In general, the consultant will work in contact with the Project Coordinator in UNEP CCC, who will supervise technically and follow up on the compliance with the deliverables and the supporting tasks included in the workplan Those deliverables will be reviewed and approved within a period of no more than 5 days, after their receipt by the Project Coordinator. In all cases, the deliverables are considered completed after the review and approval of the Project Coordinator of UNEP-CCC. The tasks for this role, include leading the work and/or supporting technical experts in delivering the activities described in the section 3 “workplan”.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Climate Change Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental Climate Change. To fulfill its mandate, the work of the Climate Change Division focuses on: working with Members States and Partners to accelerate and support a just transition by addressing mitigation and adaptation gaps through enhancing implementation capacity, access to finance and technology, and building resilience. The Climate Change Division promotes sustainable development and effective policies for climate stability; support action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting. The Initiative for Climate Action Transparency (ICAT) was established in 2015 at the COP that adopted the Paris Agreement to support the implementation of the Agreement’s Enhanced Transparency Framework. ICAT provides countries with tailored support and practical tools and methodologies to build robust transparency frameworks needed for effective climate action in sync with national development priorities. The projects ICAT supports relate to: building or enhancing transparency frameworks for mitigation; building a monitoring and evaluation approach for adaptation; building or enhancing frameworks to track progress in implementing nationally determined contributions; assessing the impacts of climate policies; estimating or enhancing projections of greenhouse gases; integrating and/or aggregating climate actions at the subnational level and for non-State actors; building a tracking system for just transition processes; establishing or enhancing a climate data system; and putting in place a framework to track climate finance. The Initiative for Climate Action Transparency is an unincorporated multi-stakeholder partnership steered by the Donor Steering Committee (DSC), conformed by its donors, Austria; Canada; Germany; Italy; the Children’s Investment Fund Foundation (CIFF); and ClimateWorks Foundation (CWF), and includes the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat as the dedicated UN body with a climate change policy mandate, and the United Nations Office for Project Services (UNOPS ) as an ex-officio member. The Initiative is managed by UNOPS on behalf of the Donor Steering committee (DSC). Within UNOPS, the ICAT Secretariat manages ICAT day-to-day activities, coordinating and guiding the work of the implementing partners. The Government of the Republic of Zambia has committed to reducing greenhouse gas (GHG) emissions by 20,000 Gg CO₂e by 2030 under a Business-as-Usual (BAU) scenario with limited international support, and up to 38,000 Gg CO₂e with substantial international support. It the NDC 2.0 (2021) the priority mitigation sectors included sustainable forest management, sustainable agriculture, renewable energy and energy efficiency, waste management, and industrial processes and product use. In the latest NDC 3.0 Zambia has enhanced its ambition, extending the priorities to include tourism and Infrastructure (buildings). For Adaptation, the efforts has been broadened to include water security. To meet these goals, Zabia is aiming at strengthening national systems and tools for tracking NDC implementation, with support from the Initiative for Climate Action Transparency (ICAT). Zambia is engaging with ICAT through its international implementing partner, UNEP Copenhagen Climate Center (UNEPCCC). Through this collaboration, the country aims to address gaps in key areas such as NDC data management, policy and measure assessments, and the application of modelling tools for GHG projections and NDC tracking. The ICAT project will support the establishment of comprehensive data management frameworks for GHG projections and progress monitoring of NDC implementation. The project will strengthen institutional capacities of the Zambia Environmental Management Agency (ZEMA), the Ministry of Green Economy and Environment (MGEE) and other key sectoral institutions s responsible for NDC implementation. This will include capacity building in GHG emissions projections, baseline development, mitigation scenario analysis, and the tracking and reporting of NDC progress. In alignment with national priorities, the ICAT project will focus on the priority mitigation sectors identified in Zambia’s NDC 3.0 With this background, the ICAT in the Republic of Zambia will focus on: 1. Strengthening national capacity for GHG emission projections through training on methodologies and assessments, in particular for data focal institutions to support effective data collection and management; 2. Developing/Enhancing data management frameworks for GHG emission projections 3. Baseline projections and mitigation scenario development 4. Monitoring and tracking implementation of the Nationally Determined Contributions (NDC) mitigation actions 5. Application of Sustainable Development (SD) ICAT methodologies on NDC tracking For the ICAT implementation in the Republic of Zambia, a local ICAT team leader is required, for working in close collaboration with the national ICAT technical expert, in order to ensure the appropriate implementation of the activities and submissions of outputs and outcomes indicated in the work plan of the project. His/Her overall task is to ensure the implementation of entire ICAT process. This included engaging and coordinating with national authorities and other key stakeholders. In consistence with the ICAT objectives, the local team leader will be responsible for providing the national ICAT technical experts with general advisory on the process and degree of technical assistance needed for delivering the required outputs responding to the overall and specific objectives of the ICAT and in fulfilment of the workplan´s timeline. For the coordination work, the ICAT leader will apply a participatory approach, which involve a wide range of stakeholders while ensuring a multi-disciplinary scope, covering all relevant aspects concerning the sectorial and sub sectorial focus of this ICAT. Moreover, the ICAT team leader will ensure the implementation of the required communication and coordination between the ICAT technical experts, national and other key stakeholders, including the required coordination and communication to ensure a timely submission of deliverables according to the ICAT workplan, workshops and other activities, ensuring the quality of products delivered by the technical experts and in drafting and editing planned reports in the framework of the project. International travel will/will not be required for this consultancy. Outcome 1: Inception phase: stocktaking for data collection processes and arrangements, and for GHG emissions projections: The inception phase of the project will focus on stocktaking and capacity building activities to support data collection processes and robust greenhouse gas (GHG) emissions projections. The Key outputs will include: Output 1.1 Preparation: Inception and stocktaking Output 1.2 The most appropriate modelling tool for emissions projections to be aligned with current country´s practices for projections has been identified and training has been provided Output 1.3 Baseline projection of GHG emissions for the selected sectors developed, using the selected tool As a result, in this phase, the ICAT will generate: - Deliverable 1: Inception Report and detailed workplan - Deliverable 2: Stocktaking report, including : mapping of current procedures in data collection, institutional arrangements and key priorities for MRV system, projections and NDC tracking; Needs and gaps assessment for inventory reports; and recommendations to address the gaps - Deliverable 3: Validation workshop report - Deliverable 4 Report introducing the selected tool and defining the scope and objective for using the tool - Deliverable 5 A report on the baseline projection using the selected GHG projections tool and including data collection and management gaps and needs, incl. improvement recommendations and plan to enable the use of the selected projection tool. - Deliverable 6 Stakeholder validation workshop report and final Improvement Plan -Validation workshop for gaps assessment and proposed improvement approach. Outcome 2: Selected policies and measures under key selected sectors are identified, their impacts are measured and scenarios projections for their GHG impacts reduction are estimated This component focuses on identifying and analysing selected policies and measures (PAMs) under key NDC sectors to estimate their GHG emissions reduction potential, involving stakeholder consultations to facilitate the selection of priority PAMs based on national priorities and data availability. These are then used to develop both economy-wide and sectoral GHG emissions scenarios and targets, leveraging the selected modelling tools. The Key outputs will include an output that will identify policies and measures under the key NDC sectors reviewed; economy-wide mitigation scenario and target reviewed accordingly; sectoral mitigation scenarios and targets established. The following deliverables will be generated in this phase: - Deliverable 7 Stakeholders consultation workshop report related to the identification of the relevant policies and measures - Deliverable 8 Report on the detailed results of the GHG projections/scenarios and establishment of the GHG targets (national and sectoral) based on the selected policies and measures for the key NDC sectors, including relevant profiling on data - Deliverable 9 Validation workshop report of the scenarios and GHG targets Outcome 3: An NDC tracking implementation framework has been developed for the selected sectors and the current progress on NDC implementation has been tracked This component aims to establish a framework for tracking NDC implementation progress, supported by robust indicators and stakeholder capacity. The results of this outcome will be build based on: Output 3.1 Identification of NDC tracking GHG indicators and key procedures for selected sectors , including the identification of appropriate quantitative indicators for tracking the progress in implementing the policies and measures for the mitigation sectors of the NDC and for tracking the achievement of the national and sectorial GHG reductions NDC targets. This will be followed by an analysis of the availability and gaps of the data needed to assess the indicators quantitatively; development of templates and procedures for the data collection process related to each indicator; a selection of key indicators which will be used in the BTR for tracking the implementation/achievement of the NDC; definition of the institutional arrangements (roles and responsibilities) for monitoring and supporting the reporting on these indicators; a stakeholder consultation process for validating: data gaps, enabling measures, appropriateness of NDC framework and components; and finally – a first qualitative assessment of the NDC tracking indicators validated previously to be used as inputs to the BTR, The output 3.2: will focus on the application of the ICAT Sustainable Development (SD) Methodology including the application of the ICAT Sustainable Development (SD) Methodology and capacity building targeting key national stakeholders on the use of the GHG and SD indicators As a result, this component will generate: - Deliverable 10 Report Identification of appropriate quantitative indicators for tracking the progress in implementing the policies and measures for the mitigation sectors of the NDC and for tracking the achievement of the national and sectorial GHG reductions NDC targets, and including the data gap analysis as well as the templates and procedures for the data collection process related to each indicator - Deliverable 11 Report on the short list of indicators and the IA proposed to monitor their progress - Deliverable 12 NDC tracking report based on the first assessment of the selected indicators to be used as inputs to the BTR - Deliverable 13 Report describing the approach and results of the use of the SD Methodology including the assessment of the SD indicators in the context of the NDC and SDGs - Deliverable 14 Report on the training of the national stakeholders. Outcome 4: Final key outputs of the project are validated and replicability potential is presented For closing the ICAT implementation, this phase is addressing the final validation and feedback on the results, methodologies, guidance and other products generated in this ICAT, preparation of communication materials, identification of lessons learned and socialization of the projects and final outcomes. This phase will generate: - Deliverable 15 Final validation workshop and socialization of the framework - Deliverable 16 Final project report including lessons learned, key achievement and potential for further development and/or replicability. The ICAT team leader will work very closely with the ICAT technical experts (expert on GHG estimations and mitigation, Expert on NDC tracking and expert on SD). While the technical experts are responsible for elaborating their technical outputs according to their fields, the ICAT team leader will be responsible for the whole ICAT implementation, ensuring that all the deliverables are elaborated reflecting the highest technical quality, delivered in a timely and cooperative manner. Complementing the above, the ICAT team leader will be responsible for supporting the ICAT project manager at UNEP CCC with on – request project related reporting such as feedback surveys after training workshops, local support on workshop logistic coordination and other similar, necessary to ensure a smooth project implementation.
Qualifications/special skills
o Advance university degree (Master’s or equivalent), preferably in the natural and social sciences o A Bachelor degree with a relevant combination of four years of additional experience related to the position may be accepted in lieu of an advanced university degree o proven working experience in climate/environment protection minimum 5 years o proven experience project/team management minimum 10 years, o proven experience of working in collaborating with public sector and governmental agencies, engagement with NDC development and Climate Transparency o proven experience of working with international development projects, national and local stakeholder engagement related to climate mitigation, minimum 5 years o Demonstrated experience with preparation of national climate reporting such as national communications and biennial update report /Biennial Transparency Report and good knowledge of Procedures and Guidelines of the Enhanced Transparency Framework; o Excellent knowledge of the climate change policy and processes;
