In response to the situation in Libya, the IRC launched an emergency program in September 2016 which aimed to provide life-saving medical care and integrated protection services. At present, the IRC is implementing health and protection activities in multiple cities across Libya, while expanding its protection department, with a focus on community-based protection, the rule of law, child protection, violence against women and girls, and MHPSS across all its project locations. Recently, the IRC has established a center for psychosocial support activities for women and adolescent girls (WGSS), and for children (SHLS) in Misrata, Tripoli and Al-Kufra. The IRC’s Women’s Protection and Empowerment (WPE) program has been operational since 2016. The WPE program provide life-saving services to conflict-affected and displaced women and girls, including violence against women and girls survivors, IDPs, Migrants and host community women and girls are provided with a safe space to access case management and psychosocial support and to attend skills-building and socio-economic empowerment activities. The IRC also works through local women led organizations and is in the process of identifying more CSOs to channel through its protection programming especially about women protection and empowerment.

 Job Overview/Summary: under the supervision of the WPE senior officer, the WPE Caseworker will work as part of WPE Team and will be responsible for overseeing and participating in psychosocial services, including Case Management, group-based psychosocial activities through mobile service delivery units to displaced women and girls and survivors of violence against women and girls.

Major RESPONSIBILITIES: The Caseworker will:

  • Work with women and girls in the community and provide age-appropriate case management to survivors of violence, including assessment of survivor needs; basic crisis counseling; supporting clients in developing a plan to address their individual needs and safely implementing this plan; support to clients in pursuing services from other service providers as per clients’ wishes.
  • Provide essential information on available services and support survivors in navigating the referral pathways and accessing services.
  • Determine the survivors' immediate needs, such as medical care, emergency shelter, legal support, psychological counseling, or other essential services. Prioritize the most pressing needs requiring urgent attention. And refer to the other relevant support services.
  • Comply with WPE standard of Do No Harm policy and ensuring the safe planning of activity conduction and clients safety.
  • Engage in the discussion with the Senior officer and relevant stakeholders to discuss the identified needs, propose solutions and strategize the best approach to meet the needs of violence survivors.
  • Ensure that information collected from the survivor is secured and kept confidential through the IMS Primero and referrals.
  • Provide group psychosocial support to women and girls; facilitate sessions focused on building awareness of different themes related to their wellbeing, safety planning, and deliver key messages on violence against women and girls.
  • Lead age-appropriate and specialized group emotional services for adolescent girls and women through identified or established safe spaces.
  • Carry out community outreach and awareness raising on available services.
  • Identify concerns related to and support adherence to referral protocols and guiding principles and bring these concerns to the WPE Senior Officer.
  • Conduct mapping of available services and resources in the target area and collaborate with other organizations and stakeholders to ensure a comprehensive and coordinated response to survivors' needs.
  • Maintain accurate and confidential records of case management activities, including assessments, action plans, referrals, and follow-up support.
  • Prepare regular reports on program activities and contribute to monitoring and evaluation efforts.
  • Collaborate with other IRC staff members, partner organizations, and relevant stakeholders to ensure a coordinated and comprehensive response to the needs of affected populations.
  • Participate in meetings, case conferences, and coordination mechanisms to strengthen referral pathways and service provision.
  • Share with the WPE senior officer on a weekly basis all the needed items for the work.
  • Consistently and proactively monitor/evaluate the safety and security of the Activity attendees, team members and resources.

JOB REQUIREMENTS:

  • Bachelor’s degree in relevant field – psychology, sociology, social work, social sciences, public health, etc.
  • At least 1 year of relevant experience, including implementing PSS activities with vulnerable groups in emergency/conflict or post-conflict settings preferably.
  • Understanding of case management, psychosocial support and life skills programming to promote survivor healing and recovery and clear understanding of and interest in the wellbeing of women and girls, and supporting their healing after the experience of violence
  • Familiarity with violence against women and girls programming, Women’s Empowerment and Protection programming.
  • Commitment to promote women and girls’ rights and stop violence.
  • Demonstrated sensitivity to protection, violence issues, including application of the principle of confidentiality.
  • Strict adherence to humanitarian and Protection and Guiding principles and standards, as well as organizational policies including Code of Conduct.
  • High standard of spoken and written Arabic and English is essential.
  • Basic computer skills including Microsoft Word.
  • Experience in regular report writing.
  • Proven experience in delivering training and of extremely strong communication skills, with good understanding of relevant cross-cultural and sensitive issues and ability to gain trust and build relationships with new communities.
  • Demonstrated high level of flexibility, responsiveness, and reliability.
  • Ability to work under pressure and strong time management skills to meet both short-term and long-term objectives.
