ORGANIZATIONAL CONTEXT:
Jointly the WFP, FAO and UNICEF are scaling up an innovative model of community resilience in the Tanganyika and South Kivu provinces of the Democratic Republic of Congo with funding from the German government. The programme will be implemented in 5 territories and their corresponding health zones. The programme, “Strengthening socio-economic resilience of vulnerable households to violence in the Democratic Republic of Congo (DRC)”, funded by BMZ, will be implemented through the end of 2028.This joint Resilience Programme (JRP) is an integrated initiative encompassing family planning, nutrition, health, education, livelihoods, and water, sanitation, and hygiene (WASH) components.
The three United Nations agencies are enhancing their capacity to coordinate resilience programme among geographical areas with a dedicated technical staff to be based in Kalemie. The technical oversight will be ensured by the concerned staff of the three agencies in Bukavu and Kalemie in close coordination with the respective technical units in Kinshasa. While administratively under WFP’s supervision, the candidate will serve the interests of the three UN agencies.
JOB PURPOSE:
Under the direct supervision of the Head of Programme, the International Consultant will have the responsibility to provide strategic leadership and technical expertise in the design, management, and coordination of a moderate to large-scale joint resilience programme. This encompasses a comprehensive policy formulation and technical implementation strategy to address the interconnected challenges of food security, livelihoods, access to basic social services, social cohesion, and family planning.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
The JRP Global Coordinator will the lead the coordination and strategic direction of the multi-year resilience programme. This includes overseeing program implementation, fostering collaboration among agencies, ensuring effective resource mobilization, and leading the consortium’s engagement on the broader resilience agenda in the RDC. This position will also drive the technical design, development, and implementation of other joint recovery and resilience programmes with additional partners, in close collaboration with technical units and the partnerships team. They will ensure the monitoring and coordination of the three agencies’ joint resilience programme to ensure that activities are carried out with time and budget in compliance with donor’s contractual obligations. They will also coordinate the preparation of relevant documents and ensure good information flow through regular reports, joint meetings and other relevant challenges with the three UN agencies and local communities.
In particular, the joint Programme Coordinator will be expected to:
1. Strategic Leadership and Vision:
- Provide leadership and strategic guidance to the JRP through coordination, ensuring alignment with the Theory of Change, the Country Strategic Plans of participating UN agencies, and national government priorities.
- Liaise closely with the Decision-Making Group and the JRP Management Group (JRP-MG) in Kinshasa for normative guidance, decision making & support as well as information sharing.
- Develop and oversee the implementation of annual work plans, budgets, and robust monitoring and evaluation frameworks.
- Represent the JRP in high-level forums and meetings, advocating for the program's goals and objectives with government officials, donors, and other stakeholders.
- Cultivate and maintain strategic partnerships with key stakeholders, including government ministries, UN agencies, NGOs, and community-based organizations.
2. Coordination, Collaboration and Collaboration:
- Foster a collaborative and results-oriented environment among WFP, FAO, and UNICEF teams, ensuring seamless coordination on policies, planning, implementation, and reporting.
- Lead and manage the JRP coordination unit, providing mentorship, support, and performance management for staff, as well as overseeing recruitment and onboarding processes.
- Convene and chair regular meetings of the JRP Steering Committee, JRP Management Group, and Technical Working Group, promoting transparent decision-making and effective information sharing.
- Establish mechanisms for continuous learning and knowledge sharing within the JRP, fostering a culture of collaboration and innovation.
- Ensure compliance with relevant project documents and contractual obligations in close coordination with the agencies’ technical units in the different geographical locations as well as with the Joint Programme Committee in Kinshasa.
- Organize and facilitate regular meetings with all parties involved, including cooperating partners and government services to share information, discuss bottlenecks and identify solutions in the 3 health zones/territories covered by the joint project.
- Foster the relationship between WFP, FAO and UNICEF teams and other parties involved at local level.
3. Resource Mobilization and Partnership Building:
- Lead resource mobilization efforts, including developing comprehensive funding proposals, cultivating relationships with donors, and identifying new funding opportunities.
- Engage with a wide range of stakeholders, including government officials, donors, civil society organizations, and private sector partners, to build strong alliances and secure resources for the JRP.
- Explore and leverage opportunities for co-funding, joint programming, and public-private partnerships to maximize the program's impact.
- Ensure good coordination with other organizations working in the same areas and sectors to foster synergies and avoid duplications of intervention.
4. Program Implementation and Oversight:
- Consolidate workplans and ensure optimal alignment and interdependencies of agencies’ activities.
- Facilitate the planning and execution of joint procurement, monitoring & evaluation and site inspection plans, among others.
- Oversee planning and implementation also through regular field visits jointly with agencies’ staff and technical partners.
- Oversee the implementation of all JRP activities, ensuring timely and quality delivery, efficient resource utilization, and achievement of program targets.
- Monitor program progress against established indicators and targets, identifying bottlenecks and challenges and taking corrective action as needed.
- Ensure adherence to the JRP's operational guidelines, standards, and accountability frameworks, upholding the highest ethical and professional standards.
- Promote adaptive management and continuous improvement, incorporating lessons learned and best practices into program design and implementation.
- Provide support to the agencies’ Bukavu-based and Kalemie-based officers responsible for project implementation and ensure proper coordination with other sectors and organizational functions.
- Summarize evidence-based recommendations and lessons learned and prepare improved guidance materials (e.g. manuals) on project implementation.
5. Monitoring, Evaluation, and Learning:
- Together with the M&E appointed colleagues, contribute to and coordinate joint local accurate and timely analysis/surveys for effective project design, data monitoring, including contributing to the Joint Monitoring Framework, and decision making.
- Lead the development and implementation of a comprehensive M&E system, including robust data collection, analysis, and reporting mechanisms.
- Oversee the internal and external evaluation processes, ensuring rigorous and independent assessments of programme performance and impact.
- Facilitate the integration of monitoring data, evaluation findings, and lessons learned into program decision-making and strategic planning.
- Foster a culture of evidence-based decision-making and continuous learning within the JRP.
6. Reporting and Communication:
- Oversee the preparation of high-quality programme briefings for donors, government partners, and internal stakeholders, effectively communicating program results and impact.
- Consolidate and develop comprehensive/informative reports and projects documents on the analysis and results achieved for the government, donors, partners and beneficiaries (in both French and English).
- Develop and implement a comprehensive communication and visibility strategy plan in close collaboration with technical units to raise awareness of the JRP's achievements and promote its reputation.
- Ensure clear and consistent communication across partner agencies, fostering transparency and collaboration
- Ensure the visibility of the joint resilience programme at provincial and local levels with all relevant actors
- Regularly liaise with the communication units of the three participating organisations to ensure the joint programme is given adequate visibility in their respective campaigns, websites, newsletters, etc.
- In liaison with the WFP Monitoring and Evaluation Unit, maintain a database on projects’ outputs and achievements.
- Gather information and update regularly internal progress reports, including budget consumption, critical bottlenecks and risks.
- Contribute to the preparation of accurate and timely reports, publications, and a variety of information products for external use.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
A minimum of five (5) years of professional experience and has:
- Preferably worked in DRC;
- Experience in Resilience, Safety Nets and Social Protection programming in fragile contexts;
- Led a country / area office programme team or joint programme or a substantial component of a complex programme;
- Managed multi-sectorial resilience programmes
- Previous experience in managing and coordinating multi-agencies consortia
- Excellent communication skills, both verbal and in writing
- Experience on M&E and management of Joint programme is desirable;
- Worked with government agencies and gained policy experience;
- Led team in strategic discussions;
- Preferably worked for a UN agency or international NGO.
- Has engaged in policy discussions and provided input into policy decisions.
Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with two additional years of related work experience and/or trainings/courses.
Language: International Professional: Fluency (level C) in English language and French.
