Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a motivated qualified HR & Administration Officer for our operations in our Shire Field Office.
Overall purpose of the role
Responsible for carrying out HR and administrative tasks as related to the smooth operation of the DRC Shire base office.
Your main duties and responsibilities will be:
Human Resources
- Ensure the general HR standards & procedures defined in DRC Operations Handbook are always applied and compliant
- Support with all phases of recruitment for officers and positions below at the base office level
- Assist the sectoral managers in the elaboration of individual development plans for employees reflecting DRC vision, values, and long-term strategic priorities
- Prepare and update briefing/induction packages for new staff and oversee/coordinate the induction process
- Assist with the Performance & Development Process
- Coordinate and develop a DRC training scheme for DRC employees with the help of the DRC Learning Catalogue
- Draft new and renewed contracts and other personnel-related issues with special attention to compensation and benefits
- Prepare, advise, and oversee staff leaves and absences at the base office level.
- Assist with the management of staff complaints through DRC-established mechanisms and ensure the DRC Code of Conduct is always understood and abided by
- Focal point for the liaison with Health Insurance Company on all related issues & serve as the liaison with service providers on all base office staff health insurance issues.
- Support staff development activities, including promoting the DRC Learning Catalogue.
- Timely enrolment of staff into the insurance benefits package. Assuring the staff list is always current.
- Provide professional advice to project managers on a range of HR issues.
- Facilitate recruitment processes by posting job adverts, collecting applications from applicants, administering tests, verifying prior employment by contacting references, scheduling appointments, and maintaining records and information
Administration
- Oversee administration tasks related to office management.
- Coordinate the organization of field visits for external visitors in terms of accommodation and transport
- Act as a focal point for the administration of contract agreements & liaise with lessors at the base office
- Ensure that onboarding and exit procedures are done for all staff in coordination with the Logistics and Safety Department.
- Ensure office monthly utility payments are paid on time.
- Ensure the office is always cleaned and suitable for working.
- Ensure office cleaning and consumable supplies are purchased on time in coordination with the supply chain department.
Experience and technical competencies:
- Minimum 2 years of relevant work experience in a similar field.
- Proven ability to prioritize tasks and meet deadlines.
- Demonstrated organizational skills and ability to work in complex and difficult circumstances.
- High level of personal initiative, analytical skills, and proactive problem-solving.
- Demonstrated people management skills. Strong interpersonal skills and ability to develop and maintain working relationships across the organization. Be a team player.
- Excellent interpersonal and communication skills.
EDUCATION: (include certificates, licenses, etc.)
- University degree (Bachelor’s or master’s) in human resources, management, or a relevant field
LANGUAGE: (indicate Fluency level)
- English, Afar, Tigrigna & Amharic - Fluency in spoken and in writing

Designation of Duty Station: Shire, North Ethiopia Field Office.
Start date: 1st February 2026
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National employees
