Duties and Responsibilities
The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. Background: UN-Habitat has been active in Iraq since 1996 under the Oil for Food Programme. After 2003, UN-Habitat was largely engaged in early recovery efforts, particularly on support to internally displaced persons (IDPs) through shelter provision and reconstruction efforts. The current portfolio of UN-Habitat Iraq includes both developmental programmes, such as providing technical support to upgrade building codes and developing capacities of government officials for better urban planning. It also includes humanitarian programmes such as providing shelter and water, sanitation, and hygiene support to IDPs and promoting urban recovery of areas affected by conflict. The Erbil 2050 Master Plan, developed by the General Directorate of Urban Planning (GDUP) of the Ministry of Municipalities and Tourism (MoMT) with technical support from Japan International Cooperation Agency (JICA), outlines a long-term spatial vision for Erbil’s sustainable growth. Building on this, UN-Habitat and JICA are implementing a Basic Survey focusing on: • Affordable Housing, and • Citadel Revitalization (for tourism and cultural development). Under the second component, the survey will develop an Integrated Mobility and Access Concept Brief to improve connectivity between the Erbil Citadel, city centre, and surrounding destinations through sustainable, low-emission, and people-centred mobility systems. Confidentiality and Ownership: All data, maps, and outputs produced under this assignment shall remain the property of UN-Habitat and the Government counterparts. The consultant shall not use or distribute project materials without prior authorization. Reporting Line: The incumbent will work under the supervision of the Project Manager or his/her designate. Duties and responsibilities: Under direct supervision of the Head of UN-Habitat Kurdistan Region Office or his/her designate and in coordination with GDUP, MoMT, Erbil Municipality, and the High Commission for Erbil Citadel Revitalization (HCECR), the consultant will: 1- Baseline Review and Analysis • Review the Erbil 2050 Master Plan and related planning and transportation documents. • Analyse existing traffic and pedestrian circulation, parking layouts, and visitor access patterns. • Map key movement corridors linking the Citadel, city centre, airport, hotels, and bazaars using GIS data. 2- Field Assessment • Conduct site visits to evaluate accessibility, safety, walkability, and street-level conditions. • Identify constraints and opportunities for pedestrian and public transport improvements. 3- Development of Integrated Mobility and Access Concept Brief • Prepare a concept brief proposing low-emission and inclusive mobility interventions (e.g., shaded walkways, car-free zones, e-cart loops, cycle lanes). • Engage with Japanese private-sector partners to explore smart and green mobility solutions. 4- Stakeholder Engagement and Validation • Facilitate consultations with MoMT, GDUP, HCECR, and Erbil Municipality to review concept options. • Present draft proposals in a validation workshop and incorporate feedback. 5- Documentation and Reporting • Develop a concise, visual mobility and access brief that supports priority-setting through maps, schematics, and targeted recommendations. Support and facilities to be provided by UN-HABITAT • The consultant shall be provided with existing assessments, reports, and other available data of the project. • UN-Habitat will facilitate communication with local authorities and other stakeholders.
Qualifications/special skills
• Advanced university degree (Master's or equivalent) in transport planning, civil engineering, urban planning or design, or related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. • Minimum 7 years of professional experience in urban mobility, access planning, preferably in heritage or historic urban contexts is required. • Familiarity with GIS-based spatial analysis and visualisation tools, and the ability to produce clear concept plans and diagrams using commonly used urban planning and design software (e.g. AutoCAD, SketchUp, InDesign or equivalent) is desirable. • Proven experience in designing pedestrian and low-emission transport systems, mobility studies, or access plans for heritage/tourism areas is desirable. • Analytical thinking, technical drafting, stakeholder engagement, and cultural sensitivity is desirable. • Experience working with local governments and international development projects (UN, JICA, or similar) is desirable.
Languages
English and French are the working languages of the United Nation Secretariat, for this position, fluency in English required; knowledge of Arabic or Kurdish an advantage.
