Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.
The Division of Radiation, Transport and Waste Safety (NSRW) develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be used while ensuring appropriate protection of workers, the public, patients and the environment. It also assists Member States in the implementation of these standards and provides related services.
The Waste and Environmental Safety Section is responsible for the delineation of a global waste safety framework based upon the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, and the development and application of safety standards for the management of radioactive waste, decommissioning, remediation and environmental releases.
The Assessment and Management of Releases Unit of the Waste and Environmental Safety Section is concerned with protection of the public and the environment from releases of radioactive material from planned, present and past practices. The Unit's main function is to establish safety standards for the assessment and control of radioactive releases to the environment (atmospheric, terrestrial and aquatic) and to provide for the application of these standards in Member States. This includes providing advice and guidance on procedures and methods for dose and environmental assessment, modelling and monitoring, including through the organization of safety assessment inter comparison projects. The Unit also maintains databases of worldwide discharges of radionuclides to the environment and an inventory of past waste disposals at sea. It is also the focal point in the Agency's interactions with international conventions and treaties concerned with radiological aspects of protecting the marine environment.
 


 

Main Purpose

The Unit Head identifies opportunities for improving the quality and application of safety standards on the assessment and management of radioactive releases to the environment, including authorization of discharges and source and environmental monitoring. As a team leader reporting to the Section Head, the Unit Head develops and coordinates a programme that makes best use of the team and available resources to deliver against these opportunities on a global scale.

The Unit Head is\: 
(a) a programme developer and coordinator in a specialized multilateral environment, accommodating diverse views and finding workable solutions that can achieve results; 
(b) a manager and team leader, ensuring that programmes and tasks are implemented effectively; 
(c) a facilitator of cooperation within the IAEA and with other organizations dealing with this area of work;
(d) an adviser to the Section Head and Division Director on specialist issues;
(e) a promoter, conveying to multiple audiences the IAEA's vision and mission in this area.

Lead the development of the IAEA's safety standards and guidance material based on the most recent knowledge and experience in this area, to foster an improved level of protection for people and the environment (flora and fauna). 

Promote exchange of information among specialists on an international level regarding the latest developments in the area, e.g. through organisation of international forums, conferences, technical meetings and workshops.

Within NSRW, ensure consistent use of methodologies for assessing exposures to people and the environment (flora and fauna) from all release scenarios.

Build and maintain strategic partnerships and alliances with a wide range of stakeholders in Member States and international organizations to ensure the acceptance and application of relevant safety standards

Lead the IAEA's interactions with international conventions and treaties concerned with protecting the marine environment from radioactive substances, including maintenance of associated databases.

Plan and coordinate the work of the Unit to ensure delivery of programme objectives and supervise the staff.

Qualifications, Experience and Language skills

Master's Degree - Advanced University degree in a relevant technical field (e.g. chemistry, radiochemistry, environmental sciences).

Bachelor's Degree - University degree in a relevant technical field (e.g. chemistry, radiochemistry, environmental sciences) with two years of additional relevant experience may be considered in lieu of an advanced degree.

Minimum of ten years’ experience in radiation protection of the public and environment, including extensive experience assessing and managing radioactivity in and released to the environment is required.
Proven experience in a managerial role such as team supervision, programme planning, and delivery is required.
Experience in development of national or international standards or guidance in radiation safety and/or radiation protection is required. Knowledge and understanding of IAEA Safety Standards is an asset.
Knowledge and experience in applying radiological environmental impact assessments to inform planning and implementation of activities (e.g. remediating contaminated areas, designing radioactive waste management facilities) is required. 
Proven experience of building trust with diverse stakeholders and achieving consensus in complex, multi-stakeholder environments is required.
Strong capability to communicate persuasively and influence decision-making is required.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $101540 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 57370, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
