Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The Care@Work Türkiye: Building Resilient and Care-Supportive Workplaces through Equality and Care (Care@Work) project aims to strengthen access to decent and productive employment by addressing structural barriers arising from the unequal distribution of unpaid care work and the limited availability of care-supportive workplace practices in Türkiye. Building on the ILO Gender Equality Model for Enterprises (GEME), international labour standards, and the ILO Resolution on Decent Work and the Care Economy (ILC, 2024), the project develops and pilots a Care-Supportive Workplace Model adapted to the national context. The intervention promotes the integration of care-responsive policies—such as care leave, flexible work arrangements, non-discriminatory HR practices, and workplace-level care support mechanisms—through social dialogue and evidence-based tools.
The project contributes directly to ILO Programme and Budget Output 5.2: Increased capacity of constituents to promote investments and decent work in the care economy by strengthening institutional and enterprise-level capacity to design and implement care-supportive workplace measures aligned with national employment and equality frameworks. Through capacity building, piloting with selected enterprises, documentation of good practices, and policy dialogue, the project supports behavioural and institutional change in line with the ILO 5R Framework (recognize, reduce, redistribute unpaid care work; reward and represent care workers) and advances SDGs 5 and 8 in Türkiye.
Finance and Administrative Assistant will be responsible for smooth functioning of the project administration, providing operation support to project.
Reporting lines
Finance and Administrative Assistant will report to the Senior Project Coordinator of the project under the overall supervision of the Director of the ILO Office for Türkiye.
Description of Duties
- Serve as focal point for coordination of project implementation administrative support activities, involving liaison with various organizational units in the field and at HQ to initiate requests, obtain necessary clearances, process and follow-up on administrative actions.
- Provide general office management assistance, handle administrative tasks, provide advice and guidance to staff with regard to administrative procedures, processes and practices. Provide support to project-related missions and activities, including preparing budgets, coordinating travel and lodging of officials and participants, recruitment and payment of resources persons, and taking notes at meetings/seminars.
- Compile and prepare background information and tables for briefing and review sessions by identifying and consolidating data and relevant information on project activities. Clear outgoing communications for conformity with established procedures and accuracy before being signed by the supervisor.
- Compile, summarize and enter data on project delivery, draft related status reports, identify shortfalls in delivery and bring them to the attention of management.
- Maintain an overview of the financial situation of the project. Prepare and modify budget data as required. Perform administrative tasks using ILO’s Integrated Resource Information System (IRIS), including managing payment requests, creating purchase orders, preparing and following up on travel authorizations, security clearances, travel arrangements, and drafting non-substantive correspondence.
- Assist in drafting the Terms of References of external collaborator contracts and follow up on the contracts in terms of timely delivery of outputs, advance, progress and final payments, and amendments if necessary.
- Maintain and update relevant databases/records/registers/control plans on the status of project at each project cycle and programming activity for monitoring and evaluation purposes.
- Draft substantive correspondence on project activities and briefing notes in accordance with the requirements of the Office. Contribute to the communication activities, preparation of technical reports and documents and maintain administrative records.
- Liaise with concerned ILO constituents, implementing agencies and donors for required clearances. Maintain up-to-date directories.
- Arrange internal and external meetings and appointments. Take notes and/or minutes at meetings as well as provide informal interpretation and translation.
- Process all project payments ensuring accuracy and documenting all financial transactions.
- Perform other relevant duties as assigned as Senior Programme Officer and the Director of the ILO Office for Türkiye.
Required qualifications
Education
Completion of secondary school education.
Experience
At least five years of relevant work experience.
Languages
Excellent knowledge of English and Turkish.

- Proficient in computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office (i.e. IRIS).

- Thorough knowledge of practices and procedures for preparing administrative documents and maintaining file systems.

- Ability to respond to requests from officials from government offices, ministries, ILO constituents and NGOs.
- Accuracy and ability to pay attention to detail.
- Ability to search and retrieve information from databases and compile reports.

- Ability to deal with confidential matters with discretion.
- Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
