PROJECT BACKGROUND

GGGI has been active in Paraguay since 2018, collaborating with the Government of Paraguay to advance green growth policies and investments. Key partners include the Ministry of Environment and Sustainable Development (MADES), the Ministry of Economy and Finance (MEF), and Paraguay’s Development Finance Agency (AFD), driving progress across various sectors. 

In partnership with MADES and MEF, GGGI is launching a new Green Climate Fund (GCF)-funded technical assistance project titled “National Adaptation Plan (NAP) for the Agriculture and Forestry Sectors of Paraguay.” This initiative aims to develop Paraguay’s NAP, which will strengthen the country’s resilience to climate change by addressing key adaptation barriers in the agriculture and forestry sectors and creating a national adaptation guiding framework. The project will enable the Government of Paraguay to enhance its climate change adaptation information systems, integrate adaptation into national frameworks, promote inclusive and climate-resilient practices in agriculture and forestry, and foster private sector participation.  

Key objectives include: 

  • Enhance data and monitoring systems: Strengthen Paraguay’s capacity to generate, manage, and utilize comprehensive, up-to-date data on climate change risks and impacts. This will support the development, tracking, and refinement of adaptation strategies, plans, and projects while fostering an evidence-based approach to adaptation. 
  • Mainstream adaptation into national policy and planning frameworks: Improve the alignment of national policies, planning frameworks, and governance structures with Paraguay’s adaptation objectives. This includes mainstreaming resilience into sectoral strategies and ensuring coherence across the agriculture and forestry sectors. 
  • Promote inclusive and climate-resilient agriculture and forestry practices: Develop and implement targeted adaptation measures that address the needs of vulnerable and marginalized populations. These actions will promote CSA and forestry practices, ensuring equitable access to resources and participation in decision-making processes. 
  • Strengthen private sector engagement: Develop policy instruments and economic incentives to actively involve the private sector in climate adaptation initiatives. This includes fostering public-private partnerships and creating investment opportunities that align with national adaptation goals. 
OBJECTIVES OF THE ASSIGNMENT

Under the framework of this project, MEF, MADES and GGGI are recruiting Climate Services Coordination Consultant that will work on establishing or strengthening Inter and intra institutional coordination and decision-making mechanisms for adaptation planning on agriculture and forestry sectors of Paraguay.  

The overall objectives of the Consultant position are to strengthen the capacity of Paraguay’s National Commission on Climate Change (CNCC)—the country's inter-ministerial coordination body on climate change—by improving institutional governance, enhancing coordination with key public and technical agencies, and supporting national adaptation planning processes. It will also establish a National Framework for Climate Services (NFCS) coordination mechanism to facilitate regular exchange between climate data providers and policy-making institutions. The NFCS will be anchored under the Climate Data Platform and progressively integrated into CNCC’s governance structure, ensuring that climate information is accessible, relevant, and usable for adaptation planning and decision-making.   

SCOPE OF WORK 

The Climate Services Coordination Consultant will be part of the Readiness Technical Unit (RTU) that consists of a Climate Change Adaptation Senior Officer, Agriculture Officer, Forestry Officer, Public Policy Consultant, GESI Consultant, Climate Vulnerability Consultant, Economic Modeling Consultant and Communication Senior Assistant.  

The key tasks of this consultant position are as follows: 

  1. Lead the institutional mapping and needs assessment to identify actors, gaps, and opportunities in the coordination of climate services for adaptation planning. 
  1. Facilitate the establishment and ongoing coordination of the NFCS working group, bringing together climate data producers and government ministries. 
  1. Design and implement a dialogue mechanism under the Climate Data Platform governance structure to align climate information with policy and planning needs. 
  1. Coordinate and document multi-stakeholder consultations to identify and prioritize climate information needs for agriculture and forestry sectors. 
  1. Develop a set of institutional and technical recommendations for integrating the NFCS mechanism into the governance structure of the CNCC. 
  1. Support the operational integration of the NFCS into the IT and institutional architecture of the Climate Data Platform (Activity 3.2.2k). 
  1. Work closely with MADES, MAG, INFONA, MEF, DINAC, IPTA, and CONACYT to ensure strong ownership and institutional alignment of the NFCS. 
  2. prepare and deliver periodic progress reports, meeting minutes, and technical inputs for NAP documentation and national planning processes.

  • Organize and deliver two (2) capacity building sessions to CNCC, MFS, municipalities and trade association members on the design and implementation of National Adaptation Plans

  • Identify priority climate information needs and coordination processes for adaptation planning and budgeting that will be embedded in the NFCS coordination mechanism.  
  • Develop a set of institutional and technical recommendations to formalize the NFCS coordination mechanism comprising climate and meteorological data producers, service providers, and policy- and decision-makers. 
  • Develop recommendations to integrate the NFCS coordination mechanisms within the governance structure of the CNCC, and operationalize it through the IT and institutional architecture of the Climate Data Platform. 
  • Support the operational integration of the NFCS into the IT and institutional architecture of the Climate Data Platform. 
  • Facilitate the quarterly convening of the inter-institutional NFCS coordination group. 
  • Design and implement a dialogue mechanism under the Climate Data Platform governance structure to align climate information with policy and planning needs. 
  • Coordinate and document multi-stakeholder consultations to identify and prioritize climate information needs for agriculture and forestry sectors. 
  • Work closely with MADES, MAG, INFONA, MEF, DINAC, IPTA, and CONACYT to ensure strong ownership and institutional alignment of the NFCS.

 Final Report on the Mechanism and Governance Structure of the Climate Data Platform and the Coordination Mechanisms of the National Framework for Climate Services (NFCS), including the Technological Architecture and the Governance of Key Stakeholders 
  • Design and implement a dialogue mechanism under the governance structure of the Climate Data Platform to align climate information with policy and planning needs. 
  • Develop recommendations to integrate the coordination mechanisms of the NFCS within the governance structure of the CNCC and operationalize them through the IT and institutional architecture of the Climate Data Platform. 
  • Support the operational integration of the NFCS into the IT and institutional architecture of the Climate Data Platform. 
  • Facilitate the quarterly convening of the NFCS inter-institutional coordination group and deliver reports from these meetings. 
  • Produce a comprehensive final report that consolidates all of the above, including meeting minutes and clearly defined, fit-for-purpose, and fully functional institutional arrangements.

The Consultant must integrate the comments of GGGI, MEF, MADES and the technical focal points of other institutions involved, within 7 days after receiving the comments or requests for modification of products. All reports will be produced in Spanish and will follow GGGI's format requirements and will be submitted along with full raw data sets, research materials, minutes, interviews, and participant listings. Executive summaries will be delivered in English, and the final consolidated product of the consultancy must include a full English translation.   

Payments will be made against delivery of the products with prior approval from MADES, and approval from the GGGI Project Manager. The MEF must be in copy of all communications as Designated National Authority. 

During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the NDA and the Project Manager.   

The consultant will work from the MADES facilities on the days defined as agreed with the national counterpart and the Project RTU.  

QUALIFICATIONS/EXPERIENCE/EXPERTISE
  • Must be a Paraguayan national or hold a valid work permit is required. 
  • Master's degree or higher in fields such as climate science, climate change adaptation, environmental policy, public policy, meteorology, geography, public administration, or related fields is required. 
  • At least 5-8 years (preferred 7) of professional experience working in areas related to climate services, climate data systems, or climate change adaptation planning and related public policy, preferably in the public or development sector is required. 
  • Proven experience facilitating inter-agency coordination between technical agencies and government institutions, particularly in climate-related fields and related governance is required. 
  • Demonstrated knowledge of climate information systems, meteorological services, or platforms such as Climate Data Centers or National Frameworks for Climate Services (NFCS) is required. 
  • Experience supporting the integration of climate information into policy and planning frameworks (e.g., National Adaptation Plans, development plans, or sectoral strategies) is required. 
  • Fluency in Spanish and English is required.
