Job Description

Under the overall supervision of the Chief of Mission and the direct supervision of the National Project Officer, the incumbent will be responsible for implementing a high-quality, results-oriented counter-trafficking-in-persons (TIP) and protection program in Lao. These include technical, financial, and administrative responsibilities, as well as managing stakeholders and donors relationship and expanding partnerships.

In particular, the incumbent will be responsible for project implementation tasks and its corresponding responsibilities for Building Community Leadership and Resilience against Trafficking for Child, Early, and Forced Marriage (CEFM) through Community Awareness in the Lao People’s Democratic Republic (Lao PDR). The project aims at developing collective community leadership and ownership to enhance knowledge, awareness, and protective behaviors against TiP by CEFM, in partnership with government authorities and local civil society organizations (CSOs). The incumbent will be engaged and responsible for all tasks related to countering human trafficking and the protection portfolio. 

Responsibilities

  • Assist in the planning, coordination, implementation, and monitoring of project activities related to counter human trafficking and protection. 

  • Compile, summarize, analyse, and present information/data on specific protection and counter-trafficking projects topics and support in ensure timely documentation and reporting as per IOM and donor requirements 

  • Monitor work plans, project budgets, monitoring & evaluation tools, and standard operation procedures on the counter-human trafficking and protection projects.

  • Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.

  • Monitor the work of the implementing partners to ensure timely and effective delivery, identify any challenges, and bring them to the attention of the supervisor and suggest corrective measures. Report any non-compliance to the supervisor.

  • Draft correspondence on project reports, briefing notes, background documents, project awareness and visibility, summaries, graphics, press releases, statistical tables, and other forms of documentation in accordance with IOM procedures and donor requirements

  • Organize meetings, workshops, and training sessions; prepare training materials; and participate in the delivery of capacity-building workshops. Including facilitating technical sessions and being a technical trainer on protection and counter-trafficking issues. 

  • Set up and maintain files/records for all activities and.

  • Participate in meetings and conferences; maintain effective liaison and coordination with government, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the portfolio. 

  • Contribute in the identification and development of concept papers and project proposals for new projects, including project ideation, stakeholder liaison and consultation, and drafting.

  • Oversee the Assisted Voluntary Return and Reintegration caseloads as the focal point and case manager.

  • Provides guidance/training and assists in coordinating and monitoring the work of other staff in the unit; may supervise other staff as assigned. 

  • Perform other related duties as assigned.

Qualifications

EDUCATION

  • School diploma with six years of relevant experience; or,
  • Bachelor’s degree in political or social sciences, international relations, development studies, migration studies, human rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

EXPERIENCE

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; 

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

SKILLS

  • In-depth knowledge of social, economic, and political context governing anti-human trafficking, protection and wide range of migration-related subject areas dealt by IOM in Lao PDR

  • Knowledge overseeing international donor-funded programs

  • Knowledge of UN and bilateral donor programming and relations

  • Technical knowledge of counter-human trafficking, protection of vulnerable populations, and trafficking for Child, Early, and Forced Marriage (CEFM)

Languages

  • IOM’s official languages are English, French, and Spanish. For this position, fluency in Lao is required (oral and written).
