Overview of positionDeploying cross border polio Social Mobilizers (category explained below) to support increased demand for all age polio vaccination, U5 routine vaccination and convince refusals.
Cross border mobilizers will play a critical role in increasing demand for all-age polio vaccination and routine immunization for children under five (U5) at key border crossings between Afghanistan and Pakistan—the only two countries where wild poliovirus remains endemic.
Afghanistan and Pakistan are the world’s remaining polio-endemic countries. In 2025, as of October 30, Afghanistan reported 09 WPV1 reported and 64 environmental cases in Eastern and Southern regions in Kandahar, Nangrahar and Helmand provinces. These results confirm the need for continues community engagement efforts with a particular focus on previously inaccessible areas, high-risk districts, and areas where children are still missed for different reasons.
Vaccinating people crossing the Afghanistan–Pakistan border is critically important due to the high mobility and interconnectedness of populations in these regions, which significantly increases the risk of poliovirus transmission. Both countries remain endemic for wild poliovirus, and frequent cross-border movements especially of unvaccinated children and high-risk groups—can undermine eradication efforts by enabling the virus to spread across regions. Moreover, border vaccination acts as a critical immunity buffer, ensuring that children and individuals in zero-point and reception camps for returnees receive timely protection, regardless of their access to routine services in either country. Strengthening vaccination at border points helps close immunity gaps, reduces the number of missed children, and reinforces synchronized efforts between the two countries to stop the virus from circulating.
Therefore, our client is planning to deploy cross-border social mobilizers. They will work under the direct supervision of DCOs/PCOs and overall oversight of Regional SBC Specialist/Officer in close coordination with the border authorities, mobilizing all people crossing border in collaboration with the operation volunteers at team level.
Specific Tasks / Activities – Cross Border Social Mobilizers:
Community Engagement & Demand Generation:
Engage families and caregivers at border points and returnee reception centers to raise awareness on the importance of polio and routine immunization.
Provide accurate and culturally appropriate health messages to encourage vaccine uptake.
Mobilization & Referral:
Mobilize children and caregivers for immediate vaccination at zero-point or border health teams.
Refer missed children to the nearest site-based vaccination team or fixed health facility.
Refusal Conversion:
Identify vaccine-refusing individuals and families and address concerns through interpersonal communication.
Document and report all refusals and outcomes to the supervising DCO/PCO.
Data Collection & Reporting:
Maintain daily records of interactions, refusals converted, and children vaccinated.
Share daily reports with the assigned supervisor in the agreed reporting format.
Coordination & Support:
Work closely with frontline workers (FLWs), operation volunteers, local influencers, and religious/community leaders to build trust and increase coverage.
Coordinate with border officials and health authorities for smooth daily operations.
Deliverable:
Daily list of children vaccinated through social mobilization/referral
List of refusals encountered, and number converted
Summary report of activities and observations at border points
Final monthly performance report.
This role will work under the direct supervision of DCOs / PCOs and overall oversight of Regional SBC Specialist / Officer.
Key competenciesHigh school diploma.
2 years' experience in community mobilization.Experience in the Polio programme is given priority.
Fluent in Pashto and Dari
Ability to travel to remote and far to access areas specially in the border areas.
This role has no team management responsibility.
