Project Context and Scope

The evaluation of the With Youth Phase II project aims to provide actionable insights into its successes and challenges, enabling IOM Algeria to strengthen current related initiatives and design more impactful future projects.
 

Organizational Department / Unit to which the Consultant is contributing

Under the Project Support Unit (M&E), and in coordination with other relevant units—including Protection, which oversees the With Youth II (PX0491)
 

Responsibilities

Tasks to be performed under this contract

        1st instalment payment  

  1. Inception report (draft) submission – Submission of a detailed inception report outlining the evaluation scope, methodology, data collection approach, and work plan. 1st Instalment payment deliverable by email – After one month (50%)

     

  2. Data collection implementation – Execution of data collection activities using agreed tools and methods to inform the evaluation process. 

     

  3. Draft evaluation report delivery – Delivery of a preliminary report presenting initial findings and recommendations. 

     

  4. Reflection session facilitation – Facilitation of a session with IOM Algeria to validate findings and gather feedback. 

     

             5. Final evaluation report completion (draft) – Completion of the final report incorporating draft                           review and reflection session validated conclusions.

 

 6. Evaluation brief production – Production of a 2-page concise summary highlighting key insights 

       and recommendations.  

 

 

 7. Management response template provision – Provision of a partially filled template to guide 

    follow-up actions. 2nd Instalment payment deliverable by email - 15 days after the first     installment (50%)

 

Performance indicators for the evaluation of results
 
  • Reports include concrete, actionable recommendations that are clearly linked to the evaluation findings and tailored to the operational context, enabling decision-makers to implement improvements effectively.

  • Relevant units in the mission and other key stakeholders are effectively engaged throughout the evaluation process, including during the design, data collection, validation, and feedback stages, ensuring ownership, relevance, and utility of the results.

 

Qualifications

Education
  • Advanced university degree in a relevant field such as Social Sciences, Development Studies, Public Policy, Migration Studies, or M&E.

Experience

  • Proven experience in conducting evaluations, particularly in the context of migration-related projects and programs. 

  • Familiarity with the MENA region and its migration dynamics is highly desirable. 

  • Ability to draft high-quality reports with actionable recommendations. 

  • Familiarity with OECD/DAC evaluation criteria and IOM’s Results-Based Management (RBM) framework. 

  • Knowledge of cross-cutting themes such as protection, gender, and accountability to affected populations (AAP).

  • Excellent analytical and communication skills. 

  • Strong organizational and time management abilities. 

  • Cultural sensitivity and ability to work in diverse teams. 

  • Ability to engage stakeholders effectively throughout the evaluation process.

Travel required

 

The consultant will be required to travel to IOM Algeria’s office and conduct field visits to migrant centres, as well as hold interviews with key stakeholders based in Algiers. Movements to migrant centres will be coordinated in line with IOM’s duty of care and security protocols.
