Org. Setting and Reporting
This position is located in the Executive Office of the Economic Commission for Europe, based in Geneva, Switzerland. The incumbent reports to the P4, Human Resources Officer, and is under the general supervision of the P5, Executive Officer.
Responsibilities
Within delegated authority, the Human Resources Officer will be responsible for the following duties: General •Provides advice and support to managers and staff on human resources related matters. •Prepares special reports and participates and/or leads special human resources projects related to process improvement and other initiatives on diversity and inclusion (geographical representation, gender, disability inclusion), outreach, staff engagement, and learning and development. Supports the Head of HR unit in the implementation of HR related action plans. •Keeps abreast of developments in various areas of human resources. Recruitment and placement of staff •Serves as an expert resource for consultant and individual contractor recruitments policy and procedure. • Advices on the recruitment process for consultants and individual contractors, including reviewing terms of reference for publication in Inspira. • Reviews Service Requisitions, shopping carts, fund commitments; Processes contracts and extensions for consultant and individual contractors, verifies the process are completed; Creates Consultants' Business Partner numbers, verifies banking details, index and maintains HR records; Creates and approves s • Reviews competitive recruitment evaluations for Consultants and Individual Contractors • Monitors the maintenance of vacancy announcement files and tracking status of vacancy announcements for Consultants and Individual Contractors. •Identifies upcoming vacancies in coordination with client offices. •Prepares vacancy announcements, reviews applications, and provides a short-list to those offices. •Arranges and conducts interviews to select candidates. •Reviews recommendation on the selection of candidate by the substantive offices in ECE. •Serves as ex-officio in appointment and promotion bodies, examinations boards, and prepares and presents cases to these bodies. •Monitors and evaluates recruitment and placement related activities of ECE, and recommends changes or corrections related to procedures to its substantive offices. Administration of entitlements •Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules. •Provides advice on salary and related benefits, travel, and social security entitlements. •Reviews policies and procedures and recommends changes as required. •Reviews and recommends level of remuneration for consultants. Staff development and career support •Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs. Prepares monitoring reports on staff development and career support programmes. •Provides advice on mobility and career development to staff, particularly young professionals and staff in the General Service and related categories. •Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system. •Assesses training needs, identifies, designs and delivers training programmes to staff at all levels throughout the Organization. Other duties •Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. •Provides guidance to programme managers on the application of classification policies and procedures. •Extracts, designs, analyses, and maintains complex human resources reports. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of five (5) years of progressively responsible experience in human resources management and administration or related area is required. Out of these, two (2) years of experience in recruitment and contract administration of consultants in the United Nations or similar international organizations is required. Experience in staffing table management or workforce planning is desirable. Two (2) years of experience with human resources policy interpretation in the UN Common System or similar international organization is desirable. Two (2) years or more of experience in data analytics or related area is desirable. Experience in advising hiring managers on HR rules and regulations in staff and non-staff recruitment is desirable. Experience working in Enterprise Resources Planning (ERP) System, such as Umoja or similar, is desirable.
