Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly motivated Support service officer for our operations in our Assosa, Benishangul Gumz Region.


Overall purpose of the role

The support service officer is responsible for effectively managing financial, administrative, HR, supply chain, and premises/warehouse support functions at the field level. They ensure compliance with DRC’s policies and procedures and assist the Project Manager in enhancing internal controls and accountability. The role will support the AFD-funded H.E.R project (Hope, Empowerment, and Resilience) and long-term operations in the Benishangul Gumz Region.

Your main duties and responsibilities will be:

Finance:

  • Ensure timely and accurate payment processing for vendors, staff, and casual workers in accordance with DRC and donor requirements.
  • Keep daily and monthly cash books updated, perform regular bank reconciliations, and oversee cash counts.
  • Process and reconcile staff advances, making sure they are cleared promptly with proper documentation.
  • Ensure all payments are accurately coded and recorded in DYN (DRC’s ERP system).
  • Assist in preparing monthly financial reports and support internal and external audits.
  • Make sure tax, pension, and other statutory deductions are calculated correctly and paid on time.
  • Maintain an organized and auditable filing system for all financial documents (both hard and soft copies).

Human Resources & Admin:

  • Support recruitment activities at the field level, including posting, screening, interviewing, and onboarding.
  • Maintain accurate staff records, track leave, and manage contract documentation.
  • Assist with monthly payroll inputs by providing updated leave balances and timesheets.
  • Coordinate staff inductions and orientations, ensuring adherence to HR policies.
  • Verify that all staff are registered with the government pension scheme and possess ID cards.
  • Follow up promptly on HR-related correspondence and documentation with the Country Office HR team.

 Administration:

  • Oversee office utilities such as electricity, water, and internet, manage lease agreements, and maintain a clean and functional work environment.
  • Organize meetings, workshops, and travel arrangements, including accommodations and refreshments.
  • Supervise compound management and ensure sufficient supplies for operations.

Warehouse/Premises Support:

  • Collaborate closely with the Supply Chain team to assist with stock receipt, recordkeeping, and proper storage when needed.
  • Assist the Program Manager in performing regular inspections of premises and supplies (e.g., fire extinguishers, fuel stock).
  • Make sure inventory forms and casual contracts (for cleaners, cooks, etc.) are appropriately documented and stored.

Procurement:

  • Manage all procurement activities at the Field office (P2P) for goods, services, and work within the approved threshold.
  • Lead the development of the procurement plan and the implementation process for the Area office requests, ensuring it complies with DRC and donor regulations.
  • Ensure there is a tracker to record all requests for (RFQ, LVP, Cash, Payments, etc.) and share it with the relevant managers and Team Leaders weekly.
  •  Participate in the regular Project Management and Budget Follow-Up meetings and provide updates to the budget holders in a timely and accurate manner.
  • Ensure that accurate filing systems, with documented and supported records of supply chain activities, are kept in the folders and uploaded on the SC share points for control or audit purposes.
  • Timely process payments for all completed goods, services, or work and send them to Finance for payment.
  • Ensure that the logistics system in the field office is robust and flexible enough to support increased program activities.
  • Conduct market surveys regularly to analyze trends and ensure that DRC gets the best value for money.

Experience and technical competencies:

  • At least 3 years of relevant experience in finance, administration, and HR roles, preferably within an NGO or similar environment.
  • Strong understanding of accounting principles and financial regulations.
  • Familiarity with ERP systems (e.g., DYN) and advanced skills in Microsoft Office, especially Excel.
  • In-depth knowledge of Ethiopian labor laws and administrative procedures.
  • Experience in HR practices, staff coordination, and logistics is preferred.
  • Excellent organizational and interpersonal skills; capable of multitasking under pressure.

 EDUCATION: (include certificates, licenses, etc.)

  • University degree in Accounting, Business Administration, Human Resources, or other related fields.
  • Bachelor’s degree in Accountancy or other relevant qualification

LANGUAGE: (indicate Fluency level)

  • Fluent spoken and written English
  • Proficiency in (Somali, Affan Oromo) preferred
