BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Job holder IS expected to support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. He/she may also support the formulation of country monitoring and evaluation strategies and contribute to policy development and various initiatives.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Provide inputs to the development of monitoring and evaluation (M&E) plans that will generate the most relevant and strategic information to achieve the expected results (as outlined in the Country Strategic Plan (CSP) and other national and regional plans), while ensuring compliance with WFP evaluation and monitoring requirements.

  • Develop the budget for M&E and advocacy costs, through the supervisor, in order to secure the appropriate financial and human resources.

  • Support the development and formulation of the national monitoring and evaluation strategy and contribute to its operationalization.

  • Contribute to evidence-based decision-making and programme implementation, particularly by making monitoring and evaluation results accessible and by developing innovative and informative products.

  • Support WFP management in taking into account recommendations arising from monitoring, reviews, and evaluations, ensuring that follow-up actions are undertaken as required.

  • Contribute to strengthening the M&E capacities of WFP staff and partners through training and information sharing.

  • Integrate protection and gender perspectives across all areas of work to ensure equal participation of women and men.

  • Support the supervisor in ensuring that country office monitoring systems and tools are in place and compliant with organizational standards, including minimum monitoring requirements, standard operating procedures (SOPs), and the establishment of baselines and targets in line with the updated Corporate Results Framework (CRF).

  • Support mid-term and thematic reviews aimed at internal learning and strategic and operational decision-making.

  • Support centralized evaluations managed by the Office of Evaluation, decentralized evaluations in line with WFP evaluation policy and the Decentralized Evaluation Quality Assurance System (DEQAS), as well as joint evaluations and donor-led evaluations conducted in-country.

  • Support the M&E officer to ensure that WFP’s M&E system is aligned with institutional standards, standard operating procedures (SOPs), and minimum monitoring requirements.

  • Support sub-offices by conducting technical support missions and providing feedback, including by email and telephone, to any questions relating to monitoring and evaluation carried out by field staff; In collaboration with RAM managers at the Central Office, coordinate the implementation of the ESS, including in the planning of monitoring activities in accordance with the Minimum Monitoring Requirements (Development of Monitoring Plans)

  • Ensure the implementation and follow-up of recommendations arising from evaluations and/or technical audit missions within the Programme unit at Sub-Office level.

  • Participate in meetings organized by the Country Office, partners, and the Government, and ensure continuous communication between the M&E unit and technical partners.

  • Actively participate in sectoral M&E working group meetings and coordination platforms for M&E activities.

  • Perform any other duties as assigned by the supervisor(s)

  • Other as required.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience: Minimum of three years of relevant professional work experience including monitoring and evaluation activities. Experience using a variety of quantitative and qualitative analytical tools and methods.

Language: Fluency (level C) French and Intermediate (level B) in English
