BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world's largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters, and the impact of climate change.

Working in Nepal since 1963, WFP has extensive knowledge of the socio-economic context of Nepal as related to food and nutrition security, livelihood creation as well as logistics capacity and emergency response. At present, WFP Nepal operates across the country with tailored programming based on present and predicted needs. Being a trusted UN partner, WFP is uniquely well-placed to support the Government, as well as local communities to tackle the underlying factors causing malnutrition in all its forms.

WFP launched its corporate Nutrition Strategy (2024-2030), and since 2024, WFP Nepal implements its country strategic plan which directly aligns with the Government’s 16th Plan, as well as the United Nations Sustainable Development Cooperation Framework for Nepal. WFP supports the Government’s efforts to reduce malnutrition, increase access to food and build sustainable food systems under Sustainable Development Goal (SDG) 2 and to enhance global partnerships under SDG 17, whilst supporting SDG 4 on quality education and SDG 13 on climate action. Under the country strategic plan, support is provided through four outcomes:

Outcome 1: Affected and at-risk populations in Nepal meet their food, nutrition and other essential needs before, during and after shocks and other stressors.

Outcome 2: School-age children and adolescents and nutritionally deprived groups in Nepal have improved education and nutrition outcomes and greater access to affordable, nutritious and safe diets, including through social protection programmes, by 2028.

Outcome 3: Smallholder farmers and climate vulnerable populations in Nepal benefit from climate-resilient and equitable food systems, sustainable livelihoods and climate-proof assets and services by 2028.

Outcome 4: Communities vulnerable to and affected by crises in Nepal benefit from improved common services and enhanced capacities of Government and humanitarian and development actors by 2028.

To strengthen the country office’s capacity in nutrition-sensitive social protection, WFP is seeking a Programme Associate to support WFP nutrition-sensitive social protection and provision of technical assistance to the government.

KEY ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the Programme Policy Officer (Food Fortification), the job holder will carry out the following tasks:

Capacity Strengthening

  • Provide technical and operational support to the government in implementing nutrition-sensitive social protection programmes.
  • Provide technical support to integrate SBC interventions across WFP’s programmes.
  • Provide support to the social protection team (SO2) of WFP Nepal to implement, monitor and manage knowledge of nutrition and food fortification programmes.
  • Participate as a resource person in training/orientation and/or consultative/advocacy meetings related to nutrition and fortification as required and in consultation with supervisor.

Coordination and Partnership

  • Facilitate support to government and non-government partners (Cooperating Partners) implementing nutrition and food fortification programmes.
  • Support the organization of nutrition advocacy meetings to lobby for increased resource allocation, strengthen multi-sectoral linkages, and promote best practices at federal and provincial levels.
  • As needed, support effective planning, implementation and follow up of shock-responsive social protection initiatives for vulnerable groups as per the national priorities/schemes.

Monitoring, Evaluation and Reporting

  • Facilitate joint supportive supervision visits from federal government, and support to document the lesson learned and recommendations.
  • Prepare periodic progress reports as required.

Programme Support

  • Provide regular programme and business support to nutrition and food fortification team of WFP country office.
  • Support country office in periodic reporting along with weekly programme input, country brief and others.
  • Conduct other tasks as required, to support the day-to-day nutrition activities of the country office, and support field staff, as needed.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Completion of secondary school education. A post-secondary certificate in related functional area and/or a bachelor’s degree in public health, nutrition or related fields is desirable.

Experience

  • At least six years of experience in Public Health, Nutrition, food fortification or related fields.
  • Experience and expertise in delivery of nutrition prevention and treatment programmes including social and behavior change communication.
  • Experience negotiating, training, communications, advocacy, and resource mobilization.
  • Knowledge and experience of UN and Government partnerships will be an asset.
  • Has collaborated with technical teams (i.e., nutrition and food fortification), implementing programmes and observed or assisted with policy discussions.

Desired Skills:

  • Functional competencies in supporting designing/planning of nutrition-specific and nutrition-sensitive programming; nutrition emergency preparedness and response, child and maternal health, IYCF/MIYCN, IMAM, SBCC, fortification, among other.
  • Sound understanding of nutrition-related policies, and systems of Nepal
  • Good negotiation skills and ability to communicate effectively
  • Ability for perform well in cross-disciplinary teams.
  • Training and experience in utilizing computers and standard software packages and systems, such as MS Office.

Languages:

Fluency in both written and spoken Nepali and English languages. Knowledge of local languages will be an added value. Nepali Typing skill is an asset.
