ORGANIZATIONAL CONTEXT

This position is based in WFP’s Country Office in Antananarivo and reports to the Head of Programme.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

THE ROLE

WFP works through Cooperating Partners (CPs) including National and International non-governmental organizations (NGOs). The incumbent of this position will be responsible to assist the Cooperating Partners Management unit in different aspects of partnerships with most suitable and appropriate NGOs, partnering with WFP in the implementation of various modalities of food and cash assistance to achieve common goals and objectives.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance

  • Coordinate the end-to-end FLA process management, ensuring all the review, registrations and due-diligence processes have been followed and items are treated on a timely and due quality manner.

  • Provide project management support to range of programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.

  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.

  • Providing guidance to technical units on budget negotiations with CPs. Preparing analysis of various FLA budgets in order to harmonize the process and ensure there are no duplication of costs or double charging

  • Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.

  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.

  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.

  • Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

  • Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

  • Provide advisory and coordination support across the full partnership lifecycle, including all processes related to the CP Management.

  • Provide guidance and solutions for consideration to assist WFP Field Offices in implementing CP management policies and procedures in line with the approved SOPs.

  • Plan and participate in the CP Spot Checks and represent the unit during the execution process.

  • Delivering trainings and learning sessions for PU Business Support team and ensure constant technical support and troubleshooting on any corporative platforms relevant for the successful performance of their duties (i.e.: WINGS, ITS, WU tracking platform, CO tracking tool for CBT reconciliations and for FLA tracking, etc.). Developing required training materials for their future reference and consumption

  • Oversee the Spot Check tracking and follow up with the CPs on the findings and recommendations for implementation.

  • Support the unit in planning and conducting financial oversight and performance evaluation of Cooperating Partners.

  • Leading the process on the UNPP (UN Partners Portal) for the registration, identification and selection of cooperating Partners. Additionally, providing trainings and orientation to other units, Field offices and CPs on the UNPP process.

  • Develop a plan and take on adopting and implementing the Partner Connect – a digital platform for partnership engagement.

  • Take on adopting and implementing the FLA Manager – a digital platform for managing FLAs.

  • Coordinate with relevant teams (Programme, Finance, Logistics, SBP, …) and other CO stakeholders on dashboard requirements and accuracy of the data displayed.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Three (03) years, or more, postgraduate professional experience in humanitarian, development, or Programme, Supply chain, Finance or Administration activities.

Desired experience for entry into the role:

  • WFP work experience is desirable. Demonstrated high moral integrity by modelling the UN’s values and ethical standards, impartiality and discretion and proven capacity of initiative, discretion and autonomy.

  • Ability to coordinate properly and communicate effectively at all levels.

  • Well-organized and consistently approaches work with the energy and a positive, constructive attitude.

  • Ability to handle pressure and manage priorities timely and effectively.

  • Proficiency in Windows and MS Office (Word, Excel, PowerPoint, Outlook)

  • Builds strong relationships with clients, focuses on impact and results for the client and responds positively to feedback.

Language: Fluency (level C) in French and Intermediate (level B) in English. Malagasy language proficiency is strongly desired.
