Organizational Setting
The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It oversees the network of Country Offices and the Subregional Office for Central Asia. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region and, in collaboration with Divisions/Offices/Centres at headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. REU advises the Country Offices in the region on corporate priorities defined through the FAO Strategic Framework and on the incorporation of regional priorities into the Organization's Programme of Work and Budget. REU formulates programmes, implements approved programmes and monitors the level of programme implementation in the region and draws attention to problems and deficiencies. REU develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).
The Regional Priorities are translated by the Regional Priority Programmes (RPPs) into a programmatic umbrella for the region supporting the formulation of the Country Programming Frameworks (CPFs) and the contribution to the United Nations Sustainable Development Cooperation Framework (UNSDCF) at country level. The RPPs support the regional policy dialogue on food security, agriculture and rural development issues; facilitate the emergence of regional partnerships, and support capacity development and resource mobilization for food security, agriculture and rural development in the region.
This post is located in the Regional Office for Europe and Central Asia (REU) in Budapest, Hungary.
Reporting Lines
The Programme Officer (SSTC) reports to the Senior Field Programme Officer, REU.
Technical Focus
Programme support, development and oversight, including establishment of South-South and Triangular Cooperation (SSTC) partnerships, resource mobilization and financing.
Key Results
Develop, implement, monitor and evaluate assigned programme/projects.
Key Functions
Carries out basic research on selected aspects of programmes, operations and other activities; collects, analyses and presents statistical data and other information gathered from diverse sources.
Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends, participation in impact evaluation or equivalent studies.
Participates in survey initiatives; issues data collection tools, reviews, analyses and interprets responses, identifies problems/issues and prepares preliminary conclusions.
Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, and inputs to publications.
Undertakes outreach activities; participates in the development of training workshops, seminars; participates in and makes presentations on assigned topics/activities.
Participates in field missions, including provision of substantive and administrative support, data collection, etc.
Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget), as necessary.
Specific Functions
Supports the coordination of activities related to resource mobilization and programme development, along with related documents, in line with FAO Corporate priorities.
Contributes to the development of the Country Programming Frameworks (CPF) and UN Sustainable Development Cooperation Framework (UNSDCF), ensuring their alignment with the country's development priorities and FAO's Strategic Framework and advise on resource mobilization and SSTC where appropriate.
Collaborates with and supports FAO's Offices, Centres, Divisions and Decentralized Offices in the development, implementation and monitoring of partnerships, projects and activities.
Networks with potential strategic partners to explore SSTC partnerships and financing opportunities, supports negotiations of funding agreements and project proposals.
Supports the development of outreach and advocacy plans focusing on SSTC in coordination with other FAO divisions and Decentralized Offices, to enhance FAO's brand and activities amongst the Organization's external audiences.
Supports the implementation of corporate advocacy activities, special events and exhibits for outreach and promotional purposes, including yearly events.
Identifies key messages, stories, events and other opportunities which promote the work and achievements of PST, in line with FAO's Strategic Framework.
Performs other related duties as required.

Minimum Requirements
Advanced university degree (Master’s degree or equivalent) in business administration or public administration, social science, political science or a related field.
Three years of relevant experience in project or programme management, outreach, administration or related area.
Working knowledge (proficiency – level C) of English and intermediate knowledge (intermediate proficiency – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

Work experience in more than one location or area of work, particularly in field positions, is desirable.
Extent and relevance of experience in project or programme management, or related area.

Extent and relevance of experience in strategic partnerships development, and implementation, including with donors, media, FAO member nations, private sector, civil society.
Extent and relevance of experience in the development of outreach and advocacy plans, including on SSTC, as well as the production of content for external audiences and for awareness raising platforms would be an asset.
Extent and relevance of experience in project design and programming, including SSTC arrangements, would be desirable.
Understanding of FAO policies and programmes is considered a strong asset.
