Job overview: 

The MEAL Assistant works in close collaboration with program teams to optimize monitoring, evaluation, accountability and learning capacities and opportunities of the IRC mission in Libya to ensure high-quality programming for the clients we serve and support the global ambitions of IRC Strategy 100, and the Country Strategic Action Plan.  The MEAL Assistant supports the implementation of MEAL activities of in Tripoli. The MEAL Assistant will participate in a wide range of data collection activities, monitoring and evaluation assessments, observation, focus group discussions (FGD), Key Informant Interviews (KIIs), and support with CFM activities at their assignment areas, reporting daily findings to the Monitoring and CRA Senior Officer.

Responsibilities: 

  • Support all technical MEAL aspects and activities for programs implemented in Tripoli.
  • Respond to program needs by promoting high standards for quality data collection, analysis, and reporting, ensuring accountability to clients, partners, and donors.
  • Implement and support MEAL systems and approaches, and actively promote learning and evidence-based decision-making.
  • Support MEAL planning, quality checks, and audits, including the review and revision of (digital) data collection tools.
  • Collaborate with MEAL and non-MEAL staff to ensure data is collected, compiled, and verified for quality and completeness in compliance with IRC and donor data quality standards.
  • Support the deployment of surveys, including baseline and endline assessments, and the commissioning of evaluations in coordination with colleagues and partners.
  • Support the use of standard mobile data collection technologies to improve the timeliness, accuracy, analysis, and visualization of data.
  • Contribute to IRC’s internal and external accountability commitments through the implementation of effective accountability, client feedback, and response mechanisms.
  • Promote the capacity building, growth, and development of IRC teams and partners.
  • Participate in recruitment, onboarding, and supervision of MEAL data collectors.
  • Coordinate and schedule data collectors’ field visits, providing continuous monitoring to ensure data quality, compliance, and performance.
  • Support the implementation of baseline and endline assessments, exit surveys, focus group discussions (FGDs), key informant interviews (KIIs), and other MEAL tools.
  • Support the entry, tracking, and quality assurance of client feedback tickets, ensuring accurate, timely, and meaningful feedback management.

Indirect Reporting: Monitoring and CRA Senior Officer

Requirements:

  • A candidate who has Bachelor of Arts or Science in Social Science, Economics, Statistics, Computer Science, or related field
  • 1-2 years of experience developing and maintaining M&E systems and tools
  • Demonstrated experience and capacity in conducting field-level data collection and some experience in data analysis
  • Previous experience in drafting reports
  • Strong computer literacy, including proficiency in Microsoft Office 2007, Microsoft Access and Microsoft Excel.
  • Demonstrated experience working with ICT tools to collect and analyze data
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • INGO experience preferred
  • Fluency in English and Arabic required
