The WTO Secretariat is seeking to fill a consultant position of Data Engineer or Data Scientist to extend the coverage of the Tariff Actions Dataset under an individual Special Service Agreement (SSA).
Integrated Database Unit (IDB), ERSD/TPRD. The consultant will work on the WTO-IMF Tariff Actions dataset [https://ttd.wto.org/en/analysis/tariff-actions], focusing on expanding coverage, improving data pipelines and enhancing metadata.
Deliverables
Under the supervision of Mr. Thomas Verbeet, Chief Integrated Database Unit, the incumbent is expected to deliver the following:
Key deliverables include:
- Expand dataset scope: Extend historical coverage to earlier years and include additional WTO Members.
- Broaden policy instruments: Add new tariff action categories, including quotas, duty suspensions, surcharges, and crisis-driven measures.
- Enhance data infrastructure: Strengthen pipelines, metadata, and visualizations; improve traceability and lay foundations for enhanced dissemination.
REQUIRED QUALIFICATIONS
Education
Advanced degree in Data Science, Data Engineering, Computer Science, or related field.
Knowledge and Skills
Technical knowledge and skills:
Excellent knowledge of data analysis and engineering pipelines, including Python for data processing, transformation and automation. Experience with big data platform, in particular Databricks, and SQL databases, would be highly desirable.
Familiarity with WTO Agreements, tariff and trade monitoring, and related policy instruments is an advantage.

Effective communication skills, both written and verbal.
Experience
A minimum of 2 years of relevant experience.

Terms and Conditions
According to the General Conditions applicable to Special Service Agreements.
The consultant is expected to work remotely.
Duration of Agreement
From February 2026 to August 2026, for 40 hours a week.
