Reporting to the Director, Business Development RAM, the Pre-Award PO will serve as the focal person for multiple business development with institutional donors in the IRC’s Resettlement, Asylum and Integration (RAI) Europe unit. 

As a temporary member of the RAM US team the Pre-Award PO will be responsible for BD support that can include phases of the business development process, from opportunity identification to award signature, including pre-positioning (capture), partnering, and proposal development through submission. 

Key Working Relationships
Reports to the Director, Business Development (DBD). 
Works closely with bid teams in the US country offices, Resources Acquisition and Management (RAM) team and Technical Advisors, regional Finance advisors and others as necessary.


Key Deliverables: The Program Officer will undertake the following tasks: 

•    As part of the RAI RAM US team work with the RAI US offices to support the development and writing of superior quality proposals.
•    Liaise with RAI RAM BD team and technical units to ensure proposals meet internal standards and are donor compliant, raising any compliance issues proactively with BD.

Proposal Coordination
•    Plan and manage effective division of bid leadership across the portfolio and alongside the RAM BD team at capture and live stages of development to ensure appropriate support on all opportunities.
•    Collaborate with technical units, program offices, and other colleagues to support conceptualization of winning program and bid designs, including support to building effective partnerships and consortia.
•    Provide effective proposal support, ranging from 'light touch' reviews to comprehensive proposal management, confirming responsiveness to and compliance with solicitation documents and with IRC's requirements. Ensure required reviews and approvals are secured prior to submission to donor.
•    Provide guidance on donor policies and programmatic interests to ensure project design is responsive and compliant with donor expectations, rules, and regulations.
•    When providing proposal management support, coordinate all aspects of proposal development, including: 
o    Conducting initial assessment of new opportunities and RFP requirements
o    Developing and maintaining detailed proposal calendars with milestone deadlines
o    Monitoring and enforcing adherence to internal deadlines and submission timelines
o    Reviewing multiple drafts of technical narratives to ensure quality, compliance, and alignment with RFP requirements
o    Verifying that budgets (including cost share/match requirements) are fully aligned with proposed technical activities and comply with donor regulations
o    Ensuring all RFP requirements are addressed, including mandatory forms, certifications, representations, and supporting documentation
o    Supporting recruitment of key personnel and consortium partners
o    Coordinating budget development and review processes
o    Organizing proposal team meetings, compiling meeting notes, and tracking action items
o    Drafting and proofreading proposal sections as needed
o    Managing document version control and ensuring timely completion of all deliverables
o    Supporting program office teams in the management and maintenance of IRC's award management system

•    Provide oversight to external consultant writers.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
