The partnership between GGGI and the Government of Mexico has produced several key results to date. In the coming years, GGGI will continue to catalyze resource mobilization to bridge the significant climate finance gap and promote technical advisory in sustainable landscapes (covering agriculture, sustainable forests, coastal resilience and blue economy), sustainable finance (related to green and climate investments), climate action (such as NDC planning and implementation, inclusive and resilient green growth plans, MRV system design) and green infrastructure solutions. Therefore, GGGI is seeking a person who can contribute to continuing to develop the climate action workstream jointly with the sustainable landscapes and sustainable finance teams.

POSITION SUMMARY

Based in Mexico City, the Climate Action Senior Officer will report directly to the GGGI Mexico Country Manager and will oversee climate action related efforts under Mexico country program, relevant initiatives requested by Mexican government, in addition to generating substantive inputs and analyses to the development, assessment, and delivery of country-level policy advice and investment project activities in the field of climate change mitigation and adaptation; organizing program activities across green growth planning, among others.

The role will work closely with the Ministry of Environment and Natural Resources (SEMARNAT) and the Climate Change and Ecology National Institute (INECC). The role may also be expected to undertake or supervise activities related to resilience, ecosystems-based adaptation, GHG accounting, carbon finance, and capacity building for climate action, among others. The position holder will contribute to the development of funding proposals to donor agencies; organizing and delivering capacity building and knowledge development for effective result deliveries under biannual/annual program plans; maintaining effective project reporting and communication internally and externally in line with GGGI corporate policies, standards and protocols.

PURPOSE

The Climate Action Senior Officer is responsible for providing strategic leadership and high-level technical oversight to advance the organization’s mandate on inclusive green growth, with a focus on climate action. The role supports the design and implementation of high-impact climate initiatives, strengthens partnerships with key stakeholders, oversees various projects of the Mexico program, from proposal development to delivery, ensures technical quality in delivery and ensures alignment with GGGI’s corporate strategies and member countries’ climate and development priorities, contributing to measurable and sustainable outcomes.

 

ENGAGEMENT
  • Advise Country Team with evidence and data-driven substantive inputs and analyses on project activities, implementation and assessment

  • Supervise climate action staff from GGGI Mexico, and collaborate with other country teams, units and divisions of GGGI on identified joint activities to ensure integrated delivery as One GGGI

  • Develop and nurture a strong network within Mexico’s climate action, green growth, environment, transport, energy, waste, infrastructure, and related sectors

  • Maintain active professional relations with partner governments and other key stakeholders to capture and integrate their changing green growth needs and manage client expectations

  • Promote green growth and the GGGI methodology with the donor community and other stakeholders

  • Advise on opportunities for engagement in the national context, demonstrating effective adaptation of the GGGI approach.

 DELIVERY
  • Design, coordinate and implement specific programs or projects, and carry out good project management practices, including budgeting, project monitoring and evaluation

  • Build rapport and work closely with government, national counterparts including private sector for application of green growth in development planning

  • Identify and assess green growth project opportunities within targeted sectors of climate change, forestry, agriculture, and beyond

  • Conceptualize, design and formulate new products, outputs and projects, to meet client and counterpart specifics and need, including policy advisory products, financial and investment products within the context of the country program

  • Provide robust technical, investment, financial and environmental analyses and modeling for selected projects

  • Contribute to GGGI Mexico’s investment mobilization targets including by supporting the identification of financiers for GGGI projects

  • Apply institutional strategy and country engagement strategy to the design and development of projects and activities for the alignment with GGGI core values and corporate priorities

  • Analyze dynamic contexts and evolving green growth needs & priorities of the country and integrate them into design and implementation of country program plans and activities

  • Develop result reporting of project activities internally and externally

  • Identify, scope, and develop specific project opportunities where green growth can be most effectively illustrated.

  • Develop project models that align with national development priorities and can be promoted to the donor community.

  • Identify project delivery issues and ensure effective coordination and implementation of project activities and resources to ensure attainment of objectives against established timeframes

  • Design program and project activities including policy consultation and validation meetings and workshops, capacity building programs based on yearly/ biannual work programs and budget plans

  • Develop project execution modalities and documents across the project management cycle, and in alignment with GGGI's project execution systems and procedures

  • Facilitate internal and external communications, including capture lessons learned in project management to support refinement/improvement of existing policies and procedures.

REQUIREMENTS
QUALIFICATIONS
  • Mexican nationals or holding a valid working visa.

  • A Bachelor’s degree in relevant fields such as environmental engineering, biology, geography, environmental sciences, or similar.

  • A Master’s degree in relevant fields such as climate change, global environmental change, environmental science, or similar.

  • Preferred minimum 7-8 years of experience in activities and/or projects that involved the implementation of public policies that promote sustainable development, with at least 2 years of international experience

  • At least 7-8 years of relevant experience in Mexico.

  • Technical knowledge in at least two to three of these areas: resilience, ecosystems-based adaptation, GHG accounting, inventories, climate risk and vulnerability assessments, carbon finance.

  • Understanding of financing mechanisms for projects and experience in market assessments and cost/benefit analysis, resource mobilization will be a plus

  • Ability to manage projects and familiarity with standard project management activities, such as logical framework, budgets, reporting.

  • Flexibility to travel inside the country.

  • Experience working with government institutions (national or subnational) and multi-stakeholders is an asset. 

  • Excellent verbal and written fluency in English and Spanish.

 WORKING CONDITIONS

The Climate Action Senior Program Officer is an X9 grade level in GGGI’s Mexico salary scale. The salary range for the position starts at USD 50,151 per annum, depending on candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental.
