The scope of IRC Libya’s protection and empowerment programming includes Women’s Protection and Empowerment (WPE), which includes violence Against women and Girls. child protection (CP), and Protection Rule of Law (PRoL, or broader humanitarian protection) for conflict-affected and other vulnerable women, girls, men, and boys. In the design and development of responsive, client-centered protection programming, the IRC works both directly and in partnership with local actors promoting women’s social and, increasingly, economic empowerment and an improved protection environment for conflict-affected and vulnerable women, girls, men, and boys.

Job Overview/Summary: The WPE & Child Protection Officer supports the implementation and coordination of activities that strengthen the protection, safety, and wellbeing of women, girls, and children across IRC Libya’s operational areas. Reporting directly to the WPE & CP Senior Officer, the  Officer provides day-to-day technical support, supervision, to WPE and CP teams, including case workers, facilitators, assistants, and community volunteers—ensuring timely, confidential, survivor- and child-centered service delivery.

The role contributes to project implementation, budget spending and reporting tasks, and internal and external coordination, while identifying gaps and proposing solutions to improve service quality. The Officer also provides regular feedback to sector managers and supports strategic decision-making to strengthen integrated protection outcomes.
 

Major Responsibilities:

The WPE & CP Officer is responsible for supporting the WPE & CP senior Officer in the oversight of Women Protection and Empowerment and child Protection intervention which includes:

Project Management:

  • Develop operational safe space, outreach, and child protection activity plans that include staffing and a schedule of psychosocial, outreach, and child-focused interventions across the project.
  • In collaboration with assistants, caseworkers and community outreach workers, organize work-plans for outreach teams that address schedules, responsibilities, and training/support activities.
  • Monitor WPE/GBV and CP referrals in their work area and ensure all data is stored safely and securely using GBVIMS+, Primero, or other relevant CP data systems.
  • Update and maintain referral lists and contact details for relevant organizations, including CP actors, and share with the WPE Manager and CP Manager for coordination with sector working groups.
  • In collaboration with WPE and CP senior officer,  develop emergency response and contingency plans to adapt to rapid changes in the operational context.
  • Work with case workers to ensure psychosocial support, case management, and child protection activities are planned, implemented, and monitored effectively.
  • Work with community outreach workers to ensure community mobilization, awareness-raising, and other community-based WPE and CP activities are implemented and monitored.
  • Work with partners to ensure the quality of WPE and CP programming.
  • Ensure center-based and community-based operational plans are in place addressing operational hours, NFI/dignity kit distributions, and child protection interventions.
  • With technical guidance from WPE and CP senior officer, draft capacity-building strategies and organize/facilitate training for CP and GBV actors, and other key stakeholders/service providers.

Team Support and Supervision

  • Support Senior WPE and CP officer to convene weekly planning sessions with team members to debrief and plan program activities.
  • Collaborate with WPE and CP senior officer and Manager to facilitate or organize trainings that strengthen the technical skills of staff, including child protection and WPE interventions.

Documentation and reporting 

  • Ensure attendance records, case files, and other reporting tools are implemented and submitted to the Reporting & Information Assistant and MEAL Unit as required.
  • Monitor data collection to ensure staff collect WPE and CP data safely and ethically.
  • Review all case files on a monthly basis to ensure forms are completed accurately and filed properly.
  • Ensure staff prepare weekly and monthly data on both WPE and CP activities.
  • Compile weekly and monthly updates on trends, challenges, and activities to WPE and CP Manager.
  • Update monitoring and quality databases regularly and submit according to agreed schedules.
  • Support Protection program monitoring and evaluation plans for both WPE and CP sectors

Coordination and referrals

  • Meet regularly with service providers to ensure quality coordination of WPE and CP interventions.
  • Act as the main focal point for referral of non-GBV cases, child protection concerns, and other protection issues within the area of responsibility.
  • Coordinate work with other GBV, CP service providers, and humanitarian actors in the operational area to ensure integrated, high-quality protection service delivery

KEY WORKING RELATIONSHIPS:

Position Reports to:  WPE & CP Senior Officer

Position directly Supervises: Officers, Case Workers, Assistants, and COVs.

Key Internal Contacts: Other IRC Libya Programs/Department, e.g., Health, Child Protection, PROL, MEAL, Finance, Supply Chain and HASS.

JOB REQUIREMENTS:

  • University degree in social sciences (i.e., social work, counseling, sociology, psychology, gender studies, human rights, etc.).
  • At least 3 years of experience in working in the social sector, particularly with Refugee or migrant women.
  • Experience supervising psychosocial programs, providing psychosocial support or case management, and/or working on gender-based violence (GBV) and women’s empowerment.
  • Experience supervising and supporting employees.
  • Strong belief in and commitment to human rights and gender equality.
  • Strong understanding of case management principles, procedures, and practices, psychosocial support, and life skills programming to promote survivor healing and recovery.
  • Excellent communication and analytical skills and ability to present ideas effectively, in both oral and written form.
  • Ability to communicate sensitively and without judgment, good diplomatic and persuasion skills.
  • Ability to use good judgment when making decisions and to take accountability for decisions made.
  • Emotional maturity and stability to resolve conflicts in a non-violent way and maintain appropriate boundaries.
  • Good interpersonal skills including ability to gain trust and build relationships.
  • Ability to handle multiple tasks, proven self-initiative and problem-solving abilities.
  • Fluent Arabic; good knowledge of English.
  • Good computer skills including Microsoft Excel, Access, Word, Outlook, and Power Point.
