About this position

We are looking for a motivated, multidisciplinary and impact-driven technical and operational energy consultant. As a Technical and Operational Energy Consultant, you will support the monitoring and execution of operations (loans/grants and technical cooperations), the development of knowledge products, as well as the development of new projects, in the following areas: renewable energy, demand management and energy efficiency, sector digitalization, transport decarbonization, circular economy, among others.

You will work in the Energy Division (ENE), part of the INE (infrastructure) department. The ENE team is the technical unit responsible for the preparation and supervision or execution of these operations, including the development of the necessary documents inherent to the project preparation phase (Project Profile, Project Document, Risk Matrix, Development Effectiveness Matrix, among others), support and training of borrowers in activities related to the drafting of Terms of Reference and documents during the execution of technical cooperations and loan/grant operations, as well as support in the development of knowledge products.

What you’ll do

  • Execute all technical activities and tasks linked to credit operations and technical cooperations, including the use of the Bank's systems
  • Prepare and implement investment projects and technical cooperations in Jamaica, and other Caribbean countries as may be needed
  • Review the drafting of Terms of Reference (ToR) and technical specifications related to the hiring of consultancy services for the drafting of technical studies, advisory work, and events, to be implemented with Bank financing.
  • Monitor work processes, all stages of preparation and execution of programs, mainly in the preparation of technical documents
  • Perform activities in compliance with critical milestones and key deliverables and initiate appropriate and timely risk management strategies, including preparation of reports and updating the system on the status of each of the projects
  • Review of deliverables from technical consultants for compliance with consultants and adherence to technical standards.
  • Research and draft different types of knowledge products such as blogs, technical notes, publications, preparation of briefings, presentations, coordination meetings, and events 
  • Participate in internal and external meetings representing the ENE Division under the supervision and as agreed with the contract supervisor
  • Build and maintain working relationships with Government counterparts and private sector responsible for energy, transport, and water and sanitation.
  • Draft follow-up and yearly reports to donors of technical cooperations, including relevant regional ones; by supporting sectoral dialogue for the promotion and implementation of public policies for the energy sector.

What you'll need

  • Education: Master's degree in electrical, civil, mechanical engineering, economics, project management, public policies, finance, or areas related to the energy sector.
  • Experience: At least 5 years of specific professional experience, public or private, in the energy sector. Background in renewable energy is required. Knowledge of infrastructure project cycles. Command of project databases, and of MS Word, Excel, and Power Point. Experience with regulatory matters in the energy sector, and/or relevant international/regional institutions is desirable. 
  • Languages: Proficiency in English is required.

  • Citizenship: You are a citizen of one of our 48-member countries. Must be eligible to work in job location(s) without the need for sponsorship. 
  • Consanguinity: You do not have family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

  • National consultant Full-Time, 12 months (up to 48 months, if applicable).
