The Regional Safeguarding Advisor is responsible for robust approaches that promote safeguarding culture, prevent and respond to safeguarding harm, including as a convener around IRC’s Safeguarding Minimum Standards. IRC’s Safeguarding Minimum Standards offer a roadmap for IRC offices and teams to operationalize our safeguarding commitments and the IRC Safeguarding Policy. Working toward these standards, analyzing progress and addressing gaps contributes to the prevention of harm and accountability when harm occurs.
The Regional Safeguarding Advisor for Asia also works with Protection teams to ensure tailored approaches to survivor response; partners with Deputy Directors of Programs (DDPs) and program teams to build safeguarding risk analysis and mitigation into program design and implementation; innovates with program teams to develop strategies and tools for communication with communities on safeguarding prevention and reporting; supports IRC partners in delivering on their safeguarding commitments and goals; collaborates with investigation teams to promote safe reporting and case follow up; and engages colleagues and leaders to help shape safeguarding culture across IRC teams and offices.
The Regional Safeguarding Advisor is managed in partnership by the Senior Safeguarding Director in IRC’s Crisis, Response, Recovery & Development Department, and the Regional People & Culture Director for Asia.
As the role supports IRC offices or supported programing across IRC operations in Asia, up to 40% of the Regional Safeguarding Advisor’s time will require travel.
Major Responsibilities
Safeguarding Prevention
• Collaborate with DDPs and program teams to integrate safeguarding risk analysis and mitigation in program design, budgeting and implementation
• Promote the development of clear client communication and engagement strategies, reporting mechanisms, and client feedback approaches, in partnership with IRC program teams and the Regional MEAL Lead
• Work with Child Protection and other relevant colleagues to ensure tailored approaches to promoting strong child safeguarding, including child-friendly information materials, reporting channels, and response pathways
• Help ensure clear, mutual understanding around safeguarding commitments and expectations with IRC partners, and to provide direct support to IRC partners, where requested, to help strengthen safeguarding systems
• Partner with operational and programmatic departments in the region to ensure that safeguarding commitments are integrated into key work tools and processes (ex: People & Culture, Project Cycle Management, Supply Chain, Safety & Security, Partnerships, etc.)
• Support CPs when needed to build adapted training materials and deliver sessions to IRC Persons and IRC Associates
Safeguarding Response
• Collaborate with the Violence Prevention & Response Unit (VPRU) Regional Lead and Technical Advisors to ensure that site-level service mappings are complete for all IRC Asia offices, that contact details for Safeguarding Focal Points and site-level responders are accessible to all staff and appropriately socialized and that case workers are trained and supported to handle safeguarding cases properly.
• Support management of complex safeguarding response cases, ensuring survivor-centered referral and follow up according to Safeguarding Incident Response SOPs; depending on case and context, this includes coordination with Ethics & Compliance Unit (ECU), VPRU, People & Culture and/or Safety & Security as well as relevant, accountable leaders
Safeguarding Learning
• Ensure and track participation in dynamic, regular learning (onboarding, refreshers, etc.) and dialogue related to safeguarding for IRC staff across the region, covering IRC policies and procedures, behavioral expectations, reporting pathways, and other topics identified with staff and regional leadership
• Convene stakeholders and facilitate progress toward IRC Safeguarding Minimum Standards for each country program in Asia; where in-country, permanent safeguarding staff are present, support them in their role as conveners and facilitators of progress on the standards
• Pilot creative approaches to safeguarding learning in partnership with the Gender, Equality, Diversity and Inclusion team, People & Culture, and other teams focused on building a safe, equitable and caring culture at the IRC
• Promote cross-context learning and knowledge management on safeguarding, including with and across the network of IRC partners in Asia
• Lead inter-agency representation on safeguarding at the regional level, and support country teams in representation and engagement in inter-agency spaces at country levels
Contributing to Safeguarding Culture
• Convene bi-annual, regional meetings dedicated to safeguarding with the Regional SMT and Country Directors, plus key ECU and Global Employee Relations counterparts; this space includes review of insights from reporting and safeguarding investigations, update on country progress toward Safeguarding Minimum Standards, and planning of preventative action based on analysis of trends and progress
• Support Country Directors and Senior Management Teams to build safeguarding messaging and learning into team meetings and communications to promote continuous learning
Other Safeguarding Responsibilities and Representation
• Support country program colleagues across multiple functions in delivery toward their safeguarding responsibilities
• Partner with colleagues in Awards Management Unit and country-based Grants colleagues to ensure organizational compliance with donor requirements
• Work collaboratively with peers in the global Safeguarding Practice team and the global community of practice, to promote cross-contextual learning and strengthening of our organizational approaches
• Active participation in regional coordination spaces such as regional SMT or other
Job Requirements
• Degree in relevant field relating to humanitarian action, protection, sexual violence, or training; equivalent experience will be equally regarded to educational background
• Contextual understanding of Asia is required; lived experience in the region is strongly preferred
• At least 5 years of relevant program and/or safeguarding experience with an international humanitarian organization
• Experience with client protection from abuse and exploitation, sexual violence in development and humanitarian contexts in conflict/refugee settings, and knowledge of international protection frameworks and mechanisms on safeguarding
• Experience working with Gender Based Violence or Child Protection related programs is an asset
• Capable of applying skills and knowledge in a range of capacities, including implementation, advisory /technical function, training and the transfer of technical knowledge and management skills to others
• Experience in conducting training, orientation and refresher sessions with diverse teams; experience conducting such sessions remotely will be a plus
• Language skills used in the Asia region are an asset; excellent spoken and technical writing ability in English is a requirement
• Proven track record in working with teams, excellent interpersonal skills, positive and professional attitude, and ability to lead and work well with diverse teams in a complex international environment and with multiple partners
• Ability to travel up to 40% of time
