Internal and external candidates will be considered for this vacancy. Context
IOM has undertaken a Business Transformation (BT) process, a priority driven by IOM’s Internal Governance Framework (IGF) initiative including a global review of its enterprise resource planning management (ERP)-based process flows to update its systems and establish a fit-for-future way of working globally, supported by Oracle Cloud Fusion ERP, Salesforce, PRIMA SharePoint system and related satellite technologies.
Under the overall supervision of the Chief, Corporate Solutions Unit and direct supervision of the Business Relationship Manager, Hire to Retire, the Oracle Human Capital Management (HCM) Functional Specialist will be responsible for the implementation, support, and continuous improvement of Oracle Fusion HCM modules and related integrations and extensions.
Responsibilities
Optimisation of Oracle Fusion Human Capital Management (HCM) modules such as Core HR, Absence Management, Talent Management, Goal and Performance Management, and Payroll to enhance HR operations and ensure alignment with organisational needs.
Engage with business stakeholders to gather, analyse, and document human capital management requirements, ensuring solutions are tailored to business objectives.
Translate business needs into solution designs, functional configurations, and testing strategies across HCM modules, including workflows, approval rules, and security roles.
Configure Oracle HCM Cloud modules according to best practices and business requirements, including setups for Global HR, Absence Management, and Talent Management.
Create functional design documents (FDDs) and collaborate with technical teams for integrations, extensions, and customisations.
Develop and execute test scripts; support user acceptance testing (UAT) and defect resolution across HCM modules.
Provide bug fixing and continuous improvement through enhancement planning, user training, and quarterly Oracle Cloud updates.
Monitor system performance, troubleshoot issues, and resolve defects or data integrity concerns in both production and non-production environments.
Collaborate with cross-functional teams across HR, Finance, and Procurement to ensure seamless integration of HCM processes with enterprise systems.
Stay updated on Oracle Cloud quarterly releases, assess impact, and communicate changes to stakeholders, adjusting configurations as needed.
- Oversee the relevant Configuration Work Books (CWB), making changes directly or overseeing changes made by support partners, to ensure it is always up to date and accurately reflects all configuration changes in all environments.

Qualifications
Education
Master’s degrees in Management, Information Technology, Computer Science, Engineering, or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
Certification in Oracle Cloud modules is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Technical and functional experience working on ERP systems, including;
4+ years of experience in Oracle HCM applications, with at least 2–3 years specifically in Oracle Fusion Cloud HCM modules such as Core HR, Absence Management;
Knowledge of Talent Management, Recruit, Learn, Payroll, and Goal & Performance Management is a strong advantage;
Proven track record in full-cycle implementations of Oracle Fusion HCM, including requirements gathering, solution design, configuration, testing, deployment, and post-go-live support;
Hands-on configuration experience with HCM modules;
Strong understanding of Oracle HCM architecture, including Fast Formula, HCM Extracts, OTBI, BI Publisher, HDL, and HSDL;
Experience in developing and maintaining functional design documents (FDDs) and collaborating with technical teams for integrations and customizations;
Demonstrated ability to support UAT and training, including preparation of test scripts, conducting demos, and resolving user queries;
Experience in data analysis and issue resolution, including root cause analysis, data correction, and performance troubleshooting in production environments;
Familiarity with quarterly Oracle Cloud updates, including impact assessment and configuration adjustments;
Experience working in cross-functional teams, especially with Finance, Procurement, and IT, to ensure integrated business processes;
Strong communication and documentation skills, with the ability to liaise effectively with internal stakeholders, consultants, and system integrators;
Prior experience in global ERP deployments or large-scale enterprise transformation projects is a strong advantage; and,
Oracle Cloud HCM certification is desirable.
Skills
Demonstrated ability to liaise effectively with internal technical and business stakeholders; and,
Ability to coordinate a team compromising internal resources, consultants, and system integrators (contractors).
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of an official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
