We work in partnership to create an inclusive society for all.     To expand our team in Uganda, we are seeking a Programme Finance Officer,  who will serve in the role of Senior Accounting Assistant. The officer will be responsible for overseeing the management of accounting information systems, validating system integrity, and ensuring the timely production of reports and financial information.
The position is a position with 35,5h/week.
This position is only filled locally. With contractual conditions of Uganda country. An expatriation is not intended.

These are your responsibilities

Programme finance services

  • Receive required reports and requests from partners, undertake preliminary checks for
    completeness, adherence to CBM format, deadlines and ensure quality check before
    submitting for internal processing.
  • Ensuring timely execution of partner requests.
  • Maintain a database of the implementing partner reporting records. Follow up with the partners for progres reports and submission of reports as per reporting schedule.
  • Present regularly status reports on project deliverables as per set work plans to the Programme Officer.
  • Support during the annual budget application process (follow up on budget application
    requirements, data entry, budget formulation, budgetary implementation, budgetary monitoring for the AICS project
  • Play a key role in resource gathering through collection, compilation and publication of
    beneficiary stories and images as guided by CBM and donor standards.
  • Maintain an up to database of CBM Programme and donor information; ensure all files are well organized in print and electronic copies
  • Upload all final approved reports, budgets and relevant documents appropriately on ProMis/

SharePoint in a timely manner.

  • Track and file accurately data on each partner’s proposal, approved budget, funds transferred,
  • key documents and reports, to ensure accurate reporting and accounting of grants.
  • Ensure that approved funds to partner organizations are transferred in a timely manner in line with the organizations policies and procedures
  • Participate, as part of the team members, in programme coordination meetings including
    project monitoring visits guided by Terms of Reference

Finance / Coordination

  • Ensure transactions and data are properly recorded into the accounting system
  • Assist with the maintenance of the filing system of project financial reports, fund requests and other finance documentation
  • Support the coordination of project financial reporting process with partners, ensuring quality, accuracy and timeliness of reports.
  • Review periodical program fund reconciliation statements and financial reports (including
  • Project Progress Reports) from the implementing partners to ensure completeness and
    accuracy of financial reports (for partners based in Uganda and Rwanda).
  • Ensure all forecasts in PowerBi are accurate, realistic and are done in a timely manner (for partners based in Uganda and Rwanda).

Programme Administration

  • Maintain a calendar of key deliverables, meetings and project visits to support the programme teamwork plan
  • Diary management of meetings and conferences for the project teams, minute taking and Reports of Discussion
  • Coordinate logistics and schedules with relevant parties to efficiently plan project visits and meetings
  • Assist in arranging CBM official field missions, make appointments with other stakeholders
  • Accompany the Programme team on a minimum of two partner visits per year to familiarize self with field programme operations
  • Uploading of approved financial and narrative project monitoring reports in Navision and
  • SharePoint through the allocation of seating space, desk and other resources as required

Additional Duties - Rwanda Country office

  • Provide remote financial support to the Rwanda Country office partners, ensuring compliance with policies and procedures.
  • Support and ensure seamless financial reporting and consolidation for RCO project
  • Provide financial training and capacity-building sessions for new and existing partner finance staff by developing and sharing best practices in financial management.
  • Assist the Rwanda CO in managing grants, including budget preparation, expenditure tracking, and reporting and ensuring that grant funds are utilized according to donor agreements and guidelines.
  • Conduct periodic visits (both virtual & physical) to the RCO partners for financial management support and monitoring.
  • Ensure timely and accurate financial reporting
  • Address any financial issues or concerns raised by the Rwanda CO and partners promptly.
  •  Assist in the financial planning and budgeting for RCO partners.

These are your qualifications

  • Degree in a relevant field, such as Business Administration, Accounting, Finance, Diploma in Project Management or the equivalent.
  • Minimum of three-years previous proven work experience in a similar position; Experience in an INGO is an added advantage
  • Work experience in similar field, particularly with international NGO preferred.
  • Ability to work with minimum supervision
  • Effectiveness at teamwork and interpersonal relationships
  • Keen analytical skills, Excellent organisational skills, and ability to deal with stress or pressure
  • High degree of accountability and integrity
  • Well spoken, with ability to communicate clearly and concisely.
  • Ability to efficiently handle a range of tasks concurrently to meet different needs
  • Ability to integrate into a multi-cultural environment.
  • Able to work independently, and as a member of a team.
