Organizational Setting

The position is located at the FAO Representation in Georgia, based in Tbilisi. The main aim of the FAO country offices, which are headed by the FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The position will be integrated within the Monitoring, Evaluation, Accountability and Learning (MEAL) team of the European Neighbourhood Programme for Agriculture and Rural Development (ENPARD) IV.

Reporting Lines

The National MEAL Specialist will work under the overall supervision of the FAO Representative in Georgia, the ENPARD-IV Programme Manager, and the direct supervision of the International MEAL Specialist.


Technical Focus

The MEAL Specialist will support in the implementation of the MEAL framework by conducting output and outcome assessment, establishing and managing an online database base in ZOHO, developing dashboards, preparing reports for donor, MEPA and the FAO Corporate reporting system.


Tasks and responsibilities

• Assist the International MEAL Specialist in undertaking all MEAL activities
• Develop and manage database in ZOHO including creating data collection forms, reports and dashboard
• Support in planning and conducting monitoring missions, including beneficiary verification and post distribution monitoring (telephonic and in-person) and prepare monitoring reports to ensure timely, equitable and transparent delivery of assistance/services to beneficiaries
• Develop MEAL tools for data collection and analysis
• Assist in conducting training for enumerators/project staff in data collection, validation, processing, analysis, interpretation and presentation/dissemination
• Support in data verification, data quality assessment, analysis and management
• Ensure an update on regular monitoring data (beneficiary data) in ZOHO platform
• Assist in preparing quarterly, six monthly and annual reports
• Support in planning and conducting outcome assessments
• Any other tasks assigned by the supervisor.

Minimum Requirements

• Bachelor’s degree in agricultural science, agricultural economics, food science, statistics or related subjects
• 1 year of relevant experience in monitoring, evaluation, accountability and learning
• Working knowledge of English and Georgian
• National of Georgia

Technical/Functional Skills

• Working knowledge of online monitoring systems (ZOHO, KOBO, ODK), and statistical analysis software
• Computer literacy with demonstrated use of presentation software (Word, Excel, PowerPoint, Access) is essential
• Solid understanding of the Georgia Law on Personal Data Protection
• Computer literacy with demonstrated use of word processing, database, and presentation software (Word, Excel, PowerPoint etc.) is essential
• Experience with database development and management in ZOHO, MS Access, KOBO, ODK, etc
• Knowledge of United Nations and International Organizations’ administrative policies and procedures
• Excellent drafting skills and analytical mind
• Demonstrated ability to conduct social surveys
• Demonstrated fluency in written and spoken English
• Excellent interpersonal skills and to work in a team-oriented multi-cultural environment
• Willingness to travel
• Good knowledge of communication and documentation standards
