ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission UNIDO, as described in the Lima Declarationadopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies to a greater or lesser extent to all SDGs.
The medium-term programme framework (MTPF) is UNIDO’s core strategic document. As the Organization moves from the 2022–2025 cycle to the 2026–2029 MTPF, it sets a renewed vision to support Member States shape their industries for development. The new priorities include renewable and clean energy, sustainable access and climate action, ending hunger through innovation and local value addition, and fair and sustainable global and regional supply chains. Cross-cutting priorities focus on industrial and economic policy advice, skills development, fostering digitalization and artificial intelligence, gender equality and the empowerment of women, supporting youth, promoting cleaner production and circular economy, and leveraging private sector investment and development finance.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Sub-regional Offices and Country Offices.
The Directorate of Corporate Services and Operations (COR), headed by a Managing Director, is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate oversees a full range of corporate services to meet the support needs of the Organization, acts as a custodian for corporate management policies, and promotes a culture of cooperation, service orientation and corporate excellence throughout the Organization to deliver efficient and effective high-quality work and enable tangible impact on the ground to achieve ISID worldwide.
The Directorate manages the functions of the Ethics and Accountability Unit (COR/EAU), the Risk Management and Compliance Unit (COR/RCU), the Divisions of Financial Resource Management (COR/FIN) and Human Resources Management (COR/HRM), as well as the following Services: Procurement Services (COR/PRO); Digitalization, Innovation and TC Optimization Services (COR/DIT); Facility Management Services (COR/BMS); and Asset Management and Logistics Services (COR/AML). The Directorate also manages personnel security and safety matters. The Directorate ensures close coordination and collaboration among the Divisions as well as with relevant organizational entities in all Directorates across the Organization.
The position is located under, Digitalization, Innovation, and TC Optimization Services (COR/DIT) focuses on enabling the organization through innovative digital solutions and ensuring secure and efficient IT services. It will implement and oversee digital, IT and InnoLab related initiatives aimed at optimizing TC delivery. It provides experimentation and innovation through a laboratory-based service. COR/DIT collaborates closely with all Directorates to enable digitalization, innovation and optimization of processes, thereby supporting greater synergy and integration.
The Enterprise ICT Policy Expert will lead the writing of a new UNIDO Digital & IT Policy that is fit for UNIDO’s capabilities and needs. The Enterprise Digital & IT Policy Expert will lead the following domains:
Policy Review and Architecture
- Review ICT Policy and all related policies
- Review all Audit recommendations linked to Digital & IT Governance
- Propose a new policy architecture for Enterprise Digital & IT
- Run consultations with stakeholders and a designated steering committee to understand expectations
Policy Drafting, Approval, and Promulgation Process
- Draft the new policy/policies
- Propose amendments to associated policies, as needed and applicable
- Run consultations with stakeholders
FUNCTIONAL RESPONSIBILITIES
Under the supervision of the Chief COR/DIT, and in consultation with stakeholders, the incumbent shall carry out the following primary duties.
- Lead policy review and gap analysis, assessing the current ICT policy against audit findings, UN system standing policies, and international best practices to identify areas for modernization and compliance improvement.
- Draft and consolidate normative instruments, including the overarching Digital & IT policy (DGB) and associated Administrative Instructions (AIs), ensuring clarity, enforceability, and alignment with other standing policies.
- Develop Digital & IT governance standards, covering domains such as identity and access management, endpoint security, network and remote access, email and collaboration, and information management.
- Coordinate stakeholder consultations, engaging internal units and external partners to validate policy drafts, incorporate feedback, and get buy-in from senior management and governance bodies.
- Establish policy governance mechanisms, including exception handling processes, risk acceptance workflows, and review cycles, ensuring transparency and accountability.
- Ensure audit and regulatory compliance, embedding relevant controls and reporting mechanisms into the policy framework to address oversight requirements and mitigate organizational risk.
- Prepare implementation guidance and communication materials, including staff-facing summaries, training modules, and awareness campaigns to promote adoption and compliance.
MINIMUM ORGANIZATIONAL REQUIREMENTS
Education:
An advanced university degree (master’s or equivalent) in information technology, computer science, engineering, information systems, or a related field is required.
A degree in business administration, public administration, or economics with a strong focus on ICT governance may be considered.
Technical and Functional Experience:
At least seven (7) years of progressively responsible experience in ICT governance, policy development, IT coordination, or change management is required.
Proven experience in drafting and implementing enterprise-level Digital & IT policies, preferably within a United Nations organization or an international/multicultural environment, is required.
Demonstrated knowledge of leading ICT governance and service management frameworks, such as ITIL, COBIT, ISO/IEC 27001, and ISO/IEC 38500, is highly desirable.
Familiarity with UN system administrative issuances, audit processes, and compliance requirements is desirable.
Experience in stakeholder consultation, risk management, and policy harmonization across multiple organizational units is an asset.
Languages:
Fluency in written and spoken English is required.
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) is desirable.
