INTRODUCTION TO GGGI

 In Sri Lanka, GGGI is partnering with the Climate Change Secretariat (CCS) of the Ministry of Environment (MoE) to implement the GCF Readiness project “Mobilizing International and Domestic Climate Finance and Private Investments for Climate Resilience in Sri Lanka”. This project enhances institutional capacities at the national and provincial levels, strengthens frameworks for climate finance mobilization, and enables private sector  
engagement in climate-resilient investments. 
 
This work builds directly on the achievements of the earlier GCF-funded National Adaptation Plan Readiness Support (GCF-NAPRS) Project, which supported the preparation of Sri Lanka’s revised National Adaptation Plan (2026–2035) and nine Provincial Adaptation Plans (PAPs). The NAPRS project also helped establish Provincial Climate Institutions (Provincial Climate Committees (PCCs)  and Provincial Climate Units (PCUs)), conducted provincial capacity needs assessments, delivered targeted trainings, and developed provincial climate exposure and hotspot maps as evidence for adaptation planning. 
 
While these steps laid a strong foundation, significant barriers remain to translating adaptation priorities into implementable, finance-ready projects. Many provincial stakeholders continue to face challenges in developing bankable proposals, accessing international climate finance, and systematically integrating gender equality and social inclusion (GESI) into planning. Financial institutions and private sector actors remain underutilized in supporting adaptation initiatives, and provincial statutes and policies do not consistently mandate climate resilience in development planning. 
 
The Local Adaptation Expert Consultant will play a key role in addressing these gaps by strengthening the capacity of Provincial Climate Units (PCUs), Sectoral Climate Cells (SCCs), Provincial Climate Committees (PCCs) and a selected Local Authority of a Province to mainstream localized adaptation solutions into climate finance roadmaps. The consultant will facilitate training, develop technical tools, and support matchmaking with development partners and the private sector to mobilize adaptation finance. 
 
Working in close collaboration with the Climate Policy Expert,Legal Consultant and Adaptation Expert will ensure that adaptation priorities identified in the NAP and PAPs, and reinforced through policy and legal reforms under the project, are translated into localized, finance-ready projects and practical resilience measures across Sri Lanka’s provinces. 

This consultancy will be implemented in close coordination with other thematic consultants to ensure cross-sectoral alignment and integration. 

 

OBJECTIVES OF THE ASSIGNMENT  

The Local Adaptation Expert Consultant will: 

1. Provide technical input to design and develop an online training module on identifying and mainstreaming localized adaptation solutions for provincial stakeholders including PCUs and SCCs. 

2. Deliver in-person workshops for Provincial Climate Units (PCUs) and Sectoral Climate Cells (SCCs) and a selected Local Authority (municipal or urban council) on adaptation planning, proposal writing, and integrating adaptation measures into climate finance roadmaps.  

3. Work in collaboration with the IT Expert Consultant to ensure adaptation training content is effectively digitized and integrated into the online capacity-building platform. 

4. Facilitate consultations and bilateral meetings with PCUs and SCCs to finalize nine provincial climate finance roadmaps, ensuring they prioritize adaptation needs and reflect local vulnerabilities. 

5. Deliver follow-up training sessions to strengthen the capacity of PCUs and SCCs in preparing adaptation-focused project proposals and engaging with climate finance partners. 

6. Organize matchmaking sessions to connect PCCs, PCUs, and SCCs with development partners and private sector actors, mobilizing funding for PAP, NAP, and NDC adaptation priorities. 

7. Collaborate with the NDA to co-organize a high-level forum showcasing adaptation best practices, emphasizing private sector roles in building resilience. 

8. Provide specialized training on adaptation-focused Monitoring and Evaluation (M&E) frameworks, equipping stakeholders to track the effectiveness of adaptation actions and finance mobilization. 

9. Support the development or adoption of a provincial climate change capacity-building roadmap, building on existing initiatives or introducing new approaches as necessary, to strengthen institutional readiness for adaptation planning and climate finance mobilization. 

10. Provide technical adaptation input to the Legal Consultant’s review of provincial statutes, ensuring that sector-specific adaptation priorities are reflected in legal and policy reform processes. 

These objectives are designed to complement the policy and legal reforms being carried out under the project, ensuring that adaptation priorities are not only supported by frameworks and statutes but are also translated into localized, finance-ready projects.

EXPERTISE REQUIRED 

Education & Professional Experience 
 

  • Advanced degree in environmental science, climate change, adaptation planning, or a related field. 
  • Minimum 5–8 years of professional experience in climate change adaptation planning, implementation, and project development. 
  • Proven experience working with provincial/national governments, local communities, and diverse stakeholders in the context of adaptation in Sri Lanka. 
  • Demonstrated expertise in social mobilization, participatory planning, and facilitation of multi-stakeholder processes. 
  • Proficiency in adaptation and resilience planning tools, including vulnerability assessments, proposal development, and monitoring and evaluation frameworks. 
  • Experience collaborating with legal and policy experts to align adaptation priorities with governance and statutory reforms will be considered an advantage. 

Functional 

  • Strong facilitation, training, and communication skills, with the ability to simplify complex adaptation concepts for diverse audiences. 
  • Practical experience using Participatory Rural Appraisal (PRA) tools to engage local stakeholders and validate adaptation priorities. 
  • Capacity to manage complex stakeholder processes across multiple provinces. 
  • Ability to build partnerships with government, private sector, and civil society actors to mobilize resources for adaptation. 
  • Proactive, punctual, and able to deliver under pressure and tight timelines.
