Job Description
The International Organization for Migration (IOM) in Uzbekistan, in partnership with the Swedish Ministry of Justice is implementing the roadmap on “Promotion of Regular Pathways and Prevention of Irregular Migration to Sweden and the EU from Uzbekistan”. Under this initiative, IOM aims to establish and manage 30 targeted grant schemes and start-up support programmes for returnee migrants, potential migrants and their immediate family members. To support the effective implementation of this activities, IOM Uzbekistan seeks to engage a qualified Consultant for Monitoring and Mentoring the selected grantees.
The assignment aims to strengthen the effective design, implementation, monitoring, and oversight of the grant schemes, ensuring that they respond to beneficiaries’ needs while fully meeting donor requirements and accountability standards.
The Consultant will provide hands-on mentoring, training, and technical support to grantees throughout the implementation of their business activities and start-up schemes, including the monitoring of progress and results, as well as guidance on financial and narrative reporting.

Responsibilities
• Provide tailored mentoring and technical guidance to grantees on grant implementation, basic financial management, procurement, and record-keeping;
• Support the design and operationalization of up to 30 targeted grant schemes and start-up support programmes for Grantees;
• Support grantees in developing realistic work plans, budgets, and implementation schedules;
• Develop or refine grant guidelines, eligibility criteria, selection procedures, and implementation timelines in line with donor requirements;
• Deliver group or individual coaching sessions addressing common capacity gaps and operational challenges;
• Track progress against approved work plans, budgets, and indicators, and flag risks or delays in a timely manner;
• Ensure compliance with contractual obligations, donor rules, and reporting deadlines;
• Reporting and Documentation;
• Act as a liaison between grantees and the project team to address implementation issues and clarify donor requirements;
• Facilitate communication related to grant management, compliance, and performance improvement;
• Participate in coordination meetings, briefings, and review sessions as required;
• Identify common implementation challenges, risks, and good practices across the grant schemes;
• Propose corrective actions and practical solutions to enhance performance and mitigate risks;
• Provide recommendations to strengthen sustainability, livelihoods outcomes, and long-term impact of supported start-up initiatives.

Qualifications
• Minimum 5 years of relevant experience in mentoring, coaching, or providing technical support to entrepreneurs, start-ups, or grant beneficiaries;
• Demonstrated experience in monitoring and evaluating grant-funded projects, including reporting on financial or narrative progress;
• Experience working with diverse beneficiaries, including returnee migrants or vulnerable populations, is highly desirable;
• Familiarity with IOM’s visibility guidelines preferred;
• Ability to work independently, manage multiple tasks, and meet deadlines within the consultancy period;
