensure its relevance and practical usability at national level.

The consultant will work closely with Transform Health’s Policy Lead and CEO in carrying out this work. Specific tasks will include (but are not limited to): 

  • Review and ensure a thorough understanding of the purpose, content and expected use of the draft digital health investment taxonomy. 
  • Review the proposed testing approach/guide already developed by Transform Health and suggest any refinements (if needed) to finalise it.
  • Support in finalising, together with Transform Health, the list of four countries where the testing will be carried out, ensuring countries represent a mix of digital health maturity, centralised vs devolved health system/budget, and geographies. A proposed list of countries will already be identified by Transform Health and partners based on existing entry points and country demand, however, this may be refined based on the consultant’s expertise, guidance and national experience/entry points.
  • Engage key government and other national stakeholders crucial to supporting the testing process, as well as to interview to seek feedback on the taxonomy.
  • Test the practical application and use of the digital health investment taxonomy in four countries based on the finalised testing approach. 
  • Carry out interviews with key government and other national stakeholders to get further feedback on the taxonomy (its content, structure and use), to complement the practical testing exercise.
  • Write up a final report documenting the approach/process, outcomes, learnings, and recommendations based on the a) national testing and the b) use case testing, to inform the finalisation of the taxonomy and its user guide.
  • Write brief case studies (e.g. 1-2 pages each) for each country based on the national testing, which could be incorporated as a practical example in the taxonomy user guide and published separately.

While this work will be largely carried out remotely, travel to some of the testing countries may be required. In this case travel expenses will be covered by Transform Health in accordance with our travel policy.

The report should include national recommendations based on the exercise, as well as recommendations for the Taxonomy.
  • Brief case studies (e.g. 1-2 pages each) based on the national testing, which can be incorporated as practical examples in the taxonomy user guide and published separately.
8 May 2026
  • Final report incorporating feedback from Transform Health. 
  • Summary slides on the testing process and outcomes (based on the report), which can be presented to the Taxonomy Steering Committee. 

Profile and experience

a. Proven expertise in digital health funding

  • Demonstrated understanding of the digital health ecosystem, particularly the policy and funding landscape.
  • In-depth understanding of government digital health funding, e.g.  national budgeting for digital health, development and costing of digital health strategies/frameworks/blueprints. 
  • Familiarity with key digital health frameworks and classifications.
  • Knowledge of the cross-cutting funding areas relevant to digital health (e.g. digital transformation, digital public infrastructure).

b. Experience with national health financing, budgets and investment tracking 

  • Understanding of funding tracking and reporting tools, frameworks and methodologies (e.g. National Health Accounts).
  • Strong experience with national (and sub-national) budget structures and processes, including budget review and analysis.
  • Understanding of national health financing systems and processes.
  • Knowledge of other health taxonomy approaches and their practical application and use.

c. Strong analytical, research and written communication skill

  • Experience synthesising diverse technical and policy documents.
  • Ability to translate complex information into clear, actionable recommendations.
  • Clarity in presenting research findings and policy recommendations to diverse audiences.

d. Collaborative and self-directed work style

  • Experience working in multi-disciplinary, remote, and cross-organisational teams
  • Ability to work independently, while ensuring a collaborative approach and being responsive to feedback
  • Highly organised with the ability to plan and manage time effectively, balance competing priorities, deliver high-quality outputs within deadlines, and be flexible to change.
