Under its five-year Country Strategic Plan, WFP Nepal is implementing an integrated set of activities spanning across four outcome areas. Under a food systems umbrella, the plan combines Emergency Preparedness and Response, Nutrition and School Meals, Climate Resilience and Service Provision. A focused gender, disability and social inclusion lens as well as a strong analysis capacity constitute the foundation of all activities.
Food and nutrition security analysis is the basis for the design and implementation of all WFP operations. Prior to the design of any intervention, WFP undertakes an analysis of the food and nutrition security as well as regular market monitoring which informs Government’s policies and programmes and the wider humanitarian and development community’s planning, programming and resource allocation. The purpose of the job will be to: (1) lead the food security, nutrition and market monitoring and analysis system in the Country Office and contribute to the Vulnerability Analysis Mapping (VAM) evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency). (2) strengthen the capacities of national and local stakeholders to prepare for and respond to food insecurity and emergencies (3) Produce evidence and standards related to targeting and prioritization of geographic locations, households, and individuals in need of assistance and (4) utilize the latest science and technology to inform the design, implementation and monitoring of food security, nutrition and broader social protection programmes.

ACCOUNTABILITIES/RESPONSIBILITIES:
Under the overall guidance and supervision of the Head of Research, Assessment and Monitoring (RAM) the position will have the following responsibilities:
Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.
Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities.
Support both geographical and household-level targeting activities to inform design and implementation of WFP activities.
Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
Act in an assigned emergency response capacity as required to meet emergency food assistance needs and to lead assessments of the impact of shocks, including flooding and earthquake events.
Work together with existing and new in-country, regional and global partners to integrate multi-hazard early warning systems, climate analysis into vulnerability analysis and mapping leading to preparation of contingency plans focusing on risk-informed approaches to inform the national and local governments’ decision-making and WFP Country Office advocacy, policy and programmes.
Support Head of RAM Unit to provide technical advice and support to government, WFP and cooperating partner staff on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and efficient use of products in a manner that complies with WFP standards and processes and considers gender and social inclusion.
Support the government to develop nationally-owned food security monitoring systems at the local, provincial and federal level.
Carry out other tasks as required.
FUNCTIONAL CAPABILITIES:
Capability: Description of the behaviour expected for the proficiency level
Food Security Analysis: Demonstrates ability to conduct structured food security analysis—Identify underlying macro and micro factors impacting food security of communities and countries. Provides findings and recommendations for the programmatic response.
Food Security Monitoring: Manages the implementation of food security monitoring systems. Investigates any observed anomalies in the datasets and informs program management for operational response.
Technical Specialized Knowledge (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS, etc.): Provides managerial and technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.)
Food Security Assessment: Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic response.
Strategic Operational Understanding: Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence base underlying technical and policy advice given to stakeholders.
Targeting: Leads targeting exercises to identify geographical areas and households for WFP activities through analysis based on household food security assessments, vulnerability analysis and mapping surveys and other data sources to identify areas with the highest levels of food insecurity, malnutrition and vulnerability to climate change impacts and shocks, whilst integrating gender, social and disability inclusion and protection and accountability considerations.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University (Master) degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
At least 3 years of relevant postgraduate (after master’s degree) professional work experience in food security, analysis or relevant international development/humanitarian work.
Has led and/or managed evidence generation, monitoring and evaluation activities.
Experience in managing diverse teams of technical staff.
Additional years of experience are an asset.
Knowledge & Skills:
Demonstrated proficiency in the use of statistical tools and methods for food security analysis.
Developed practical expertise in food security analysis and mapping by participating in multiple assessments, including the design, data collection and analysis.
Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
Languages:
Excellent communication skills in both written and spoken English and Nepali languages.
