Purpose of Consultancy:

The UNFPA Strategic Plan for 2026-2029 articulates the organization’s response to a complex global environment, providing a roadmap for resilience and renewal. It is designed to accelerate the implementation of the Programme of Action of the International Conference on Population and Development (ICPD) and the achievement of the Sustainable Development Goals by 2030. This mandate is pursued through a focus on four interconnected outcomes: ending the unmet need for family planning; ending preventable maternal deaths; ending gender-based violence and harmful practices; and adapting to demographic change through evidence and rights-based policies. 

Under its fourth Country Programme (2018–2025), UNFPA Myanmar is committed to advancing gender equality, empowering women and girls, and improving access to integrated sexual and reproductive health (SRH) services. A core pillar of this mandate is the prevention of and response to gender-based violence (GBV) and the promotion of mental health and psychosocial support (MHPSS) to ensure the dignity and resilience of crisis-affected populations. 

Within this framework, UNFPA serves as the Provider of Last Resort (PoLR), ensuring a predictable, effective, and survivor-centered response to GBV in humanitarian settings. UNFPA upholds the quality of GBV programming by ensuring adherence to the Inter-Agency Minimum Standards for GBV in Emergencies through a diverse network of local and international implementing partners across Myanmar. To sustain technical excellence and strengthen program delivery, UNFPA Myanmar is seeking a GBV Programme Officer (Individual Consultant). The Consultant will provide critical technical and programmatic support to enhance the impact of GBV interventions. 

UNFPA is looking for a candidate who is driven to transform, inspire, and deliver high-impact, sustained results. The ideal candidate will demonstrate transparency, exceptional resource management, and a commitment to excellence. Specifically, the GBV Programme Officer will ensure the quality implementation and rigorous monitoring of GBV interventions, working in close collaboration with the MHPSS Programme Analysts and GBV Programme Analysts based in UNFPA field offices.

 

You would be responsible for: 

Under the overall guidance and direct supervision of the Coordination Specialist, GBV & MHPSS, and close collaboration with Programme Manager WGF, the GBV Programme Officer will undertake the following tasks:

Technical Assistance to the UNFPA’s GBV interventions:

  • Ensure strict adherence to GBV guiding principles across all UNFPA-supported GBV programme interventions throughout Myanmar.
  • Collaborate closely with GBV Programme Analysts in field offices to provide technical support to Implementing Partners (IPs) and sub-grantees, ensuring the delivery of high-quality GBV case management services. 
  • Ensure that all UNFPA-supported service delivery points adhere to the IASC GBV Case Management Guidelines and maintain all required documentation. 
  • Ensure that the technical staff of implementing partners conduct regular group and individual supervision, as well as case reviews, in accordance with a structured action plan. 
  • Provide technical assistance to IPs and sub-grantees to ensure the practical and effective integration of GBV, Sexual and Reproductive Health (SRH), and Mental Health and Psychosocial Support (MHPSS) services. 
  • Coordinate closely with field office teams to ensure a strategically integrated approach to all programmes.
  • Collaborate closely with IP focal points and the GBV Programme Analyst to monitor the rollout and progress of Women Support Groups and PSEA Champion Groups attached to each WGCs. 
  • Work closely with the UNFPA SRH team and the MHPSS analysts to ensure the effective implementation and GBV integration of PSS corners within static health facilities and Midwifery Corners within WGCs.

Capacity Development:

  • Conduct and/or oversee the facilitation of GBV-related capacity-building initiatives for implementing partners, ensuring alignment with inter-agency guidelines.
  • Provide technical oversight for GBV case management and psychosocial support services in WGCs, WGSSs, Safe Houses, and PSS corners within health facilities.
  • Ensure regular planning and debriefing sessions with GBV Programme Analysts to facilitate staff care and foster innovative, quality programming.
  • Conduct and/or guide assessments of current GBV interventions in collaboration with UNFPA IP focal points to ensure quality and appropriate survivor-centred programming.
  • Work with implementing partners to identify training needs for relevant IP staff members. Plan to meet these needs by engaging IP technical focal points through training, workshops, mentorship, and on-the-job training. 
  • Maintain training logs to track all training provided to and by partners, including training reports, information on post-assessments to evaluate the effectiveness of the training.

Programme Implementation and Administration Support:

  • Collaborate closely with IP focal points and the GBV Team Lead to ensure the effective planning and allocation of resources, as well as the timely and compliant implementation of programme activities.
  • Identify new trends or changes in the context of project locations through quarterly meetings with UNFPA IP focal points and IP staff. Support the GBV team in developing strategies and measures to address and mitigate identified risks.
  • Support the GBV unit in preparing donor reports, internal and external Situation Reports (SitReps), programme meeting reports, and routine presentations.
  • Work closely with the GBV Team Lead and the WGF Programme Manager to identify potential GBV prevention and social norms change interventions suitable for implementation within the Myanmar context.

Coordination and Representation:

  • Identify challenges and provide strategic guidance to relevant organizations and agencies across Myanmar to ensure adherence to established GBV referral mechanisms, facilitating timely and safe access to services for survivors.
  • Represent UNFPA in key technical coordination bodies, including the Case Management Task Force, GBVIMS Task Team, and CMR Task Force.
  • Actively participate in MHPSS coordination structures and maintain strong linkages between the MHPSS Working Group and the GBV AoR to enhance information sharing, skills transfer, and integrated programming.
  • Participate in the Donor briefing, different project steering committee meetings.

Monitoring and Evaluation:

  • Plan and participate in regular technical monitoring visits to Service Delivery Points (SDPs) as needed.
  • Work with IP focal points to plan and conduct safety audits, and collect quarterly safety audit findings from respective IPs and sub-grantees.
  • Plan quarterly Focus Group Discussions (FGDs) with beneficiaries in collaboration with IP focal points to ensure service provision is adequate and that feedback is incorporated into UNFPA’s GBV programming.
  • Monitor and prepare periodic reports on the implementation status of GBV programmes.

Knowledge Management:

  • Collate, prepare and draft good practices, human interest stories on GBV Programme as necessary
  • Ensure that partners are abreast with best practices from UNFPA GBV programming in other similar contexts to enable knowledge sharing and possibility of replication with the context of Myanmar.

Duration and Working Schedule:

This assignment is on a full-time basis for 11 months commencing on the contract start date. 

Place where services are to be delivered:

The consultant will be based at the UNFPA Country Office in Yangon, with field missions as required, subject to security conditions.

Expected Travel:

If the situation allows, the GBV Programme Officer may be requested to travel to field locations where UNFPA partners operate based on request and needs.

Qualifications and Experience: 

Education:  

  • Advanced university degree (Master's degree or equivalent) in social sciences, psychology, social work, law, gender studies, human rights or related fields.

Knowledge and Experience: 

  • Minimum 2 years of progressive humanitarian experience, especially in programme management. 
  • Experience in conducting training or facilitating capacity building
  • Awareness and demonstrable knowledge of how protection concerns humanitarian settings and the ability to describe context-specific prevention and response actions.
  • Demonstrated organizational skills: the ability to work independently and productively with multiple stakeholders in a fast-paced environment.
  • Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing of sensitive data between humanitarian agencies.

Languages: 

  • Proficiency in English and Myanmar languages.
  • Fluency in other ethnic languages (Shan, Karen, Kachin, Rohingya) is an asset.
