The position requires a high degree of independence, judgment, and responsibility in managing day-to-day project implementation, coordinating with multiple national authorities and technical partners, and ensuring delivery of technically complex project outputs within agreed timelines and donor requirements. The incumbent will provide guidance and supervision to project staff, contribute to strategic planning and reporting, and ensure adherence to IOM policies and procedures.

The incumbent will also be required to act as Officer-in-Charge (OIC) during the absence of the Head of Sub-Office, as delegated, ensuring continuity of programme implementation, coordination with government counterparts and partners, and effective representation of IOM at the technical and operational level.

Responsibilities

  1. Coordinate and  monitor day-to-day implementation of the e-Passport project in Palau, ensuring timely delivery of activities and outputs in line with project objectives, donor requirements, and IOM standards.

  2. Liaise with senior government counterparts, including relevant ministries and agencies, to support assessments, planning, and implementation of activities related to electronic passport issuance systems, legal and procedural frameworks, and institutional capacity-building.

  3. Coordinate engagement with technical vendors and partners, supporting alignment between technical requirements, government processes, and project timelines.

  4. Provide technical guidance and supervision to project staff, including allocation of tasks, monitoring of performance, and support to ensure quality and timely delivery of outputs.

  5. Coordinate and organize project-related meetings, workshops, trainings, and consultations with government officials and other stakeholders.

  6. Monitor project progress, identify implementation risks and constraints, and propose corrective actions to the supervisor as required.

  7. Draft and review project correspondence; prepare and update reports (interim and final), briefing notes, presentations, and other technical and operational documentation.

  8. Compile, analyse, and present information relevant to travel document security, border management, and related areas to support decision-making and reporting.

  9. Maintain effective liaison and coordination with government counterparts, donors, vendors, and other relevant stakeholders.

  10. Provide substantive inputs to the development of concept notes, project proposals, and potential project extensions or follow-on initiatives.

  11. Monitor the work of implementing partners and service providers and report any non-compliance or performance issues to the supervisor.

  12. Act as Officer-in-Charge (OIC) during the absence of the Head of Sub-Office, as delegated, ensuring continuity of operations, coordination with counterparts, supervision of staff, and compliance with IOM policies and procedures.

  13. Strictly comply with IOM policies and procedures, including prevention of sexual exploitation and abuse and promotion of a respectful work environment.

  14. Travel at the request of the supervisor and approval of the CoM.

  15. Perform other duties as assigned.

Qualifications

Education
  • Bachelor’s degree in political or social sciences, international relations, development studies, migration studies, human rights, law or related fields from an accredited academic institution with four years of working experience, or 

  • Master’s degree or Higher with two years of working experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience in planning, coordinating, and overseeing operational activities, including organizing meetings, workshops, trainings, or business processes involving multiple stakeholders.

  • Experience in drafting, reviewing, and presenting reports, briefing notes, correspondence, and operational documentation in English for management or external stakeholders.

  • Experience contributing to planning, budgeting, monitoring, and reporting, including performance tracking, compliance with procedures, and delivery against agreed timelines.

  • Demonstrated experience coordinating with government counterparts, technical partners, vendors, or service providers, including in private sector or mixed public–private environments, to support the implementation of complex projects or operations.

  • Demonstrated experience in people management or supervision, including task allocation, performance monitoring, mentoring, or team coordination, in either public, private, or international organizational settings, is an advantage.

  • Previous experience with international organizations, government institutions, or the private sector in roles involving coordination, management, or technical oversight is an advantage.

 
Languages
  • For all applicants, fluency in English is required (oral and written). Working knowledge of Palauan language is an advantage.
