Duties and Responsibilities
UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable and resilient towns and cities. It is the focal point agency for all urbanization and human settlement matters within the UN system. UN Habitat envisions well-planned, well-governed and efficient cities and towns, with adequate housing, infrastructure and universal access to employment and basic services such as water, energy, and sanitation. For over forty-five years UN-Habitat has been working in human settlements throughout the world, focusing on building a brighter future for cities and towns of all sizes. Background: In Jordan, UN-Habitat has been working with national and local stakeholders on multiple integrated focus areas, including policy development, disaster risk reduction, climate adaptation and mitigation, public spaces, socio-economic response, WASH, food security, as well as infrastructure and basic services. The UN-Habitat Country Office of Jordan has been working on several programmes and projects which work on enhancing the inclusion, participation, and enhanced socioeconomic conditions of all stakeholders, with a particular focus on vulnerable populations in urban areas. These programmes underscore a commitment to evidence-based planning, multi-stakeholder engagement, and innovative approaches to address urban challenges and advance SDGs. UN-Habitat Jordan is actively addressing climate change as part of its Strategic Plan, which emphasizes ‘Strengthened Climate Action and Improved Urban Environment.’ Under its Climate Change and City Resilience portfolio, UN-Habitat Jordan is implementing the project titled "Accelerating the Implementation of the Paris Agreement by Building the Climate Resilience of the Urban Poor in Bolivia, Colombia, Ethiopia, Jordan, and Tunisia," funded by the Spanish Agency for International Development Cooperation (AECID) and aligned with the global RISE UP program approach. Sahab faces a multitude of challenges, including urban development issues, climate change impacts, social dynamics, and biodiversity concerns. In 2024, a Multilayered Vulnerability Assessment (MVA) was conducted for Sahab City using a rigorous spatial vulnerability assessment methodology. This assessment identified and analyzed localized hotspots of vulnerability, enhancing our understanding of the interconnected climate, urban, spatial, socio-economic, and biodiversity risks facing the community. Currently, efforts are directed toward developing a Resilience Action Plan for Sahab. In response to the necessary actions highlighted by the MVA, the project “Rethinking Sahab – Urban Greening for a Resilient and Sustainable Future” has been initiated in collaboration with Sahab Municipality and funded by the Canton of Basel-Stadt. This project aims to create a resilient, sustainable, and healthy urban environment in Sahab City; particularly for vulnerable communities and those with a high concentration of refugees; by integrating urban greening strategies, enhancing community and institutional capacities, and fostering inclusive public spaces that significantly improve quality of life while mitigating environmental impacts. Furthermore, one of the key focuses of the program is on public space development to enhance socioeconomic conditions. UN-Habitat recognizes that well-designed and accessible public spaces are crucial in fostering social cohesion and economic opportunities. By engaging communities in the planning and transformation of public spaces, the program creates vibrant and inclusive environments that encourage interaction among diverse populations. UN-Habitat Jordan, in partnership with UNESCO and with support from the Italian Agency for Development Cooperation, is endeavouring to enhance the socioeconomic well-being and preserve the integrity of Al-Salt City through the revitalization of public spaces and the valorisation of living heritage assets, through the “Green Al-Salt: Public Spaces and Living Heritage for Socio-Economic Development” project. This project will utilize UN-Habitat innovative methodologies to engage communities, such as the Public Space City-Wide Assessment and the Public Space Site-Specific Assessment tools. The Ghor Al-Safi area faces a range of social, environmental and economic challenges, including limited access to quality public spaces, inadequate sports infrastructure, and constrained opportunities for youth, women and marginalized groups to participate meaningfully in community life. Recognizing sport as a powerful tool for promoting public health, social inclusion, gender equality, peacebuilding and environmental sustainability, this project—implemented through collaboration between UN-Habitat, the International Olympic Committee (IOC) and the Southern Jordan Valley Municipality—serves as a practical model for integrating sport into sustainable urban development. The program forms part of a global initiative jointly implemented by UN-Habitat and the IOC in five countries, with Jordan among the first countries to adopt the initiative with the aim of embedding sport, physical activity and active recreation into urban planning processes to improve quality of life, enhance social inclusion, and support healthier and more resilient communities, particularly for women, youth and vulnerable groups. This scope of work will also ensure significant contributions to the Sustainable Development Goals (SDGs) by supporting the selected cities and neighbourhoods to become increasingly inclusive, safe, resilient, and sustainable. The consultant will support the following projects: • RISE UP: Accelerating the Implementation of the Paris Agreement by Building the Climate Resilience of the Urban Poor in Bolivia, Colombia, Ethiopia, Jordan, and Tunisia • Rethinking Sahab: Urban Greening for a Resilient and Sustainable Future • Green Al Salt: Public Spaces and Living Heritage for Socio-Economic Development • Sport for Sustainable Urban Development: Embedding Sport in Urban Planning and Accelerating Sustainable Development in Jordan Reporting Line: The consultant will be hired and work under the overall supervision of the UN-Habitat Jordan head of country office, and project managers. DUTIES AND RESPONSIBILITIES: As per the ToR, the consultant will support the UN-Habitat Jordan head of country office, and project managers in the mentioned projects. They will interact with certain stakeholders of the Programme on behalf of UN-Habitat and therefore he/she will be appointed on the basis of securing the highest standards of efficiency, competence, and integrity. As a UN representative, he/she is expected to exhibit and adhere to the highest standards of ethical conduct. The consultant will be responsible for providing technical advice for evidence-based urban programming by leading the collection, analysis, and visualization of spatial and non-spatial data for city-wide, site specific assessments, and the required plans and strategies. This includes: • Provide technical support in data Collection, cleaning, and processing of GIS layers. • Provide needed technical support in designing and developing robust urban indicators. • Provide needed technical support in developing spatial maps, data analysis, and graphic materials tailored to the assessment objectives. • Collect and map available relevant data through open sources. • Plan and deliver capacity-building sessions for staff, partners, municipal teams, and stakeholders on spatial analysis tools (e.g., QGIS, Excel, Kobo), data cleaning methods, and analytical frameworks. • Compile spatial datasets into a comprehensive and user-friendly delivery package to be handed over officially to the local partners.
Qualifications/special skills
• Bachelors Degree in Cartography, Geography, Geographic Information Systems (GIS) and/or related field of studies is required. • At least 2 years of relevant work experience in the field of urban development and planning, graphic design, geographic information system integration, and reporting (and/or related fields) in the local context with direct proven experience is required. • Ability to write technical report, concept notes, and project documents is required. • Knowledge of geographic information system design and development, geodatabase design and management, software programming languages and web technology is desirable. • Understanding of and experience from dealing with urban data is desirable. • Facilitating and designing capacity building processes is desirable. • Excellent communication and interpersonal skills are desirable. • Sound judgment and excellent analytical skills, ability to plan and organize workshops is desirable. • Working knowledge and understanding of the Sustainable Development Goals (and their monitoring/evaluation) and of the New Urban Agenda is desirable. • Working experience with international development organizations is desirable.
