1. About the Role This role sits within the Audit and Investigations (A&I) department, which provides independent and objective assurance to the management and stakeholders of Gavi, the Vaccine Alliance through audits, investigations and advisory and counter-fraud work.
The role regularly interacts with colleagues within A&I, Gavi leadership, management and staff across all other functions in the Gavi Secretariat, Gavi governance bodies and Alliance partners, Ministries of Health and Finance, other country partners including implementing partners, fund agents and health financing partners, civil society organisations, audit institutions and law enforcement bodies, other development partners, audit and investigation peers in partner organisations, development agencies or other assurance functions, law enforcement bodies, supreme audit institutions and other authorities, and management and staff of Gaviâs external auditors and other advisers according to context.
The core mission of this role is to define and deliver the vision, strategy, processes and solutions for investigation and counter-fraud across Gavi. The role directs the Investigations & Counter-fraud function which, according to the Board-approved Terms of Reference, conducts an evidence-based examination of possible misuse and other misconduct within Gavi, in Gavi-supported programmes in-country, or which otherwise impact upon the organisation, and conducts activities in liaison with responsible management, staff and partners to help minimise the risk of such conduct occurring and/or impacting the organisation.
2. Key Responsibilities
- Lead the continued maturation of Gaviâs Investigations & Counter-Fraud function to meet Board-approved terms of reference and stakeholder expectations.
- Oversee investigations into fraud and misconduct within the Secretariat and implementing countries.
- Coordinate cross functional counter-fraud initiatives â engaging stakeholders, monitoring timelines, and ensuring transparency.
- Advocate for best practices in fraud risk management across the Secretariat and alliance partners.
- Provide strategic advice to management and the Board on investigative and counter-fraud matters.
- Design and implement robust methods, processes, and tools for investigations and reporting.
- Manage the Investigations & Counter-Fraud team, fostering daily operations and long-term professional development.
- Build and maintain strong relationships with global, regional, and country-level partners, the Executive Office, and governance bodies.
- Shape A&Iâs culture by promoting communication, cohesion, and effectiveness within the team.
- Contribute to the Secretariatâs overall corporate and strategic direction as a senior leadership team member.

- Typically 15-20 years of relevant experience leading investigation and/or counter-fraud functions in complex environments (health, development, humanitarian, or private sector).
- Proven track record in managing cross-functional teams/projects and delivering positive change through influence at governance and C-level.
- Demonstrated thought leadership and innovation in process and methodology development, including design thinking.
Education & Qualifications
- Advanced university degree (master's degree or equivalent) in a relevant field, or a first-level university degree in combination with a professionally recognised investigation, accounting/auditing, legal or other relevant qualification from an internationally recognised institution.
- Desirable: Additional certifications related to fraud risk management or investigations.
Technical & Functional Skills Must have:
- Deep understanding of administrative/criminal investigation methods (e.g., fraud, corruption, abuse).
- Proven ability to lead complex, sensitive investigations and produce high-quality reports.
- Strong data analysis and interpretation skills for evidence-based decision-making.
- Excellent oral and written communication; ability to influence senior stakeholders.
- Business acumen with capacity to convert processes into value-adding outcomes.
- Familiarity with multi-partner environments across diverse contexts.
- Capacity to manage politically sensitive or confidential cases
Desirable:
- Capacity to manage cases of sexual exploitation, abuse and harassment
Language Needed:
- Essential: Fluency in English
- Preferred: French
