What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Security & Safety Officer 3 and Operations Room Manager (SSOORM) advises and supports FSCM in managing day to day security and safety matters across the Ethiopia Delegation. S/he advises the FSCM Co on potential risks to the ICRC and supports the proper functioning of the Delegation’s security management system across Ethiopia.

In close coordination with the FSCM Co, s/he manages the Operations Room to support operations across the country and security management as required by the delegation management.

The position holder also replaces the other SSO and/or the FSCM Co during absences such as field trips and holidays.

Relationships

  • Internally, interacts within the ICRC delegation/offices/missions and support departments.  
  • Directly manages the operations room operators
  • Externally interacts with a network of interlocutors related to ICRC security & safety, including Movement partners.

Accountabilities & functional responsibilities

Operations Room Management

    • Manages Operations Room staff including scheduling, PMD, etc
    • Management of radios, sat phones and issuing of support letters
    • Regular testing of equipment
    • Coaching for all staff and operators
    • Monitors field trip planning and ensures compliance with SOPs
    • Provides feedback to the delegation management on SOPs and existing tools and procedures alongside recommendations on how to improve the functionality of the operations room.
    • Monitor Radio Room operations and coordination across the country (ADD, NEK, MEK, BAH) and ensure that field movement are monitored (through radio communication, mobile phones or other means)
    • Coordinate with ICT department to ensure all radios (in ICRC cars) are fully functional including arranging training session for new ICRC colleagues (use of radios and Sat-phones)
    • Engage with Log/Fleet to ensure field movements are planned and conducted as per the ICRC field movement standards. Ensures vehicles are equipped with appropriate communication equipment (Satellite phones or VHF/HF radios in areas were mobile phone coverage is limited or prone to disruptions) and ensure staff are trained on its use.
    • Coordinate with Welcome department to see all incoming/outgoing ICRC staff pickup and departures are well coordinated.
    • Develops monitoring tools for a number of security-related issues (incidents, passive security measures, car movements, etc.) and ensures all incidents (including near misses) are reported timely in the SMIP.

Security Monitoring and Management

  • Conducts analysis of the security situation in Ethiopia and in ADD AoR in particular.
  • Monitor the security situation in Ethiopia and report all security and safety incidents nationwide and develop a weekly report for FSCM Co.
  • Advise on changes in the context to ensure security and safety staff movement (in-town and to the field) in managed in line with the FT Protocols.

Other Security Responsibilities, in support of the other SSO based in Addis

  • Provide advice and guidance on the SAFE platform
  • Conduct premises security assessments and work with Premises to ensure that all ICRC security and safety premises standards (passive security measures) are fully complied with
  • In the absence of other FSCM colleagues, participate in the weekly delegation security/safety meetings
  • Coordinate with Movement partners as and when advised by the FSCM Co in consultation with Cooperation department.
  • Ensures contingency plans, evacuation plans, are in place and up to date and that staff are trained on how to behave in case of emergency (Fire/Medical evacuation, mass demonstrations, natural disasters, etc.)
  • Be available 24/7 to respond to any incident or emergency requiring immediate response.

Certifications / Education required

  • Bachelor's degree in a related field
  • Security/safety management background preferred, experience in crisis management a strong asset.
  • Relevant Security and Safety trainings (Diploma or certificate)
  • Excellent knowledge of English and Amharic; proficiency in other local languages is a strong asset.
  • Computer proficiency (word, excel, etc.)

Professional experience required

  • 6 - 9 years of overall professional experience.
  • Experience in managing security and safety in Humanitarian or corporate sector.
  • Previous military or police service experience may also be considered
