JOB TITLE\: Collation Analyst

The NATO-led Kosovo Force (KFOR) is deployed in Kosovo to help maintain a safe and secure environment and freedom of movement for all citizens, irrespective of their ethnic origin. KFOR is part of the wider international effort to build peace and stability in the area. Headquarters KFOR (HQ KFOR) is based in Camp Film City, Pristina.

The J2 Branch contributes to information sharing, situational awareness and comprehensive understanding for both the operational and strategic levels to inform decision-making. Monitor and assess the dynamics in the operational environment of the KFOR mission and contribute to coordination and synchronization of KFOR and NATO activities. The J2 Branch develops and maintains an intelligence capability to support execution of the KFOR mission including the provision of situational awareness for COMKFOR and HQ KFOR.

The Intelligence Collation Management (ICM) Section is responsible for capturing data, information, intelligence and knowledge, systematically and cross-systematically, through effective management of the database and processes, and Battle Space Objects (BSO), such as organizations, units, persons, place and events related to the political, military, economic, social, information, infrastructure (PMESII) domains.

Principal duties\:

Collation of intelligence information and population and on-going data management (e.g. update, merging, deletion) of structure BSOs (e.g. Units, Places/Facilities, Events, Persons, Equipment) and BSO relationships (e.g. command and support relationships) within the INTEL-FS data repository.

Manages and up-dates larger database and containing word documents, images, power point presentations and spreadsheets related to political, criminal, military, paramilitary and law enforcement structures as well as individual organizations, units, persons and events throughout Kosovo.The cell is also responsible for supporting the other sections within the J2 branch in creating their intelligence products if and when requested. This support includes utilizing and sharing the cell’s expert knowledge in the various intelligence tools used by J2 with the various sections within the J2 branch. Enforce the direct methodology as representatives of the theatre Quality Control element.

Manages and maintains ACO intelligence database and the NATO I2 (Link Analysis/Ibridge) connection to the database.

Provides expertise and mentoring to sections within J2, to NICs and in managing the database by developing routine and ad hoc queries in INTEL-FS database and I2 Analyst Notebook as required.

Collaborates with EUOCI, the NICs, ACCI and other allied partners (as needed), in order to disseminate information and attain updated intelligence and collate it in the ACO database.

Supports COMKFOR, J2 HEAD, KIFC, KFOR LEGAD, POLAD and to other International Organizations with basic intelligence products as per ACO AD 065-13.

Other additional duties\:

Act as an account manager for Intel-FS in the absence of CIS POC.

Train CJ2 personnel in order to fill the gap of trainers provided by NCIA in theatre.

Provide additional Intelligence Systems Support as directed by Collation/Intel Systems Manager.

May be required to undertake operational deployments and/or TDY assignments both within and outside NATO’s boundaries

Performs other related duties as assigned.

The work is normally performed in a normal NATO office-working environment. Normal Working Conditions apply.

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. The incumbent may be required to undertake TDY assignments, both within and outside NATO boundaries.

The required qualifications are\:

English language – Candidate will be required to have a very good level of speaking, reading, writing, and listening in English. Candidates who are shortlisted for the position will be administered a language test.

Junior College or Post-secondary education leading to a qualification in one of the following areas\: international studies; international relations; political studies; political science; intelligence or security management. College-education may be substituted by commensurate military/civilian trainingii n Intelligence, Counter-Intelligence and Security methods, research and analysis.

Minimum five (5) years of progressively responsible experience in Intelligence, Counter Intelligence and Security management, preferably in a police/military context.

The desired qualifications are\:

·Previous experience in a military and/or multinational environment, particularly in the Balkans theatre, is highly desirable.

·Experience with collation.

·University Degree in one of the following areas\: international studies; international relations; political studies; political science; intelligence or security management.

·A police or military academy degree

·Formal professional training in intelligence concepts, procedures, methods and tools

·Completion of Link Analysis, Intel–FS, BISCT, NIFST Training

·Regular professional contacts inside and/or outside immediate activity on functional matters. Solicits and gives information and provides advise/guidance. May negotiate at own level and should use initiative. These contacts, within designated levels of authority, could commit the organizational element to a course of action. Requires normal courtesy, understanding and tact in dealing with others.

Before any appointment is confirmed, the preferred candidate will be required to obtain a NATO Security Clearance and to successfully pass a medical examination certifying fitness to work.

The successful candidate will be offered a 12-month contract, which may be renewed yearly up to a maximum period of six (6) years and subject to satisfactory performance and the continued operational need/funding for the position.

The starting salary for MCIV-4 is 5,926.00 € per month (exempt from local taxation).

·A removal allowance equal to one month’s salary, after having completed at least one year of consecutive service, unless removal expenses are reimbursed by any other source.

·Travel Expenses paid to take up duty / end of tour from/to your permanent residence.
