Duties and Responsibilities

The Passenger and Cargo Control Programme (PCCP) targets illegal containerized shipments by building risk assessment and inspection capacity in specialized Port Control Units (PCUs) and Air Cargo Control Units (ACCUs) made up of officers from customs, national police, and other relevant law enforcement agencies. PCCP cargo activities are implemented in multiple phases, starting from technical needs assessments to the establishment of PCUs/ACCUs and the delivery of comprehensive training for designated officials. PCCP’s capacity-building approach is grounded in a trusted training curriculum that covers both basic and advanced topics, delivered through a combination of theoretical instruction and practical application. One of the programme’s core training components focuses on the illicit trade of Strategic Trade and Export Control (STEC) goods. STEC training follows a three-phase “crawl, walk, run” methodology and is delivered to a consistent group of pre-selected officers to ensure progressive learning. This training is particularly central to PCCP’s operations in the Middle East and North Africa (MENA) region. To maintain high quality and contextual relevance, specialized trainers are engaged to deliver the STEC component. In addition to its formal training activities, PCCP provides continuous mentorship to its units. This ensures that officers remain informed about emerging trends and modalities and are equipped to address operational challenges with the guidance of subject matter experts. The expert trainer recruited as International Consultant will develop and deliver training and mentoring to law enforcement and customs officers in the MENA region, under the umbrella of the PCCP. The assignment will be conducted throughout the MENA region. The International Consultant will deliver basic and advanced training for PCUs and ACCUs in the MENA, to facilitate the movement of goods transiting and accurately detect the exploitation of the trade supply chain by criminal groups. The International Consultant will provide continuous support to the development and delivery of the STEC component. This will include tailoring content to the specifics of each country of implementation, the delivery of training, and the development of evaluations to assess training results. The International Consultant will contribute to the programme’s expansion into new operational contexts, including tailored capacity-building for green borders. It will support training activities for the Lebanese Armed Forces (LAF) under the new project implemented in support of UNSCR 1701, and develop and deliver training sessions in Libya, and other MENA countries. The consultant will also support the standardization of PCCP MENA training in Arabic by reviewing existing materials and developing a unified set of materials to ensure consistent, evidence-based delivery. Under the supervision of the PCCP Head of Programme, the International Consultant will be responsible for the following tasks: - Attend virtual planning meetings with the Project Officers of all implementation countries in MENA, to finalize the aims, objectives, and expected outcomes of the assignment. - Design and tailor theoretical, practical and STEC training for each receiving country, deliver training, and conduct a training evaluation. - Conduct an evaluation, through interviews, focus group discussions, and/or other methodologies, with representatives from the selected agencies at different ports and airports in the region to identify key gaps in the operation of PCCP Units, and ways to address them. - Plan and implement mentoring visits to observe the processes in place and address any specific challenges experienced by the Units. - Review all existing PCCP MENA Arabic training materials, identify inconsistencies and outdated content, and develop a standardized set of core modules. - Conduct targeted assessments in new operational contexts to identify capacity gaps, operational constraints, and training needs relevant to PCCP’s mandate. - Develop and deliver specialized training modules for officers operating in land border and checkpoint environments, incorporating risk profiling, interdiction practices, and STEC-related material adapted to non-traditional PCCP settings. - Provide technical support to PCCP training activities across the region, including Libya, such as the development and delivery of tailored modules for units operating in ports, airports, and other strategic locations.

Qualifications/special skills

• An advanced university degree (master’s degree or equivalent) in the field of education, educational management or related fields, is required. A first-level university degree in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree. Work experience: • A minimum of ten years of work experience in the area of border management, customs controls, or a related area is required. • Proven knowledge of cargo control by customs administrations in the MENA region is required. • Expertise planning and conducting STEC-related training for the MENA region is required. • Operational and training experience with cross-border cooperation, transit control measures, including prevention, detection and interdiction techniques, intelligence and information exchange, investigation and risk profiling techniques is desirable. • Excellent interpersonal and communication skills are desirable. • Ability and willingness to work under pressure and within tight deadlines is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Arabic is required. Knowledge of another official United Nations language is an advantage.
